About this file

This is a Questions & Answers document for RFQ 6923G526Q0041 regarding the procurement of custom marine rubber fenders and steel mounting hardware.

The document clarifies that this is a new solicitation and establishes key submission requirements. Quoters must adhere to a strict 3-page limit for Factor 2: Past Performance submissions, with any pages beyond this limit not subject to review or evaluation. Past performance will be evaluated based on similarity and size relative to the entire scope of work, requiring quoters to demonstrate experience with the complexity of providing both fenders and hardware together. For certificates of conformance to rubber standards, factory test reports are sufficient provided they demonstrate adherence to all material properties and testing standards identified in the Statement of Work (Attachment A) and Specifications (Attachment D). A previously referenced paragraph 1.3.1 regarding fender manufacturer qualifications has been removed from the specifications, with evaluation instead occurring under the Past Performance factor. The Buy American Act applies to this requirement, precluding the use of products from non-qualifying countries such as the UK or Europe.

6923G526Q0041 – Questions & Answers

# Question Answer 1 I came to know about your RFQ bid for custom fender and hardware. Is this the new one or the last one, as it is the same?

This is a new solicitation.

2 I see the page limitation on past performance is set to 3 pages. If it is more, is there any problem? Do you like to see past performance on the fender only or the fender and hardware both? If neit eds both, then 3 pages may not work.

Page Limit: The 3-page limit for Factor 2: Past Performance remains in effect as stated. Any pages submitted beyond this limit will not be reviewed or evaluated.

As the Statement of Work requires both custom marine rubber fenders and steel mounting hardware, the Government will evaluate past performance for "similarity and size" relative to the entire scope of this requirement. Quoters are encouraged to provide references that best demonstrate their experience with the complexity of providing both items.

3 I saw in Attachment D, page 3, submittal Fender manufacturer qualifications, per paragraph 1.3.1. (where do we find 1.3.1)

Certificates of conformance to the rubber standards shall be supplied with the rubber when shipped. Do you need a third-party test report or a factory test report?

Paragraph 1.3.1 was removed from Attachment D (Specifications). The Government will evaluate the Quoter’s experience and ability to successfully perform the required effort under Factor 2: Past Performance.

A factory test report is sufficient for the certificate of conformance, provided that the report demonstrates adherence to all material properties and testing standards identified in Attachment A (SOW) and Attachment D (Specifications).

4 Could you please confirm whether there are any Buy American restrictions applicable to this requirement, or if products can be supplied from qualifying countries such as the UK or Europe?

The Buy American Act (BAA) applies to this requirement.
