About this file
This document contains Special Terms and Conditions for a state and local contract opportunity issued by the Virginia Department of Conservation and Recreation (DCR) for fireplace and chimney repairs and maintenance at Lake Anna State Park cabins. The solicitation requires attendance at a mandatory pre-bid conference scheduled for 11:00 AM on August 18, 2026, at Lake Anna State Park's Park Office, with bids accepted only from those bidders represented at this conference. The project involves inspection and provision of necessary maintenance and repairs to fireplaces and chimneys in the park's cabins. Bidders must submit firm unit prices for each item during the contract period, and all bids remain valid for 60 days from submission unless withdrawn earlier. The Commonwealth reserves the right to negotiate with the lowest responsive and responsible bidder if the bid exceeds available funds, potentially modifying both price and scope of work.
Award preference is given to DSBSD-certified micro businesses for bids up to $10,000 and DSBSD-certified small businesses for bids not exceeding $100,000, provided such bids are deemed fair and reasonable by the agency. If no certified small or micro business bids are received, award goes to the lowest responsive and responsible bidder regardless of size. The bid price must be comprehensive, including all freight, installation, assembly, and labor costs with no additional charges permitted. The contractor bears full responsibility for delivery, storage, damage claims, site inspections, final inspection and demonstration of operational compliance, work site damage repairs, and removal of all crating and debris. Contractors performing construction work valued at $1,000 or more must hold appropriate Virginia State Board of Contractors licensure. For contracts exceeding $50,000, employers with an average of more than 50 employees during the previous 12 months must register with and participate in the E-Verify program. The contract includes a provision allowing DCR to place additional orders within 90 days of award at original unit prices, with aggregate additional orders not to exceed 100 percent of the originally stated quantity.
