About this file
The document is a Mandatory Features Checklist for a Group Dental Insurance Request for Proposal (RFP) issued by the Brevard County Board of County Commissioners, targeting dental insurance coverage effective January 1, 2026. The RFP requires proposers to submit three hard copies and one electronic copy of their proposal by June 4, 2025, with a proposed five-year contract term. Proposers must meet specific mandatory qualifications, including being licensed in Florida for at least five years, having experience insuring groups with 4,000+ employees, offering plans with no minimum participation requirements, and providing dental coverage options including DHMO and PPO plans.
The procurement seeks a dental insurance provider that can maintain comprehensive coverage for active employees, retirees, and their dependents, with no age restrictions for dependent children (up to age 30). The current incumbent is Cigna, and the historical enrollment data shows approximately 4,210 participants across various tiers, with total annual claims around $1.6 million. While no specific budget range is explicitly stated, historical annual premiums suggest a potential contract value of approximately $10.5 million over the five-year term. The county expects vendors to provide a robust provider network with statewide and national coverage, maintain high claims processing accuracy (99%), and offer network utilization of at least 70%.
