About this file

This file is a Request for Information (RFI) tracker documenting 85 questions and responses related to a campus-wide security camera installation project at a VA medical facility. The solicitation (36C24626B0024) is an Invitation for Bid (IFB) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6, with amendment 0002 extending all submission deadlines. Questions were submitted by five organizations (Starboard Industries, TRECIG, Allied Federal Solutions LLC, Walker Federal Services, and Phillips C&C) between May 7-20, 2026, with responses provided by June 1, 2026, and the tracker closed on June 3, 2026.

The project involves designing and installing a comprehensive IP-based CCTV system with multiple camera types (fixed, PTZ, 180/270/360-degree, and fish-eye models) across a multi-building hospital campus. Key technical requirements include: ONVIF-compliant cameras acceptable from multiple manufacturers (not vendor-specific); a cloud-based or hybrid solution without on-site NVR/DVR; 60 days of video retention; hybrid POE cabling for power and data; 5-year maintenance agreements with annual labor and materials NTE pricing; FedRAMP compliance for any cloud platforms; and HIPAA and NDAA compliance. The installation spans 12 months from award with four optional 12-month periods of SaaS support; work includes cable installation in existing conduit where feasible, fiber runs between buildings with potential underground ductwork, network switch installations in telecommunications rooms, and compliance with infection control requirements in healthcare areas. Contractors must provide resumes for project managers and superintendents with three years of similar experience, handle all trenching permits and utility locates, supply conex boxes for material storage, comply with prevailing wage rates, and deliver as-built drawings and O&M manuals. The project is funded for FY26, and specifications take precedence over drawings in case of conflicts.
