About this file
This document is a Questions and Answers (Q&A) file for solicitation 6923G525Q0660, focused on crack injection and water infiltration repair work at the Eisenhower and Snell Locks along the St. Lawrence River. The project involves sealing water leakage through lock walls, with the anticipated start date of October 01, 2025. Key details include: the walls back directly to the river, a line item for 250 linear feet of additional crack repairs has been added to the pricing sheet, and the Contractor's Representative (COR) will designate specific crack repair locations during a project walk-through. The contract is subject to the Service Contract Act Wage Determination #2015-4169, and pricing should be submitted as a lump sum to seal water infiltration in designated areas. No offer guarantee or performance/payment bonds are required, and contractors will be responsible for providing their own equipment storage and working around sensitive utility areas during the repair process.

QuesƟons and Answers
# QuesƟon Answer
1 At both Eisenhower and Snell, is there soil behind the lock wall or do these walls back up directly to the St Lawrence River?
The walls back up directly to the St Lawrence River.
2 If soil is present behind the wall, and with the owner's desire for a lump sum proposal, we would recommend curtain grouƟng of the enƟre posiƟve side of the wall in lieu of chasing cracks. This would provide a monolithic treatment barrier across the posiƟve side of the wall to block water flow. Would this approach be accepted?
N/A
3 If soil is present behind the lock wall, how many feet of head pressure should be anƟcipated if a hole is drilled through the wall?
N/A
4 Should soil not be present behind the wall and / or the curtain grout approach not be accepted, we request a conƟngency line item be added to the bid for a cost per linear foot of crack injecƟon exceeding the linear footage esƟmated in the bid documents. As one water pathway is blocked, water will travel to the next path of least resistance. There is no way for a contractor to anƟcipate how many linear footage of crack will need to be injected to completely seal water flow through the wall.
A line item for 250 linear feet has been added to the pricing sheet. The GLS COR will designate any addiƟonal crack repairs that exceed the original requirement prior to iniƟal repair.
5 It appears that previous crack injecƟon work was aƩempted. Can you please provide the TDS for the material that was previously used on site. A material
The previous material was SPETEC PUR F400 Hydrophobic Closed Cell Polyurethane Foam InjecƟon Resin. TDS will be included as an aƩachment.
with a lower viscosity than was used previously will be necessary for successful penetraƟon of the cracks when aƩempƟng to re-inject areas that have already been injected.
6 Is there a designated area and available space for a dumpster for our garbage and debris?
A dumpster will be allowed to be placed near lock cable gallery entrances. Exact locaƟon shall be coordinated with COR prior to placement.
7 Shall we figure per lineal foot cost from the specifications or is your team going to clarify and quantify the locations and footage?
The awarded contractor will be paid on a firm fixed price lump sum basis by CLIN locaƟon. The COR will designate the exact locaƟons of work to the contractor prior to commencement. CLIN 0009 will be paid based on linear feet.
8 With regards to injecƟon, will you confirm the footage that the contractor injects "has to be made dry," travel of water/leakage to an area 1-'Ō away from the crack will be considered (not part of our work) and possibly a change order for a later date.
The footage that the contractor injects has to be made dry. Leakage beyond the designated locaƟons shall be brought to the CORs aƩenƟon for further direcƟon.
9 4) Is there an area where we can store our equipment and materials @ Eisenhower Locks and at Snell Locks?
(example: a J-box, etc.)
Contractor shall provide equipment storage (i.e.
J-Box, Job Trailer). Exact locaƟons will be designated by the COR.
10 Picture below of the leaking wall cracks
- will require labor and material to build access scaffolding to drill and inject - is there only one area like this?
Are the other areas on the Snell side similar over the stairs?
There is currently no leakage over the stairs at Snell.
11 Power (electrical outlets)
Ques on: Prior to the contractor mobilizing on site, will your maintenance team validate that the power sources in the areas to be injected are in good working order?
Yes
12 Cable Trays/Piping/Conduits Note: There were several areas where there was evidence of acƟve leakage around the uƟliƟes listed above - please realize that these are sensiƟve areas for drilling.
The industry standard is to drill on a 45 degree angle to intersect the crack and/or joint, therefore, it will be much more labor intensive to be drilling in these uƟlity areas.
If you are going to qualify and quan fy the lineal footage of cracks to be injected, would you be able to iden fy the areas in Eisenhower and Snell Locks where there are cri cal areas to be injected at cable trays, piping and/or conduits?
Pricing submiƩed on the pricing sheet shall reflect price to work around these obstacles.
13 Is there a cost estimate, budget or ballpark figure for the project listed? Is there an actual start date for the project?
The Government cannot provide insight into its internal pricing esƟmates. Vendors shall submit a fair and reasonable price in accordance with their technical approach. Vendors are encouraged to ensure pricing reflects the best value on the proposed technical approach.
The anƟcipated start date is October 01, 2025.
14 Could you please clarify whether the work should be classified under Laborer
– Tunnel or Laborer – Building according to the NYS Prevailing Wage Rate schedule?
This contract is subject to the Service Contract Act Wage DeterminaƟon # 2015-4169, provided as AƩachment C. The determinaƟon of technical approach and labor categories are at the discreƟon of each offeror.
15 Regarding Addendum #1 and based on our recent site visit, it appears that the quantity of leaking areas may exceed those listed in the PWS. In light of this, would it be possible to include an allowance for additional crack repairs beyond the specified quantity?
The specific cracks to be repaired will be indicated to the Contractor by the ContracƟng Officer’s RepresentaƟve (COR) in a walk-through inspecƟon at the beginning of the project.
EsƟmated Linear Feet is given as a reference.
Pricing should be submiƩed as a lump sum to seal all water infiltraƟon in the areas as listed in CLINs.
A line item for 250 linear feet has been added to the pricing sheet. The GLS COR will designate any addiƟonal crack repairs that exceed the original requirement prior to iniƟal repair.
CLIN 0009 has been added to the pricing sheet for an addiƟonal 250 linear feet for crack repairs that exceed the original requirement prior to iniƟal repair. Any work performed under this CLIN will be under the direcƟon of the COR and will not exceed the total 250 linear feet. Only verified work completed on a per unit basis against CLIN 0009 will be paid for.
16 Can you please clarify whether an offer guarantee is required for this quote?
No, an offer guarantee is not required.
17 And/or will performance and payment bonds be required if we are awarded?
No, performance and payment bonds are not required.
