About this file

This is a Statement of Work for a Deionization System with Recirculation and Monitoring Skid Rental Agreement for Oak Ridge National Laboratory (ORNL), managed by UT-Battelle, LLC under a U.S. Department of Energy contract. The service provider must deliver and maintain one 14-inch diameter mixed bed (MB) deionization system with recirculation and monitoring capabilities for the 7930 building, with all equipment, installation assistance, and 24/7 operational support. The system must process feed water with approximately 150 ppm total dissolved solids and produce approximately 3,800 gallons per 14-inch MB tank, with a flow rate range of 2 to 15 gallons per minute.

The recirculation and monitoring skid includes: a pump delivering ~3 gallons per minute through worker tanks; dual 20-inch filter housings with 5-micron and 1-micron cartridges; two-channel conductivity monitors for water quality measurement; an inline flow meter reading 0.3 to 19.8 gallons per minute with remote monitoring; a Click PLC control panel with MODBUS communication and cellular modem for wireless monitoring; free-standing design with leveling legs; and stocked spare pressure pump with motor and sensors. The supplier must comply with Department of Energy/Nonreactor Nuclear Facilities Division work controls (NNFD-004, Rev. 11), provide an Activity Hazard Analysis, and deliver one week advance notice for scheduled services except emergency calls. Work is conducted during normal hours of 7:00 a.m. to 3:30 p.m., Monday through Friday, with provisions for pre-construction meetings, daily coordination meetings, safety protocols, badging requirements, and comprehensive accident/incident reporting procedures. Dated June 24, 2026

SCOPE

Introduction

This document sets forth the Statement of Work (SOW) for the Deionization (DI) System with Recirculation and Monitoring Skid service to be provided to UT-Battelle, LLC, the managing and operating contractor for the Oak Ridge National Laboratory (ORNL, Company), pursuant to a contract with the U.S. Department of Energy (DOE).

The Asset Management Section within the Nonreactor Nuclear Facility Division of the Isotope Science and Engineering Directorate operates and maintains two (2) Deionization systems, one

(1) at 7920 and one (1) at 7930.

The reliable operation of these Deionization Systems is critical to isotope production and research. The above systems and maintenance services shall be contracted to a qualified service provider of high purity water treatment systems nationally and internationally, with a highly trained service staff accustomed to mobilizing 24/7, and engineering and panel-building capabilities ideally position to support the installation, start-up, client training and warranty.

Background

A service provider maintains the 7930 Demonization system at the present time.

1.Objective 1.1-Provide one (1) 14-inch diameter mixed beds (MB) Deionization system with Recirculation and Monitoring Skid for the 7930 building while also providing all equipment, installation assistance ensuring system reliability, efficiency, and safe, compliant operation while maintaining reliable water production 24/7.

1.2- The service provider will provide an ACTIVITY HAZARD ANALYSIS (AHA) 1.3- The Service provider will provide services per Department of Energy/Nonreactor Nuclear Facilities Division (DOE/NNFD) work controls for external employees in our Nuclear Facilities or Nuclear Facilities footprint.

• NNFD-004 (Work Control, Rev. 11) 1.4- Provide the Company’s Technical Project Officer (TPO) with one (1) week notice on services except for emergency calls by customers for service.

System Description for 7930 Provide a vendor owned vendor maintained 14-inch diameter MB DI system.

1. Estimated city feed water has an estimated ~150 ppm of total dissolved solids (TDS).

2. The MB DI system will include: (1) 14-inch diameter carbon tank, one (1) 14-inch diameter MB (polisher) tanks.

3. The 14-inch MB tanks must have a flow rate of minimum 2 Gallons Per Minute (GPM) / maximum 15 GPM.

4. With a feed water quality of 9 grains (150 ppm), The system must produce around 3,800 gallons per (1) 14-inch MB tank.

Note: This is only an estimate; to confirm we will have the vendor test our feed water at our site.

Recirculation and Monitoring Skid:

1. Pump to move the water through the two (2) MB worker tanks only, with a flow rate

Of around ~3 GPM.

2. Filter Housing: 20-inch-long Inlet Big Blue filter housing with a 5-micron cartridge, and a final 20-inch-long filter housing with a 1-micron cartridge.

3. Two Channel Conductivity Monitors: One (1) sensor to read the water quality after the two {2] work MB tanks, and the 2nd sensor to read the water quality after the polishing MB.

4. Inline Flow Meter That Reads Gallons: This flow meter can read flow rate down to

0.3 GPM to 19.8 GPM. This meter will be installed on the outlet water line serving the points of use. With remote monitoring capabilities.

5. Control Panel: With Click Program Logic Controller (PLC) for MODBUS communication, providing cellar modem for wireless communication to be able to monitor both the conductivity reading and the flow rate that is feeding our points of use.

6. Providing remote monitoring communication so we can monitor both the conductivity reading and the flow rate that is feeding our points of use.

7. The skid will be free-standing with leveling legs.

8. Supplier will stock spare pressure pump with motor and spare sensors.

The Company will then issue written confirmation to the Supplier, officially accepting the work as of the date of that final inspection.

3. However, if the inspection reveals any work that does not fully comply with the Design and Specifications, either in part or in whole, the Company will direct the Supplier to correct the deficiencies. The Supplier must promptly follow these instructions and complete the necessary corrections. Once the work has been corrected, the Company will perform another inspection.

If the work is then found to be satisfactory, this subsequent inspection will be considered the final inspection.
