PROFESSIONAL DISCIPLINE QUALIFICATIONS
FOR KEY PERSONNEL
All key personnel shall have the ability to communicate and effectively demonstrate satisfactory expertise in their individual disciplines. All key personnel identified by the contract shall meet the qualifications listed below. The performance of key personnel, during the term of the contract, shall be acceptable to the Contracting Officer. Should an individual performance be found unacceptable to the Contracting Officer, the contractor shall request to replace this individual who meets the qualification listed.
Substitutions of Key Personnel and Consultants shall be in accordance with Section 4.1 and 4.2 of SOW.
1. Senior Architect/Engineer (CM-SA/E) Qualifications
• The senior Architect/Engineer shall be a licensed professional and hold a Bachelor of Architecture from an accredited school of higher education. It is required that the individual have a minimum of 6 years of experience in both design and construction with a focus on medical facilities.
• The CM-SA/E shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this Project.
• The CM-SA/E shall posses the knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements.
• The CM-SA/E must have the skillset and a working knowledge of engineering services, building codes, budgeting and scheduling to lead to the project’s success.
• The CM-SA/E must possess the skillset and competency to supervise and manage personnel of diverse skillsets.
2. Staff Architect (CM-A) Qualifications
• The CM-A shall hold a Bachelor of Architecture from an accredited school of higher education. It is required that the individual have a minimum of six (6) years of experience in both design and construction.
• The CM-A shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this Project. The candidate must be skilled in code and other regulatory requirements including environmental and historical applications.
• The CM-A shall possess the knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily assess the requirements of the materials and methods.
• The CM-A must possess Technical, Communication, Language, and Software Skills.
3. Civil Engineer (CM-CE) Qualifications
• The CM-CE shall be a licensed professional with a degree in Site/Civil Engineering from an accredited institution of higher learning. The individual shall have a minimum of six (6) years of experience in both design and construction.
• The CM-CE shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each geographical site.
• The CM-CE must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy
4. Structural Engineer (CM-SE) Qualifications
• The CM-SE shall be a licensed professional with a degree in Structural Engineering from an accredited institution of higher learning. The individual shall have a minimum of six (6) years of experience in both design and construction.
• The CM-SE shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to each geographical site.

5. Mechanical Engineer (CM-M) HVAC Qualifications
• The CM-M shall be a licensed professional with a degree in Mechanical Engineering with
Specialization in HVAC from an accredited institution of higher learning. The individual shall have a minimum of six (6) years of experience in both design and construction.
• The CM-M shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this Project.

6. Mechanical Engineer (CM-MP) Plumbing Qualifications
• The CM-MP shall be a licensed professional with a degree in Mechanical Engineering with a high-level Specialization in Plumbing from an accredited institution of higher learning. The individual shall have a minimum of six (6) years of experience in both design and construction.
• The CM-MP shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of the Project.

