About this file
This document is an Attachment A - Project Program that provides details on a federal contract opportunity for the design and construction of new administrative buildings in the Sierra National Forest. The project involves the design and construction of a new full engine bay, two 6-person barracks, a pre-fabricated metal building, and related site infrastructure at the Trimmer Work Center and Auberry Station. The government has completed the NEPA analysis and provided some architectural designs that the Design-Build Contractor (DBC) must build upon. The DBC will be responsible for the complete design, engineering, and construction, including site utilities, parking, security features, and furnishings. The federal contract opportunity, solicitation number 12970224R0024, is being issued by the USDA Forest Service for this work. The project is intended to replace facilities lost in the 2020 Creek Fire.

Attachment A: Project Program Date: February 5, 2024
Project Name: Trimmer & Auberry New Construction Sierra National Forest
1.0 INTRODUCTION
As a result of the 2020 Creek Fire, many facilities at various locations throughout the forest were destroyed. During the planning process, it was determined to expand other Work Centers versus rebuilding at the burned sites. The Trimmer Work Center and Auberry Sation would be expanded with new construction. These new building would be located at the High Sierra Ranger District.
Trimmer Work Center: This project is to design and construct a new Forest Service Full Engine Bay with septic system, two 6-Person Barracks and connect to existing utilities, resigned and replace and reconnect the existing water system, install a new 50K water tank and its components on a concrete foundation and reconnect the system, demolish and disposed of the existing two water tanks and their foundation (10k & 20k gallons), construct a new pre-fab metal building 80ft x 125ft with pull though access with two restroom on concrete foundation (fully insulated and with utilities). Pave parking area in front of the helitack bay and connect to the existing asphalt road. Provide pave parking area for the new barracks and engine bay (parking area to connect to the existing asphalt road).
Furnish and install a new flagpole with foundation for the helitack bay and an replace the entrance size for the work center with foundation.
Auberry Station: This project is to design and construct a new pre-fab metal building 80ft x 100ft with two roll up bays on one size and office/storage space on the other side on concrete foundation (fully insulated and with utilities), parking areas/open areas in front and adjacent of the metal building to be resigned for proper drainage and repave. Desing and construct a retaining wall along the road in front of the metal building approximately 100ft x 5ft (masonry wall).

2.0 PROJECT INFORMATION
2.1 Summary of the NEPA Analysis
Project environmental analysis was completed during FY23, a signed Categorical Exclusion was completed and is included as an Appendix to this document. The following are a summary of the findings:
A. Hydrology Use standard best management practices and other soil management practices, as described in agency technical guides and handbooks, to minimize adverse impacts to soils and water resources during the planning and implementation of national forest management activities.
B. Cultural Resources When any changes in proposed activities are necessary to avoid heritage resource sites (such as, project modifications), these changes would be completed prior to initiating any activities. Monitoring during project implementation, in conjunction with other measures, may be used to enhance the effectiveness of protection measures.
If any unrecorded cultural resources (artifacts, features or sites, including areas of traditional use, concern, or significance for the local Native Americans) are encountered as a result of project operations, all treatments in the vicinity of such finds will immediately cease pending an examination by the forest or district archaeologist. The cultural resources would be recorded, clearly delineated, and protected.
To the greatest extent possible, proposed treatments, facilities, improvements, and disturbances shall avoid National Register of Historic Places eligible or unevaluated cultural resource sites. “Avoidance” means that no project treatments that may affect cultural resource sites would occur within a site’s boundaries, including any defined buffer zones. Portions of the project may need to be modified, redesigned, or eliminated to properly avoid cultural resource sites. In areas where avoidance is not a reasonable option, the site would be protected by any other means necessary to preserve the integrity of the site.
C. Invasive Species Equipment (Forest Service and contracted) that moves off established roads or parking lots must be clean before moving into each administrative site. Equipment will be considered clean when visual inspection does not reveal soil, seeds, plant material, or other such debris. Education and prevention measures will be provided to contracted and Forest Service workers outlining ways to prevent weed spread by keeping vehicles, clothing, boots, and field equipment be inspected for propagative materials (regularly and especially after working in infested areas) and cleaned as needed.
Minimize the movement and spread of contaminated soil before, during, and after construction by avoiding mapped invasive weed locations. A georeferenced pdf map of weed locations to be avoided will be provided to CORs and contractors and when needed boundaries will be marked with orange and black “noxious weed” flagging. For the most heavily infested administrative sites such as Batterson and North Fork, a Forest Service botanist will participate in the pre-work meetings and be available during implementation to resolve any needs that are unclear in the field (e.g., ensure invasive weeds are not present in areas used for storage of demolished material, laydown areas, and travel areas outside roads and parking lots).
