Work shall be performed Monday through Friday unless weekend operations are authorized with 48-hour notice. The question submission deadline is March 31, 2026 at 12:00 p.m., with proposals due electronically through the OpenGov procurement website by April 16, 2026 at 3:00 p.m. No site visits or pre-bid conferences are scheduled. The contract term is twelve months from the date of award with one optional twelve-month renewal period available at the same prices, terms, and conditions subject to County approval.
Pricing must be submitted as lump sum unit costs for mobilization and tire removal/transport/unloading services for each of the five reef locations, with all costs remaining firm for the contract duration and including all personnel, materials, labor, equipment, profit, and overhead. No incumbent vendor information or budget range is provided in the solicitation documents. Contractors must demonstrate at least five years of experience in marine salvage or debris removal from sensitive habitats and provide four customer references for similar services. Insurance requirements include workers' compensation, commercial general liability of $1,000,000 combined single limit, business automobile liability of $1,000,000, excess/umbrella liability of $1,000,000, and watercraft liability of $1,000,000, with no performance security required. Contractors must comply with multiple compliance requirements including notarized Human Trafficking, Common Carrier, and Foreign Countries of Concern affidavits, as well as E-Verify system registration. All work must comply with National Oceanic and Atmospheric Administration Environmental Best Management Practices addressing sensitive habitat protection, protected species management, daylight-only operations, turbidity control, and archaeological site protection. The County will obtain any required Environmental Resource Permit at no cost to the contractor, and contractors may utilize the County's staging area for equipment mooring at no cost subject to a no-cost Facility Use Agreement. The staging area features a mooring dock approximately 180 feet long with 5 to 6 feet of water depth at MLLW, an asphalt pad measuring approximately 150 feet by 150 feet, but no water or power hookups.

Attachment C – Pinellas County Artificial Reef Program Staging Area
Location
The Pinellas County Artificial Reef Program Staging area is located within Sand Key Park, 1060 Gulf Blvd. Clearwater, Fl. 33708. The staging area is accessible by water via Clearwater Pass and is equipped with a commercial mooring dock.
Attributes
The mooring dock is approximately 180 feet long. The depth of water at the mooring dock is approximately 5 to 6 feet at MLLW. The staging area is equipped with an asphalt pad measuring approximately 150 feet by 150 feet. There is no water or power hookup available at the staging area.
