About this file

This document is a draft Statement of Work (SOW) for a federal contract opportunity to provide aircraft parts for the Federal Aviation Administration (FAA) Flight Program Operations (AJF) fleet of aircraft. The SOW outlines the scope, objectives, and detailed requirements for the contractor to provide aircraft parts in new, overhauled, repaired, or serviceable condition within specified timelines. Key requirements include establishing and maintaining a Parts Management Program, providing part documentation to ensure airworthiness, storing parts in a proper environment, and submitting monthly status reports. The SOW also specifies the period of performance, delivery/shipping locations, invoicing procedures, and a list of the top 25 aircraft parts. This SOW is attached to a pre-solicitation notice for the FAA Aircraft Contractor Logistics Support Services contract opportunity.

AJF requires a contract to outright purchase and/or unit exchange aircraft parts for its fleet of aircraft to expedite and streamline the process for ordering parts as opposed to individual credit card purchases which can sometimes lead to longer lead times and increased costs.

In accordance with (IAW) Title 14 of the Code of Federal Regulations (14 CFR) 135.426(3)(c), AJF requires that each contractor provides aircraft parts IAW Flight Program Operations FAA accepted- General Maintenance Manual (GMM) and FAA-approved Continuous Airworthiness Maintenance Program (CAMP).

2.0 SCOPE:

The scope of this requirement requires the Contractor to provide aircraft parts to the applicable fleet outlined in this contract and IAW the stated timelines. The parts provided will be in a condition of outright ‘new’ or as a unit exchange in ‘overhauled’ or ‘repaired’ condition depending on the nature of the request. The items to be furnished hereunder must be overhauled, upgraded, repaired, tested, inspected, and accepted in accordance with the terms and conditions specified in this statement of work (SOW).

The PMP must be documented IAW Data Item Description (DID) and deliverer IAW Contract Data Requirement List (CDRL) (Reference Attachment X) at time of proposal and annually.

This program must ensure that the use of parts meets contractual requirements, reduces proliferation of parts within and across FAA systems and equipment through standardization, enhances reliability and supportability to meet material readiness objectives, and reduces total life-cycle costs. The Contractor must describe how the parts management process is validated, how process improvements are incorporated, and how process variation is controlled.

The procedures, planning, and all other documentation and data that define the PMP and the parts selected for use shall be made available to the FAA for its review. The FAA may perform any necessary inspections, verifications, and evaluations to ascertain conformance to requirements and adequacy of the implementing procedures.

4.2 PART CONDITION

4.2.1 New

A part offered as “new” must have zero hours and zero cycles in service since time of manufacture, and the internal components must have zero hours and zero cycles in service since time of manufacture.

4.2.2 Unit Exchange

A unit exchange is where a serviceable part is received and installed. The unserviceable part is returned for a credit on the serviceable aircraft part. If a new or repairable part is not readily available, the exchanged unit must comply with the information provided as follows:

A part offered as a “Unit Exchange” must:

· be restored by an FAA approved 14 CFR Part 145 Repair Station IAW the Original Equipment Manufacturer (OEM) manual requirements.

· Be restored based on the year/month of the part and have zero time and zero cycles in service since time of restoration.

4.2.3 Repair

A repaired part is one which has been restored to ready for issue condition (by replacing or repairing those components found to be defective, broken, damaged or inoperative during the initial evaluation and troubleshooting phase) and tested IAW the accepted FAA’s GMM.

A part offered as a “Repair” must:

· be restored by an FAA approved 14 CFR Part 145 Repair Station IAW the OEM manual requirements.

· Be restored based on the year/month of the part and have zero time and zero cycles in service since time of restoration.

4.2.4 Overhaul

An overhauled part is one which has been disassembled, cleaned, inspected, repaired as necessary (by replacing or repairing all components which have been found to exceed limits established by the repair/overhaul manual) reassembled and tested IAW the SOW and returned to a ready for issue condition.

A part offered as an “Overhaul” must:

· be restored by an FAA approved 14 CFR Part 145 Repair Station IAW the OEM manual requirements.

· Be restored based on the year/month of the part and have zero time and zero cycles in service since time of restoration.

4.2.5 Serviceable

A serviceable part is one that conforms to flight safety fulfilling the standard operational requirements which satisfy the indicated specifications and tested IAW the SOW and returned to a ready for issue condition.

A part offered as a “Serviceable” must:
