About this file

This is an operators manual from Panatrol Corp. for the Fort Street Bascule Bridge (M-85) over the River Rouge for the Michigan Department of Transportation (MDOT), with Ferndale Electric as the contractor. The manual provides detailed operating procedures for the bridge's electrical control system, including establishing power, monitoring power, traffic warning lights, raising/lowering sequences, operation of warning gates, barrier gates, span locks, and bypass procedures. The document is dated August 24, 2015, marked as Draft Copy, and was approved by Hardesty & Hanover on September 8, 2015.

The manual outlines specific safety interlocks, fault conditions, and troubleshooting procedures for the bridge's control systems. It details the operation sequence requiring 480V three-phase power and includes procedures for both normal operation from the control console and maintenance operation from the Motor Control Center (MCC). The document describes various bypass options for emergency situations and provides comprehensive fault detection and resolution procedures for issues like phase failures, overloads, drive faults, and deceleration failures. The manual is organized into clear sections with step-by-step instructions for bridge operators and maintenance personnel.

Establish Power:

1. For the span to operate there must be a source of 3-phase power. This is selected by the four position switch on the center control console.

1.1. The system is powered by utility power. Check the voltage readouts on the center console;

these should all be reading 480 +- 20.

Monitor Power:

1.2. While the Leaf is moving the volt meter on the console reads the voltage.

1.3. While the Leaf is moving the current meters on the console read the current.

1.4. While the Leaf is moving the kilowatt meters on the console are reading power.

Establish Control:

2. In order for the bridge to operate the E-Stop PB on the console must be pulled out and the control power switch must be turned to ON. This powers the control system, console control selections to be made, and the lighting of console indicators. Begin with the E-Stop pushed in and the main power switch turned to OFF. Verify indicator lights and displays do not flicker or are intermittent.

2.1. Pull console E-Stop.

2.2. Turn the Control Power switch to ON. Check that the indicators on the consoles show the current system status.

Flood Light:

3. On the control console, turn the Channel Flood Light to ON.

Traffic Warning Lights:

4. Set the traffic lights selector switch to RED. (for maintenance - the MDOT-SEND control relay should energize.)

5. TRAFFIC SIGNALS RED pilot light on the control console should illuminate.

6. (for maintenance - Confirm that the MDOT has sent the permissive to operate the bridge; this is CR-RSR in the relay panel.)
