About this file
This is a Statement of Work (SOW) from Brookhaven National Laboratory (BNL) describing requirements for liquid helium delivery and pickup services needed for the 2025 RHIC (Relativistic Heavy Ion Collider) operations.
The SOW specifies delivery of approximately 50,000 gallons of liquid helium, with 30,000 gallons being owed back to BSA from 2024 and 20,000 gallons as new product under the 2025 contract. Delivery requirements include five LHe trailers (minimum two 15,000-gallon capacity) spaced 3-5 days apart during March 2025 RHIC cooldown, plus one additional 2,000-7,000 gallon delivery mid-run. The seller must also pickup and transport 25,000-40,000 gallons of liquid helium in December 2025 using 3-4 dewar trailers. Key technical requirements include: liquid helium must meet Mil. Spec. No. TRF-27407 purity standards with <10 micron particulates, trailers must use standard Female Bayonet Coupling connections, the seller must provide technical support during deliveries, and BSA will provide two weeks notice for deliveries/pickups with ability to modify with 3-day notice. The seller maintains ownership responsibility during transit and must weigh trailers before/after delivery for payment purposes.

1.0 SCOPE
This statement of work describes the delivery of liquid helium needed for the 2025 RHIC run, and the pickup of excess liquid helium at the end of RHIC operations. Also described is the procurement of additional liquid helium needed to replenish the RHIC helium inventory due to losses.
2.0 DEFINITIONS
The following abbreviations and terms are used throughout this Statement of Work and Technical Specification:

3.0 PURPOSE
The purpose of this SOW is to define the typical Program Schedule, any relevant Technical Specifications, and QA requirements applicable to the execution of this PO. This SOW is intended to assure BSA that the Helium Inventory will be delivered/picked up in concurrence with the anticipated RHIC startup/shutdown schedule in a cost effective and timely manner, as well as to assure BSA that its need for additional Liquid Helium (LHe) associated with RHIC operations is met.

4.0 REQUIREMENTS
4.1. The seller shall be capable of delivering all of the LHe owed back to BSA, plus additional purchased LHe over a short period of time during RHIC cooldown which will likely be in March 2025. Typically, BSA will request five LHe trailers, at least two of which must be 15,000 gallon capacity, spaced 3 to 5 days apart over a 2 week period during cooldown, and at least one additional delivery of 2000 to 7000 gallons in the middle of the RHIC run to replenish inventory due to losses. Note: approximately 30,000 gallons of the delivered helium is owed back to BSA from the pick-up under the 2024 contract, and approximately 20,000 gallons will be new product purchased under the 2025 contract. The off-loading of full 15,000 gallon trailers takes approximately 24 hours. Off-loading of small deliveries of 2000 to 7000 gallons takes approximately 2 to 6 hours.
4.2 The seller shall accept and transport 25,000 to 40,000 gallons of liquid helium. The seller will use three or four dewar trailers, at least two of which must be 15,000 gallon capacity, with an anticipated 2-day time frame between pickups. For pick-up, the trailers should arrive at BNL empty, but cold. The time to load the helium into a dewar trailer should take less than 24 hours. Pick up dates will likely be in December 2025.
4.3 BSA will provide the seller two weeks prior notification for the pick-up/delivery of the helium from/to BNL, but reserves the right to delay delivery as long as BSA can contact the seller at least 3 days prior to the expected delivery date. The seller shall be capable of supplying 3000 gallons of LHe (to replenish for unexpected losses) within three days of receiving notification.
4.4 BSA will provide the off-load hose to connect between the fill spigot of each BNL dewar and the trailer of the Seller. The fill spigot on the trailer shall be an industry standard Female Bayonet Coupling Cryenco Part No. SK-101742-5 or equivalent.
4.5 The amount of picked-up/delivered helium will be determined by weighing the trailer prior to and post pick-up/delivery. BSA has a weigh-in that provides a printed report of the weight. It will be the Seller’s responsibility to weigh in before and after delivery.
BSA will be invoiced only for the amount of product actually delivered.
4.6 The Seller must have available technical representative during the delivery of product to address any problems during off-load operations. Specific contact information for this representative must be provided to BSA.
4.7. The purity requirements for the Liquid Helium, as measured from a sample taken from each shipment or by any other approved method, shall meet Mil. Spec. No. TRF-27407.
Particulate matter shall not exceed 10 microns absolute size. The Seller shall furnish an analysis of each shipment.
4.8 Notification for pick-up or delivery by BSA can take place at any time during the week, weekend and nights included.
4.9. The Seller shall have on hand a sufficient number of delivery vehicles to satisfy the BSA’s requirements.
4.10. The responsibility of ownership during transit of all dewars shall remain on the Seller.
