About this file

This file is an Attachment A - Specifications document for the VA Richmond Medical Center's Campus Wide Security Camera Replacement project (VA Project No. 652-23-105), issued for bids on October 17, 2025. The specifications establish comprehensive requirements for complete demolition of existing security camera systems and installation of new video surveillance infrastructure across multiple buildings and site locations at the medical center.

The project scope includes removal and disposal of existing cameras and associated equipment (to be stored for VA), replacement of telecommunications room (TR) racks with patch panels, installation of new cameras categorized as "fish eye" (252 to 170 units depending on alternates), "multisensor" (173 to 121 units), and "dome" cameras (215 to 150 units), along with complete cabling infrastructure. The work is divided into multiple phases: Phase IA covers Building 500 ICRA areas with after-hours work; Phase IB covers Building 500 non-after-hours ICRA areas; Phase II addresses site cameras on light poles; and Phase III encompasses Buildings 501, 507, 509, 511, 512, 513, 514, 515, 518, 519, 520, and 521. The contract includes three unit price options for credits related to J-Hook installations, rigid conduit reuse, and various underground utility pathways (asphalt, concrete, and planting areas), plus pricing for cabling and individual camera types. The specifications require detailed compliance with safety requirements (Section 01 35 26), infection control risk assessments (ICRA guidelines), communications installations standards (Section 27 05 11), and electronic safety and security systems (Section 28 23 00), along with comprehensive quality control, commissioning, testing, warranty management, and photographic documentation of construction progress. Contractor must maintain continuous negative pressure in work areas, provide decontamination facilities, coordinate with VA Police for security, and ensure minimal disruption to 24/7 medical center operations through carefully coordinated phasing and scheduling.