7. Electrical Engineer (CM-EE) Qualifications
• The CM-EE shall be a licensed professional with a degree in Electrical Engineering from an accredited institution of higher learning. The individual shall have a minimum of six (6) years of experience in both design and construction.
• The CM-EE shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each considering the Requirements of the Project.
• The CM-EE must possess Communication, Language, and Software Skills with the ability to applying knowledge of computer literacy.
8. Estimator (CM-EST) Qualifications
• The CM-EST shall possess a current professional credentialing as an Estimator and maintenance of same throughout tenure.
• The CM-EST shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each.
• The CM-EST shall possess a degree from an accredited institution of higher learning with a specialty in Estimating or evidence of three (3) years of construction estimating work experience and knowledge to compensate for absence of higher education. Work experience may be substituted and will be reviewed for acceptability.
• The CM-EST must have working experience in preparing, analyzing and identifying incongruities and deficiencies in the contractors work in relationship with the baseline schedule of values and monthly pay requests. Work completed shall be identified in the credentials of the individual to show competency to undertake a rigorous program in construction for cost control in all identified task order scope of work required. The Scheduler shall present three projects of the scale and difficulty at which he/she held a similar position. A sample of work equivalent to this project shall also be presented for review prepared by the SCH.
• The CM-EST must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
9. Construction Administrator (CM-CA) Qualifications
• The CM-CA may possess a degree from an accredited institution of higher learning and/or evidence work experience or knowledge to compensate for absence of higher education. A minimum of three (3) years of construction work experience may be substituted and will be reviewed for acceptability. A detailed dossier shall be presented.
• The CM-CA shall possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance; Safety, Time, Cost, Change and Information Management. They CM-CA shall be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
• The CM-CA must have working experience in monitoring the construction for Quality Assurance. The CM-CA shall have experience in preparing, analyzing and identifying incongruities and deficiencies in the contractors work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place.
• Work experience and completed projects shall be identified in the credentials of the individual to show competency to undertake a rigorous program in construction in all identified task order scope of work required solicitation.
• The CM-CA shall present three projects of the scale and difficulty at which he/she held a similar position.
• The CM-CA must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products and compile data and records by applying both knowledge of the construction industry and computer literacy.
10. Construction Safety and Health (CM-CHST) Professional Qualifications
• The CM safety professional should be: a.) Construction Health and Safety Technician (CHST), or be able to attain this certification within 90 days of contract award, with at least three (3) years of construction industry safety program management experience; or b.)
Certified Safety Professional (CSP) with at least two (2) years of construction industry safety program management experience; or) have a Bachelor’s degree in safety and health from an accredited university or college and have three (3) years construction industry safety program management experience.
• The CM-CHST shall have completed the OSHA 30-hour Construction Safety class and have a specialized formal course in the hazard recognition control associated with high hazard work operations such as operations involving asbestos, electrical, cranes, demolition, working at heights/fall protection, fire safety/life safety, ladder, rigging, scaffolds, and trenches/excavations.
• The name of the Construction Safety Professional and proof of competency/qualifications along with a copy of their resume shall be submitted to the COR and Regional Safety Engineer for review and acceptance.
11. Scheduler (CM-SCH) Qualifications
• The CM-SCH shall possess a current professional credentialing as a Scheduler and maintenance of same throughout tenure. The CM-SCH shall possess a minimum of 3 years of construction scheduling experience. The Scheduling Professional shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each.
• The CM-SCH must have working experience in preparing, analyzing and identifying daily, weekly and monthly deficiencies in the contractors work in relationship with the baseline schedule. Work completed shall be identified in the credentials of the individual to show competency to undertake a rigorous program in construction for schedule control in all identified task order scope of work required. The Scheduler shall present three projects of the scale and difficulty at which he/she held a similar position.
• The CM-SCH must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy. The CM-SCH shall be Proficient in all aspects of Primavera P6
12. Independent Environmental Monitor (CM-IEM) Qualifications
• The CM-IEM shall possess all necessary federal, state and local environmental qualifications regarding environmental protection practices on construction sites. The CF-IEM shall be able to quickly understand and master the various environmental regulations of the local state and federal jurisdictions and the requirements of each.
• The CFM-IEM must have a minimum of 3 years of environmental compliance/protection experience/education regarding construction methods and practices.
• The CM-IEM shall have Regulatory experience that includes at a minimum:
o State and Federal Wetland and Waterway Regulations
United States Army Corps of Engineers Permitting Requirements under Section 404 of the Clean Water Act
Individual and Nationwide Permit requirements o Hazardous Materials (40 HR HAZWOPER) o Sediment and Erosion & Stormwater Management Plan Review and Adherence
(specific to project location) National Pollutant Discharge Elimination (NPDES) Permit requirements o Knowledge of historical and archeological regulations such as the National Historical
Preservation Act (NHPA) Section 106 (36 CFR Part 800), Archaeological Resources Protection Act (ARPA) (43 CFR Part 7) and the Native American Graves Protection and Repatriation Act (NAGPRA) (43 CFR Part 10) compliance.
• The CM-HEM must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
13. Claims Analyst II (CM-CA II) Qualifications:
• Knowledge/Skills Requirements – Experience – 15 years of engineering, construction, or claims and litigation experience. Bachelor’s degree in engineering or related technical field.
Has a thorough understanding of the claims review and legal defense process and performs Cause and Effect Analysis, Cost and Schedule Integration and Entitlement Analysis.
14. Claims Analyst I (CM-CA I) Qualifications:
• Knowledge/Skills Requirements – Experience – 12 years of engineering, construction, or claims and litigation experience. Bachelor’s degree in engineering or related technical field.
Has a thorough understanding of the claims review and legal defense process and performs Cause and Effect Analysis, Cost and Schedule Integration and Entitlement Analysis.
