About this file
This is a Questions & Answers document (Amendment No. 2) for RFQ No. 453288 regarding the supply, delivery, and pickup of Liquid Helium for Brookhaven National Laboratory's (BNL) RHIC FY25 Experimental Campaign.
The document clarifies key requirements including: approximately 50,000 gallons of liquid helium needed during a two-week cooldown period in March, with 30,000 gallons owed back from the incumbent supplier and an additional 20,000 gallons needed later in 2025 for cryogenic operations through December. Two of the five LHE trailers must be 15,000-gallon capacity, which is a firm requirement. The 3-day notification timeframe for delivery of 3,000 gallons of LHe is mandatory. BNL does not have onsite testing capability for helium purity, and the typical final pressure of liquid trailers after pickup is 6 psig. BNL will not split up the requirements - suppliers must provide all-inclusive proposals or partner with other companies to meet the full scope, including the 15,000-gallon tank requirement.

Questions & Answers for RFQ No. 453288 – Amendment No. 2
Supply, delivery and pickup of Liquid Helium for RHIC FY 25 Experimental Campaign
1. The SOW requires that two of the five LHE trailers need to be 15,000-gallon capacity. Is there a specific reason that larger containers are required?
There are specific operational and scheduling reasons why we require 15000-gallon trailers.
2. Can a Seller offer to supply only the ~20,000 gallons of “new” helium volumes required?
No
3. The Quotation pricing sheet shows Item No. 1 as 40,600 Lbs., but SOW 4.0 says expected new product for the 2025 contract is ~20,000 gallons. If 30,000 Lbs. is owed back for re-delivery it would seem that only a pick-up and re-delivery charge would apply to the helium that is owed back while the new product would be quoted based on a Unit Price?
Approximately 50,000 gallons of liquid helium is needed during the short two-week cooldown period in March. The incumbent Supplier owes Brookhaven National Laboratory (BNL) 30,000 gallons. Based on last year's leak rate, we will need an additional 20,000 gallons at a later date(s) during 2025 in order to continue cryogenic operations through December 2025.
4. Is the 3-days notification time frame for delivery of 3,000 gallons of LHe a firm requirement?
Yes
5. Does Brookhaven have the ability to provide the grade or product purity of the liquid helium being picked up or is there testing capability onsite?
No
6. What is the typical final pressure of the liquid trailers after the picked-up product is transferred into them?
6 psig
7. If the Supplier does not qualify or provide a quote for the entire contract SOW requirements (such as the 15,000-gallon ISO requirement), how would they apply for subcontract work for the SOW that they can readily meet including the sale and delivery of new helium?
This is an internal business decision, if the Supplier decides to partner up with someone who can provide the 15,000-gallon tank, then that’s their choice. BNL will not be splitting up the requirements. The Supplier’s proposal should be all inclusive.
8. If we can’t fulfill it all, I’d like to learn more about how we could be a subcontractor?
BNL will keep you in mind for future requirements. Offerors should reach out to BNL’s end users to find out what opportunities there are going forward.
