About this file
Addendum 3 is an official document from Brevard County Purchasing Services related to the Brevard County Group Dental Plan (Bid P-1-25-18), dated May 21, 2025. This addendum provides clarifications to prospective bidders regarding the group dental plan procurement, with the proposal opening date remaining scheduled for Wednesday, June 4, 2025, at 4:00 pm. The document addresses four key questions from potential bidders, including confirmation that the county works with a benefits consultant, their intent to contract directly with an insurance carrier, and verification of approximately 4,000 benefit-eligible retirees.
The addendum indicates the county's preference for a direct contract with an insurance carrier, with proposed premiums to be net of commissions and the carrier required to perform at least 80% of contracted services. Brokerages are allowed to submit marketing analyses if they meet mandatory criteria. The county has also flexibly agreed to accept a standard corporate resolution from bidders, rather than requiring individual client resolutions. All other terms and conditions of the original Request for Proposal remain unchanged, maintaining the overall procurement framework for the group dental plan.

Brevard County Group Dental Plan
P-1-25-18 May 21, 2025 Addendum 3
TO ALL PROSPECTIVE BIDDERS
This is Addendum 3 and shall be considered as part of the original proposal package for the above-mentioned bid. Please acknowledge receipt of Addendum 3 in the space provided on the Price Sheet.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Question: For this bid, are you already working with a consultant for Health and Benefits programs?
Response: Yes, we work with a benefits consultant.
2. Question: Are you looking to work directly with the dental insurance company or are brokerages allowed to submit a marketing analysis?
Response: The County’s intent is to contract directly with an insurance carrier, as the proposed premiums are to be net of commissions and the company is required to perform at least 80% of the contracted services. If the broker submitting the marketing analysis meets the mandatory criteria, then technically their proposal could be eligible for the County’s consideration.
3. Question: Can you confirm total number or employee and retirees that are benefit eligible?
Response: Based on the census data out of CBIZ, the County has approximately 4,000 benefit eligible retirees as of the date of this RFP.
4. Question: Can we provide our Corporate Resolution that we use for all clients in all applicable states so that we do not have to do individual client resolutions? We can attach ours to your form and state Please see the Attached Certificate of Resolution? Will this be acceptable?
Response: Yes, we are fine with the solution offered.
Please note that the proposal opening date and time remains Wednesday, June 4, 2025 @ 4:00 pm.
All other terms and conditions remain unchanged.
Sincerely, Sherry Collett Procurement Supervisor
