About this file

This is a Price Schedule attachment for Request for Proposal 25-PR-8968 issued by the Orlando Utilities Commission (OUC) for Management Services for Temporary Staffing. The RFP solicits proposals for staff augmentation services encompassing temporary administrative, professional, information technology, skilled trade, independent contractor, direct hire, and payrolling services. The vendor will serve as the sole employer of record, responsible for all recruitment, screening, interviewing, testing, orientation, background checks, motor vehicle screenings, employment and education verification, and drug and alcohol testing for safety-sensitive positions. The RFP requires a secure, user-friendly web-based portal available 24/7 for managing staffing requests, candidate submissions, assignments, time reporting, and reporting functions. The questions and comments deadline is March 11, 2026, with proposals due April 13, 2026 by 2:00 PM EST. The initial contract term is five years with one optional two-year renewal period, and pricing must remain firm throughout the contract period.

The pricing structure is organized into two primary service models: Recruitment Mark-up and Payrolling-Only Mark-up, with separate labor categories including Administrative/Clerical, Customer Service/Contact Center, Skilled Craft/Field Operation, Technical Support (GIS, CAD, Inspectors), Professionals (Finance, HR, Analysts), and IT/Digital/Systems Engineering (licensed/degreed). Proposers must disclose markup component breakdowns including statutory burden, workers' compensation, general liability insurance, recruiting costs, overhead, technology/VSM, administration, and profit margin. Additional required disclosures include MSP management fees, VMS platform fees, implementation fees, annual program administration fees, conversion fees for temporary-to-permanent conversions with guardrails (no conversion fees after six months of continuous assignment unless negotiated, and conversion fees must not exceed one-time direct hire fees), tenure discounts, and independent contractor fees with 1099 vetting and revetting options. Vendors must comply with federal and state worker classification laws, maintain workers' compensation insurance, commercial general liability of $2,000,000 per occurrence, and automobile liability of $1,000,000 per occurrence. No specific award values or budget ranges are disclosed; instead, pricing is evaluated based on competitiveness relative to the specified labor category mark-up structures and service deliverables.
