Updated 8/8/2024 10:34 RFI Number RFI Question Government RFI Response
Section L, under Phase I: Request for Qualifications Response Requirements on page 45 of the RFP, the deliverables outlined for Volume 1A and Volume 1B do not match the deliverables listed in the evaulation criteria under sub sections M.3 and M.4. Please clarify the contents and deliverables that are to be included under Volumes 1A and 1B for Phae I of this solictation.
Reference revised solicitation - REV1
Please clarify if the 10 page limit for Volume 1A stated in Section L, under Phase I: Request for Qualifications Response Requirements on page 45 of the RFP, includes all deliverables to be submitted under that volume, or if the page limit pertains to each devilervable to be submitted under Volume 1A.
Reference revised solicitation on amendment. On page 45 of the solicitation for Volume 1A in Section L, under Phase I, Request for Qualification Response Requirements, change page numbers from 10 to read 20 pages.
So that would include 20 pages for each of the below:
- cc, dd, ee, ff
- Remove/delete in its entirety: gg, hh, ii
- This will also remove the following from cc:
-- “a Quality Control Plan of Approach, a Safety Plan of Approach, identify the Project Management Information System and implementation plan, and a Staffing Plan to demonstrate project management capabilities and plans.”
-- “project management software” The 20 pages does not include cover page or index pages. Anything submitted beyond the identified pages under any submission will not be consider or evaluated.
Page 1 of the RFP lists the due date and time as 8/12/2024 at 17:00 Local Time.
The solicitation listing on sam.gov lists 8/12/2024 at 17:00 Eastern Local Time.
Please confirm the time and time zone that the proposal is due.
Original Date Offers Due was August 12, 2024 at 05:00 PM EDT RFP due date is changed to August 26, 2024 at 05:00 PM EDT. But offerors must keep abreast of amendments for changes.
Trimmer & Auberry Center and Barracks RFI Log
Please confirm that Phase I submission is only required to be submitted electronically directly to the Contracting Officer via email.
RFP response shall be received electronically via email to both the Contract Specialist (Andre.Dickson@usda.gov) and (John.Kamerer@usda.gov).
Please clarify whether a Joint Venture agreement is required between the general contractor and the architect. On page 45 of the RFP, the Volume IB Substantiation Materials list includes s.
Team Member Commitment Letters and
t. Joint Venture Agreements. Which one of these is expected to be submitted for the Design-Build entity (contractor+ architect)?
The prime contractor can be either the construction contractor or the design firm. The other entitey would be the sub-contractor. The only need to submit Joint Venture agreements is if you intned to submit as a Joint Venture, but not required.
On page 45 of the RFP, Volume IA lists 2- 3 Design Build Projects as a required submission. The Evaluation Criteria, starting on page 56, only mentions that "preference will be given to teams with prior documented experience as an IDP team". Is the past project experience submitted required to be for Design- Build project delivery.
On page 54 of the solictation - Preference will be given for contractors with expereince as an integrated design-build team. However, it does not restrict you from submitting other than design-build, just that preference would be given to design-build expereince.
Is the past project experience required to be the contractor's experience, the designer's experience, the IDP team's experience, or a combination of aforementioned entities?
Offeror's are free to submit on what they feel will display qualifications that would allow them to stand out, including an individuals expereince, company expereince, designers or other. I would think having expereince as a design-build contractor would benefit you most, but does not prohibit you from using other sources of expereince for the type, complexity or magnitutde of this project.
The RFQ does not list any requirements related to usinf SF330 format. However, page 56 of the RFP, Section M.4 subsection ee. Lists providing a certain narrative in Section H. Please clarify wheather SF330 is required as part of the sibmission package.
Reference revised solicitation on amendment. SF330 sumbission is not required. Page 55, under Criterion 2, tt, change to read:
tt. The Offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate design or construction experience under this evaluation factor. The Offer must provide a letter of commitment and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract.
Is the proposal to be created in an SF 330 format? The solicitation does not mention SF 330 formatting besides ones mention of section H on page 56 - "In Section H, provide a narrative describing the proposed primary construction firms and primary design firms..."
Reference revised solicitation on amendment. SF330 sumbission is not required. Page 53-54, uner M.4 PHASE I EVALUATION CRITERIA, para ee, is changed to read:
ee. Provide a narrative describing the proposed primary construction firms and primary design firms for this contract and the rationale for proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms. The organizational chart shall clearly identify the lines of authority between the team members. If the experience of a significant subcontractor is being claimed, the firm must be named in the above narrative.
We would like to request an extension of the due date for the Trimmer & Auberry New Construction RFO.
RFP due date is 26 Aug 26 at 05:00 PM EDT. But offerors must keep abreast of amendments for changes.
