About this file
This is a Scope of Work attachment for a Request for Proposals issued by Valley Sanitary District (VSD), a California-based sanitary district, seeking professional engineering and planning services for the preparation of a comprehensive Campus Master Plan. VSD requests qualified consultants to develop three conceptual master plan alternatives for its main campus, addressing the relocation of a Certified Laboratory, construction of a new Office and Training Building, expansion of parking facilities with doubled capacity (all covered), addition of solar panel areas, enhanced security measures, and improved ingress and egress. The project requires site planning, conceptual design, renderings, budget-level cost estimates, and facilitation of a stakeholder workshop to review alternatives. The scope includes review of existing reports and drawings, preparation of draft and preliminary technical memorandums, and cost estimates for the master plan and standalone building alternatives. The project timeline is expedited with a Notice to Proceed scheduled for December 16, 2025, a Kick-off Meeting on December 17, 2025, a Workshop to Review Alternatives on January 12, 2026, Draft Technical Memorandum due January 30, 2026, and Final Technical Memorandum and budget-level cost estimates due by February 16, 2026. Board approval is anticipated December 9, 2025, with Notice of Award on December 10, 2025.
The scope explicitly excludes geotechnical reconnaissance, hazardous material analyses, and environmental compliance assessments under NEPA and CEQA requirements, as this is characterized as a desktop master plan study. VSD will provide CADD files, preliminary building design drawings, cost estimate templates from previous projects, and estimated costs that consultants will escalate to present-day value. For cost estimation purposes, the scope assumes hazardous materials are present in the Administration Building, Laboratory Building, Operations Building, and shop buildings constructed in the 1960s and 1970s and renovated in 2011. Alternative 2 cost estimates should account for bringing existing facilities to current building codes and include general office space upgrades with new restroom facilities. The selected consultant must provide certificates of insurance meeting all requirements immediately following Notice of Award to maintain the expedited schedule.

4. Scope of Work
4.1 Work VSD Campus Master Plan Analysis
4.1.1 Background and Project Purpose
Valley Sanitary District (VSD) has a unique campus which includes both the Water Reclamation Facility (WRF) and the VSD administration, maintenance, and other ancillary buildings. VSD has recently completed a preliminary design for two building projects: the relocation of the Certified Laboratory and a new Office and Training Building. However, as part of the next phase VSD is requesting an expedited process to prepare several overall Campus Master Plan alternatives which emphasize an overall plan to site the following components and/or criteria:
• Relocated Certified Laboratory
• New Office and Training Building
• Expanded Parking Lot which doubles the capacity (all must be covered)
• Additional Solar Panel Areas
• Maintain security of WRF facilities with public access limited to gate access
• Increased ingress and egress
VSD will have a Kick off meeting to provide input prior to the development of the Campus Master Plan alternatives and once several alternatives are developed then conduct a workshop. At the workshop, the CONSULTANT shall present renderings and preliminary cost estimates of all three alternatives
The assumed alternatives are as follows:
1. Alternative 1 - Construct the new Lab and Ops/training facility as per the preliminary designs
2. Alternative 2 - Construct the new Lab and Ops/training facility including upgrades and renovations to the existing buildings (see Assumptions/Exclusions section)
3. Alternative 3 - Entire new VSD campus this would include the complete demolition of all existing buildings and constructing a state-of-the-art campus that includes all new facilities for Administration, Board Room, Operations, Maintenance, Collections, Laboratory, Engineering, Development, Locker rooms with showers, etc. (Note, the existing Certified Laboratory and Operations and Training facility’s preliminary drawings will be used as the baseline for both of those departments).
4.1.2 Reference Documents
• The District has completed preliminary design for two buildings included in the District Campus.
These include the relocation of the Certified Laboratory and a new Office and Training Building
• VSD has the CADD files which will be made available to the selected CONSULTANT to layout an overall siting plan for the entire campus.
• VSD has CADD files for the proposed building footprints for the relocation of the Certified Laboratory and a new Office and Training Building
• A tentative plan for the expansion of the proposed project titled, “Additional Parking for Customers and Staff”
• Stantec prepared a Water Reclamation Facility Master Plan, dated September 2025 as part of the “VALLEY SANITARY DISTRICT WATER RECLAMATION FACILITY MASTER PLAN”. Figure 2-1 – Site Phasing Layout shows the entire VSD Campus and shows various future phases.
4.1.3 Proposed Scope of Services
The following task list is a general preliminary Scope of Services to communicate the District's expectations. Proposers should identify any additional services required to meet the District's expectations, provide a price, and document the reasons for the additional services. It is at the District's discretion to decide which services are ultimately included in the final Scope of Services.
• Review existing reports and drawings.
• Develop three alternatives for a VSD Campus wide master plan
• Conduct one workshop to review the VSD Campus Master Plan alternatives
• Provide renderings for the selected VSD Campus Master Plan alternative
• Provide budget level cost estimates for the selected Campus Master Plan and for standalone building alternatives (such as the Office and Training Building & Certified Laboratory Building)
• Prepare both a DRAFT and FINAL Technical memorandum summarizing the findings of the Campus Master Plan analysis
• Project study shall begin to address environmental compliance regulations (both NEPA & CEQA requirements).
Assumptions and Exclusions
The following are clarifications to the scope of work and exclusions:
• This scope does not include geotechnical reconnaissance and/or hazardous material analyses.
This is a desktop master plan.
• The building footprints for the Certified Laboratory and the Office and Training Building have been established and these footprints are to be utilized in the various alternatives of the Campus Master Plan
• Project study will not address environmental compliance regulations (both NEPA & CEQA requirements).
• The Administration Building, Laboratory Building, Operations Building, and the shop buildings were built in the 1960’s and 1970’s and renovated in 2011. For the purposes of cost, it shall be assumed that hazardous materials are present.
• VSD will provide the cost estimate template with the costs from the previous building projects and escalate these costs to present day value for the cost estimate
• VSD will provide the estimated costs prepared for the previous building projects. The CONSULTANT shall escalate these costs to present day value for the cost estimate.
Alternative 2 for the existing building renovations should be based on plans to bring the facilities to current building codes. This also includes general upgrades to existing office spaces including new men's and women's restroom facilities and converting the existing lab into a usable office space.
4.1.4 Schedule
Time is of the essence. The CONSULTANT shall ensure that the budget-level cost estimate is completed by February 16, 2026, per the following timeline. Since this project is an expedited contract, the following schedule must be met and/or exceeded:
1. Board Approval December 9, 2025
2. Notice of Award December 10, 2025
3. Notice to Proceed December 16, 2025
4. Kick off Meeting December 17, 2025
5. Workshop to Review Alternatives January 12, 2026
6. DRAFT TM for Campus Master Plan January 30, 2026
7. FINAL TM for Campus Master Plan February 16, 2026
The awarded CONSULTANT shall be prepared to provide all required insurance certificates and executed contract documents immediately following the Notice of Award to maintain the schedule. CONSULTANT shall provide an example Certificate of Insurance showing that it currently can meet all insurance requirements.
