About this file
This is a Questions & Answers document for RFQ No. 453288 regarding the supply, delivery, and pickup of Liquid Helium for the RHIC FY25 Experimental Campaign at Brookhaven National Laboratory (BNL).
The document contains two questions and answers that provide operational details about the delivery process. Truck drivers must be escorted by BNL Cryogenic technicians and follow specific procedures at the facility located 2.5 miles from the main gate, including mandatory weigh station stops. The delivery process can involve either a 4-hour wait during offloading, simple trailer drop-offs, or complex trailer swaps requiring 5 unhooks and 5 re-hooks taking 1-2 hours. The document also confirms that the current 2024 supplier still owes BNL product, referring to Attachment A – SOW 35015140 SOW-01, Rev. 10 dated January 17, 2025, Section 4.0 Requirements for additional details.

Questions & Answers for RFQ No. 453288
Supply, delivery and pickup of Liquid Helium for RHIC FY 25 Experimental Campaign
1. Can we do an onsite visit so that you can show us the project?
The truck drivers will be met at the main gate and escorted by BNL Cryogenic technicians at all times. The cryogenic facility is located 2.5 miles from the main gate with a stop at a weigh station along the way where we will get an unhooked weigh-in/weigh-out of the incoming/outgoing trailer. The drivers need to be skilled at maneuvering and backing up these large helium trailers into tight spaces, but they are not involved in any way with the helium connections or helium transfer into/out of our cryogenic system and should in fact stay clear of the back of the trailer where BNL technicians will be performing their work. Sometimes the drivers will wait in their truck for approximately 4 hours while we offload the trailer and then leave with the same trailer. Sometimes the drivers will simply be dropping off either a full trailer or an empty trailer and then leaving. More often than not, however, there will be a trailer swap involved. After the trailer unhooked weigh-in and arrival at the cryogenic facility, the driver will have to unhook from the incoming trailer, hook-up to the out-going trailer, pull the out-going trailer out of the hook-up location and park it close by, hook-up again to the incoming trailer and back it up into the hook up location then unhook from it again, then hook up again to the out-going trailer and bring it to the weigh station to get a unhooked weigh-out. These trailer swaps involve 5 unhooks and 5 re-hooks and usually the drivers will be on site for 1 to 2 hours.
2. Can you confirm your 2024 supplier still owe you product per the scope?
Yes, the current supplier still owes BNL product from 2024. Please reference Attachment
