About this file
This document is the Scope of Work (SOW) for Solicitation 19GE5024R0042 to expand the existing Land Mobile Radio (LMR) TETRA network in Lebanon. The objective is to expand the TETRA network to key areas in South Lebanon and the Bekaa governates to enhance the Lebanese Internal Security Forces' (ISF) communications and response capabilities in these regions.
The SOW outlines a 5-phase project requiring the contractor to provide and install 6 new TETRA base stations, microwave transmission links, dispatcher and network management systems, and voice recording systems. Key technical requirements include compatibility with the existing TETRA network, redundancy and fallback functionality, and security features. The contractor must also conduct site surveys, factory acceptance testing, training, and site acceptance testing. The total period of performance is 550 calendar days. No construction or site improvement work is required, as the contractor will utilize existing infrastructure. The contractor must comply with NDAA 889 requirements for equipment.

Solicitation 19GE5024R0042
Community-Oriented Policing Program
Attachment A - Scope of Work
2. Scope
2.1 Background
As part of the ongoing foreign assistance agreement between the Government of the United
States of America and the Government of Lebanon, the Department of State’s Office of
International Narcotics and Law Enforcement Affairs-Beirut (INL-Beirut) has provided funds to implement the LMR TETRA network-phase 1 covering Beirut and Mount Lebanon governates. The installations, testing, and startup of phase 1 were completed in 2016. INL has additionally provided 2275 subscriber radio terminals and Automatic Vehicle Locator
(AVL) software to use on the LMR TETRA network. The ISF began using this new radio network at its full capacity in 2018. INL seeks in this SOW to invite tenders from professional telecommunications firms (the Contractor) for expanding the LMR TETRA network to specific key areas in South Lebanon and Bekaa governates.
2.2 Objective
The objective of the requested action is to expand the LMR TETRA network at key sites identified by the ISF connecting Beirut to the aforementioned governates in particular Saida city in South Lebanon and Zahle city in Bekaa with their surrounding areas. This expansion plan is highly efficient as it could cover more than 50% of ISF daily activities in these governates. Once installed, the new network will enhance ISF communications abilities in areas of current security concern, allowing them to respond to incidents more quickly in these areas and provide a greater level of security.
2.3 Technical Considerations
The existing TETRA network comprises Sepura Extras FR400 base stations (quantity: 21) connected to “Sepura” Switching Center Nodes (SCN – quantity 2: one active and one redundant) via a microwave network consisting of a mix of microwave link types: “Horizon” from “Dragonwave” and “Eclipse” from “Aviat”. This network covers Beirut and Mount
Lebanon governates as highlighted in green on the scaled map below.
The Contractor shall provide and connect a total of six new TETRA base stations via an
“Eclipse/Aviat” microwave network to the existing TETRA service area (Refer to 3.3 Bill of Quantities-BOQ). The Contractor shall install three of these six new TETRA base stations in each of Bekaa and South new service areas highlighted respectively in pink and blue on the same map below.
This scaled map shows, as information, the covered area, in Beirut and Mount Lebanon governorates, via the existing base stations, and the extended areas planned to be covered, in
Bekaa and South Lebanon, via the requested base stations.
The Contractor shall provide two IP connected air interface bridges (Refer to 3.3 Bill of
Quantities-BOQ) and shall connect each of Bekaa and South new TETRA service areas to the existing TETRA service area using one of the provided IP connected air interface bridges, which shall both be physically located inside the existing service area to allow for a minimum of one group call channel common between the existing and two new service areas. These bridges shall connect to the new TETRA equipment using respectively microwave links B1 & S1 as per Figure 1 below.
The Contractor shall ensure that in case a failure occurs in link B1 and/or link S1 connecting the existing service area respectively to the two new TETRA service areas, these new areas shall keep on functioning independently, in a way that each of sites group B1, B2, and B3 and/or sites group S1, S2, and S3 shall operate in trunked mode and separately.
The Contractor shall ensure as well that in case a failure occurs in all microwave links connecting any base station in the new service areas for any reason, this base station shall operate independently as a “standalone” base station.
Figure 1: Required functional system
IP connected Air interface bridge
IP connected Air interface bridge
The final location of sites shall be provided by ISF to the awarded contractor at the starting of phase 2 described below and after 30 calendar days of the contract award date. Based on the final selection of site locations and existing site conditions, the Contractor shall be aware that the microwave network topology specified for the new “Bekaa” service area may be subject to variation from 1+1 to ring topology. The Contractor shall therefore be able upon the client request to change two microwave links with 1+1 topology to three links with ring topology and install the needed couplers or any other needed equipment with no cost and/or time impact. The Contractor shall include in the price proposal the more expensive of the two mentioned topologies.
For any topology used, the needed microwave antennas, OutDoor Units ODUs, and InDoor
Units IDUs are already included in the required Bill of Quantities (BOQ) described below
(Refer to 3.3 Bill of Quantities-BOQ). The Contractor is required to supply all the quantities mentioned in this BOQ. Therefore, no additional equipment will be required for any topology used and the remaining BOQ quantities for that topology shall be provided by the
Contractor as spare parts.
Additionally, the Contractor shall ensure that for each new TETRA service area, the failure of any node/component or equipment in a single geographical location shall not cause the rest of the network to be non-operational or operate in degraded mode. In the event any site is out of service (loss of electric power, failure of microwave link, physical equipment damage, etc.), all other sites in the same new TETRA service area, if connected together, shall work normally in trunked mode and not in fallback mode. In the meantime, the other new TETRA service area shall be fully independent and its operation shall not be affected.
For example, with reference to Figure 1, if site S1 is out of service, sites S2 and S3 shall lose communication with the existing network but shall keep communicating in trunked mode.
In the meantime, sites B1, B2 and B3 shall not be affected.
2.4 Requirements
2.4.1 This project shall be accomplished according to the following five phases:
• Phase 1 – Area survey and coverage study (30 calendar days)
• Phase 2 –Procurement, manufacturing, Factory Acceptance Test – FAT, and training

W)/RX sensitivity: -105 dbm outdoor. The study shall indicate the specifications of base stations and adopted antennas and the tower height. The study will be used by ISF for reference purpose only and would serve them for the future expansions of the LMR to the remaining areas of the Bekaa and South governates as indicated in pink and blue on the map above. Consequently, this study does not constitute any obligation for the base station installations required in the present SOW. The Contractor is bound to supply and install the items requested in the BOQ as required.
2.5.2 Phase 2 – Procurement, manufacturing, FAT, and training
A Procurement and manufacturing
The Contractor shall provide technical data sheets of system equipment 15 calendar days before delivery of any equipment.
