About this file

This is a Sample Work Order document prepared by the Illinois Department of Transportation (IDOT) on behalf of the Midwest States consortium, which includes Illinois, Michigan, Missouri, and Wisconsin, for fleet management services supporting the High-Speed Rail (HSR) program. The work order serves as a template outlining the structure and requirements for task assignments under the primary fleet management contract. The document establishes the framework for how individual work tasks will be issued, tracked, and managed throughout the contract period. The sample work order includes sections for work order identification, scope of work descriptions, deliverables, performance metrics, and resource allocation. It specifies how vendors will be directed to perform services, document activities, and report progress against defined objectives related to HSR fleet operations and coordination across the Midwest region.

The Sample Work Order document establishes the operational procedures for task execution under the broader fleet management contract. It includes provisions for work order issuance, authorization procedures, and the relationship between the primary contract and individual work orders. The document outlines how costs will be tracked and allocated to specific work orders, establishing the billing mechanism for services rendered. The template demonstrates the administrative structure through which IDOT will manage vendor performance and ensure accountability for HSR program support services across the multi-state consortium. The work order format facilitates coordination among the participating states and ensures consistency in how fleet management tasks are documented, assigned, and executed throughout the contract term.

Work Order Development Check List:

Project Lead

Project Controls

· Measurable and tangible items (i.e., lists, logs, design deliverables, reports, etc.)

· Tasks and deliverables should have distinct start and end dates

· Tasks should reflect the work needed to develop the deliverables:

(i.e., Task 1 – Design Development; Deliverable 1.1 – 60% Design Submittal,

1.2 – 90% Design Submittal Plans,

1.3 – 90% Design Submittal Specifications,

1.4 – 90% Design Submittal Estimate; Task 2 – Construction Documents;

Deliverable 2.1 . . .)

· Access or availability to work on the project for an individual is a task/deliverable as a level of effort (LOE)

***Note to Lead and Control:

· Meetings are not a deliverable nor a task but are part of the iterative process in managing a program. Meeting time should be considered in the estimated effort of a task or deliverable, but not as a specific task or deliverable by themselves (there are exceptions to this – i.e., outreach, etc., . . . think about reporting meeting “progress” – had too many meetings this week, therefore I’m ahead of schedule). Similar to conversations in person or on the phone or “coordination” efforts . . .

· Avoid “chaining” from one Work Order to another. For instance don’t start a deliverable or a task in a WO and then “continue” it in another. This is difficult when developing policies or standards, but the task should be broken into distinct deliverables (i.e., DRAFT submittal, incorporation of comments and issuing of an update, etc.).

· If you cannot produce a deliverable originally envisioned, a replacement or substitute deliverable may be needed unless the value of the WO and the associated fee (profit) will be reduced (i.e., 30% design submittal was skipped and we included a design study completed earlier into a 90% submittal).
