About this file
This document is a Supplemental Quality Assurance Provision (SQAP) for Defense Logistics Agency (DLA) Energy fuel contracts, specifically addressing generalized technical guidance and specifications for fuel products delivered to federal activities. The SQAP (ENERGY QAP C1.02, dated March 11, 2025) establishes quality assurance requirements applicable to aviation fuel, gasoline (including E85), diesel (including BDI/B20), and heating oil supplied through the Direct Delivery Fuels Purchase program. Geographic requirements mandate that supplies conform to all federal, state, and local environmental standards applicable at the delivery location, with more stringent environmental requirements taking precedence over specification requirements. Certificates of Analysis (COAs) submitted must be no older than 90 days from solicitation issue and must contain sample test date, test results, test methods for each test, and signature or stamp by a laboratory or QC manager. For domestic locations and US territories, "typicals" or specification sheets are acceptable for aviation fuel, gasoline, diesel, and heating oil. For overseas locations, COAs are required for all products, and for Marine Gasoil (MGO), COAs are required for all domestic and overseas solicitations.
The document also incorporates three specific fuel specifications: C16.67-1 for Premium Unleaded Gasoline (Europe) conforming to EN 228, C16.67-2 for Diesel Fuel Specification (SFD) per EN 590 with modifications for kosher locations and Afghanistan (including seasonal compliance requirements and cold filter plugging point specifications), and C16.69-4 for Kerosene Grade No. 1-K (KS1) per ASTM D3699 for CONUS or BS 2869 for OCONUS, with maximum sulfur content of 0.04 wt% and no dyes except as required by IRS regulations for taxation purposes. All documents are prepared by DLA Energy (8725 John J. Kingman Road, Fort Belvoir, Virginia 22060-6222) and are approved for public release with unlimited distribution.

C16.69-4 FUEL SPECIFICATIONS, KEROSENE (KS1) (PC&S) (DLA ENERGY DEC 2016)
NATIONAL STOCK NUMBER PRODUCT NOMENCLATURE DLA ENERGY PRODUCT CODE
9140-01-292-4460 Kerosene, Grade No. 1-K KS1
Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with any existing or after-imposed Title V (Clean Air Act) Permits. The list of such requirements contained in this contract is not intended to be a complete list, and the Contractor shall be responsible for determining the existence of all such requirements. Selected regional environmental requirements are highlighted. In the event that a Federal, State, or local environmental requirement is more stringent than a fuel specification contained in this contract, the Contractor shall deliver product that complies with the more stringent fuel specification. Product that fails to meet the more stringent fuel specification will be considered to be a nonconforming supply. Product(s) to be supplied shall fully meet the requirements of the applicable specification(s) as cited below. In the event that compliance with the more stringent fuel specification causes the contractor to incur additional costs, the contractor may request an equitable adjustment.
KEROSENE Product shall conform to the latest revision of ASTM D3699 for CONUS LOCATIONS or BS 2869 for OCONUS within the UNITED KINGDOM.
Classification of product is shown above. Maximum Sulfur Content shall be 0.04 wt%. Product shall contain no Dyes.
DYE: For CONUS, as a means of identification, the Internal Revenue Service (IRS) requires taxation of No. 1-K kerosene upon removal from the terminal unless the kerosene is indelibly (cannot be removed) dyed or used for military jet fuel. These requirements, part of 26 CFR 48 - Manufacturers and Retailers Excise Taxes, were published in the July 1, 1998, Federal Register. Only undyed (taxable) No. 1-K kerosene is suitable for use in non flued (unvented) kerosene burner appliances. No dye should be present if this fuel.
The color test requirement is deleted if red dye has been added in compliance with IRS regulations; however, the resulting fuel/dye blend must have a red tint.
