About this file
Attachment A is a Mandatory Features Checklist for the Brevard County Board of County Commissioners' Group Dental Insurance solicitation, effective January 1, 2026. The document outlines critical requirements for proposers, mandating submission of three hard copies and one electronic copy of the proposal, completion of specific attachments (A, B, and C), and adherence to key qualifications. Proposers must be licensed in Florida for at least five years, have experience insuring groups with 4,000+ employees, offer coverage with no minimum participation requirements, and provide dental insurance plans that include DHMO and PPO options. The contract term is five years, with proposals due on June 4, 2025, at 4:00 p.m.
The solicitation requires proposers to match the County's dependent definition (including dependents up to age 30), serve as the prime contractor performing at least 80% of contract work, and maintain separate billing for each agency. Proposers must provide dental benefits that meet current coverage limits and be prepared for potential subcontractor approvals. The incumbent vendor is Cigna, with historical enrollment around 4,210 participants and annual claims consistently near $1.6 million. While no specific budget range is explicitly stated, historical annual premiums suggest a potential five-year contract value of approximately $10.5 million. Monthly rates currently range from $12.91 to $106.07 depending on plan and coverage tier, with Dental PPO High and Low options being the most popular.
