Statement of Work Summary

This Statement of Work describes the procurement of custom fabricated marine rubber fenders and steel mounting hardware for the Great Lakes St. Lawrence Seaway Development Corporation (GLS), a U.S. Government corporation within the Department of Transportation that operates the Eisenhower and Snell Locks in Massena, New York. The rubber fender elements must be manufactured from natural, butyl, or EPDM rubber compounded to resist aging, water exposure, weathering, fatigue, and abrasion. The material shall be black, uniform in quality, and free from contamination, cracks, or defects, suitable for service in ambient temperatures ranging from -40°F to +100°F. The rubber must meet specific performance standards including tensile strength of 2000 PSI minimum (ASTM D-412), minimum elongation of 300% (ASTM D-412), Shore A hardness of 70±5 (ASTM D-412), compression set maximum of 25% (ASTM D-395 Method B), tear resistance minimum of 200 PPI (ASTM D-624 Die B), and ozone resistance with no cracks at 100°F at 50 ppm (ASTM D-1171).

The contractor must also supply steel mounting hardware composed of 4-inch steel angle mounts and 2½-inch steel clamp bar pieces conforming to ASTM A36 (latest edition), as detailed in drawing SLS-370-274 Rev. 2. Certificates of conformance to all standards must accompany shipment. Materials must be delivered to the GLS Receiving Warehouse at 251 Fregoe Road in Massena, New York no later than 90 days after contract award. The contractor is required to coordinate deliveries at least two weeks in advance, provide proper dunnage to facilitate forklift access without damaging the rubber fenders, and ensure steel materials are palletized and strapped. GLS has limited receiving hours and forklift capability, so the contractor must coordinate unloading logistics accordingly.

Statement of Work Custom Marine Rubber Fenders and Steel Mounting Hardware

1. Background Information The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which operates and maintains that portion of the St. Lawrence Seaway in US territorial waters between Lake Ontario and Montreal, Quebec. A major part of the Corporation’s mission of facilitating the safe and efficient passage of commercial vessels through the Seaway is the operation and maintenance of Eisenhower and Snell Locks located in Massena, New York.

2. Mission/Purpose

GLS is seeking a contractor to provide custom fabricated marine rubber fenders and steel mounting hardware.

3. Scope

The fender elements shall be manufactured from a natural, butyl or EPDM rubber, which is compounded to provide satisfactory resistance to aging, water exposure, weathering, fatigue and abrasion. The material shall be uniform in quality and free from any contamination, cracks or defects that could be detrimental to the usefulness or performance of the fender. The rubber fender material color shall be black and shall be suitable for service in ambient temperatures of -40°F (-40°C) to +100°F (+37.8°C) and meet or exceed the following requirements:

Property Testing Standard Requirement

Tensile Strength ASTM D-412 2000 PSI (13.8 MPa)

Min. Elongation ASTM D-412 300%

Hardness - Shore A Durometer

ASTM D-412 70 +/- 5

Compression Set ASTM D-395 Method B

25% (Max)

Min. Tear Resistance

ASTM D-624

Die B

200 PPI (350 N/cm)

Ozone Resistance ASTM D-1171 100⁰F @ 50 ppm

No Cracks

Certificates of conformance to the above standards shall be supplied with the rubber when shipped, but this does not alleviate the submittal requirements below.

Steel mounting hardware for the assembly of the custom fabricated rubber marine fenders shall also be supplied. The steel mounting hardware is composed of 4” steel Angle Mounts and 2 ½” steel Clamp Bar pieces as detailed on attached drawing number SLS-370-274 Rev. 2 “Steel Fender Mounting Hardware, Sections and Plans”. All steel shall conform to ASTM A36, latest edition.

4. Place of Performance / Period of Performance The contractor must deliver materials no later than 90 days after award. All items shall be delivered to the GLS Receiving Warehouse located at 251 Fregoe Road in Massena, New York.

*GLS has limited receiving hours during non- Federal holiday weekdays and limited forklift capability to unload deliveries. Therefore, the contractor must coordinate deliveries at least two weeks prior to delivery and coordinate logistics of unloading materials if requesting GLS support to unload them.

*Proper dunnage must be supplied on the delivery trucks to facilitate forklift fork access getting under the rubber fender without damaging it. The steel materials shall be palletized and strapped.
