About this file
This Performance Work Statement (PWS) describes crack repair requirements for the Eisenhower and Snell Locks operated by the Great Lakes St. Lawrence Seaway Development Corporation in Massena, New York. The project involves sealing approximately 1,817 linear feet of cracks in concrete galleries and risers using SPETEC PUR F400 hydrophobic polyurethane injection resin to prevent water infiltration and potential equipment damage. The contractor will be responsible for surface preparation, crack identification, injection procedures, and quality control, with specific requirements including using a resin that can expand 20 times its original volume and stop active water leaks under hydrostatic pressure.
The project has a 90-calendar day performance period, beginning within 10 days of notice to proceed, with deliverables due within 15 days of award. The work is divided into multiple Contract Line Item Numbers (CLINs) covering different areas of the Eisenhower and Snell Locks, including cable galleries, cable risers, and cross-under areas. The contractor must follow OSHA regulations, GLS safety policies, and environmental regulations, and will be provided access to the job site, secure work areas, and existing system documentation. Detailed technical drawings for the project are included as attachments, with a note that additional drawings can be made available upon request.

Performance Work Statement (PWS) Eisenhower and Snell Lock Pressure Grout Repairs
1. Background InformaƟon:
The Great Lakes St. Lawrence Seaway Development CorporaƟon (GLS or CorporaƟon) is a wholly owned U.S. Government corporaƟon within the U.S. Department of TransportaƟon, which owns and operates that porƟon of the Saint Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Canada. The CorporaƟon’s funcƟon is to facilitate the safe and efficient passage of commercial vessels through the Seaway. A major part of this funcƟon is the operaƟon and maintenance of Eisenhower and Snell Locks located in Massena, New York. These locks were constructed in the late 1950’s and opened to commercial navigaƟon in 1959. The lock walls are composed of a series of mass concrete monoliths, with internal galleries and recesses that contain lock machinery and uƟliƟes.
There are numerous cracks, seams, and construcƟon joints (all referred to as “cracks” in this document) in the walls and/or ceilings (surfaces) of these galleries and recesses that either currently leak water into the space or could leak in the near future. The cracks are of varying widths, but most are fine (approximately 3 mm. in width).
Although the cracked concrete is structurally stable, it is necessary to seal the cracks to prevent water infiltraƟon and resultant corrosion and damage to equipment and faciliƟes.
2. Mission/Purpose:
GLS has a requirement for a qualified Contractor to seal designated cracks in the selected recesses to stop current water infiltraƟon and any infiltraƟon in adjacent areas as a result of the work.
3. Scope:
An esƟmated total of 1817 linear feet of crack is to be sealed as summarized by locaƟon below. Note that the esƟmated quanƟƟes by area are not consecuƟve linear feet and will entail mulƟple locaƟons within each area.

The specific cracks to be repaired will be indicated to the Contractor by the ContracƟng
Officer’s RepresentaƟve (COR) in a walk-through inspecƟon at the beginning of the project. The actual amount of crack repair work done may vary from the esƟmate above. The Contractor should be aware that there is high voltage and other uƟliƟes in these areas, and thus shall take appropriate safety precauƟons when working in the vicinity of them.
4. Requirements:
4.1 General
The Contractor shall furnish all labor, materials, equipment, and supervision necessary to seal acƟve water infiltraƟon through cracks, joints, or voids in concrete structures using a hydrophobic polyurethane injecƟon resin.
All work shall be performed in accordance with manufacturer’s installaƟon guidelines, industry best pracƟces, and applicable safety regulaƟons.
4.2 Materials
Approved Product: SPETEC PUR F400 Hydrophobic Closed Cell Polyurethane
Foam InjecƟon Resin or approved equal.
Performance Criteria requirements for an approved equal:
- Hydrophobic: Designed to react with water to form a closed-cell, flexible foam.
- Expansion: Minimum free-foam expansion of 20 Ɵmes original liquid volume.
- Water Cut-off Capability: Stops acƟve water leaks under hydrostaƟc pressure.
- Durability: Resistant to shrinkage, chemical degradaƟon, and long-term water exposure.
- Curing: Achieves full cure in accordance with manufacturer specificaƟons
(typically within minutes).
4.3 Surface and Crack PreparaƟon
Inspect and idenƟfy all cracks, joints, or voids with visible water infiltraƟon.
Clean crack surfaces to remove dirt, laitance, grease, loose parƟcles, or other contaminants that may impede bond or resin penetraƟon.
Drill injecƟon ports at proper spacing and angle to ensure complete crack penetraƟon.
Flush cracks with clean water as required to facilitate resin expansion and penetraƟon.
4.4 InjecƟon Procedure
Install injecƟon packers or ports at all designated locaƟons.
Mix and prepare SPETEC PUR F400 (or approved equal) per manufacturer’s instrucƟons.
Inject resin under controlled pressure unƟl resin flow is observed at adjacent ports or unƟl refusal.
Monitor pressure to prevent damage to surrounding concrete.
Remove packers aŌer injecƟon and patch holes with compaƟble non-shrink grout.
4.5 Quality Control
All materials shall be handled and installed by personnel experienced in polyurethane injecƟon systems.
Contractor shall verify complete crack fill and leak cessaƟon.
All repaired areas shall be inspected at least 24 hours aŌer injecƟon to confirm water infiltraƟon has been eliminated.
Any areas sƟll exhibiƟng leakage shall be re-injected at no addiƟonal cost to the Government unƟl fully sealed.
