About this file

This is an attachment to RFP 200000001437 that provides operational instructions for the Fort St. Bascule Bridge, detailing procedures for traffic control gate malfunctions. The document outlines four primary malfunction scenarios and the corresponding response protocols that bridge operators must follow. When a gate remains upright in the open position, operators must request flagmen assistance or manually crank the gate down, block traffic with barricades or cones, reference the Panatrol Operating Manual, and complete a Bridge Malfunction Report. When a gate remains down in the closed position, operators must attempt to manually crank it up, notify the Project Manager, consult the operating manual, and complete required reports. If the "All Gates Closed" light fails to illuminate despite gates being closed, operators must reference the manual, notify the Project Manager, and file a malfunction report. When gates are damaged by traffic or weather events, operators must obtain driver and vehicle identification if applicable, immediately notify the Project Manager and local police, follow gate-open procedures if necessary, and complete both Vehicle Traffic Accident Reports and Bridge Malfunction Reports.

All procedures outlined in this attachment are mandatory requirements of the bridge operations contract, with the Project Manager responsible for notifying the Contract Administrator and Maintenance of any malfunctions requiring repair. Failure to follow these procedures or complete the appropriate documentation constitutes non-conformance of the Bridge Contract. The attachment references Attachment A-VII, the Panatrol Operating Manual for the Fort St. Bascule Bridge, as supporting documentation for specific operational bypasses and technical guidance needed to execute these malfunction response procedures.
