Clarifications of Request for information Questions and VA Responses
34. Question: The distinguishing difference between the Senior and Staff Architect is that the Senior Architect be a licensed profession, but both only require a minimum of 6 years' experience. Request that VA consider removing the minimum requirement for a license and instead state it as a preference and increase the Senior Architect's minimum experience to 10 years. Maintaining this requirement would result in many current incumbent staff not meeting this requirement and being ineligible for consideration.
Response: The Licensure for the Senior Architect/Engineer remains a requirement. The licensure for staff architects/engineers will be considered preferable, but not required.
52. Question: Will award of this IDIQ preclude the contractor from bidding or conducting work under other AE, Due Diligence, and/or Broker contracts, if the contractor is not conducting VA CMS services and non-CMS services at the same location?
Response: No.
41. Question: Requirement states that CM-SCH shall possess a current professional credentialing; however, VA does not define which credentialing meets this requirement.
As this requirement may be overly restrictive in some geographic areas, request that VA consider an additional experience substitution for the professional credentialing as this is not as common within the scheduling discipline.
Response: This has been considered and determined to be a needed requirement for this selection/evaluation process.
87. Question: In the solicitation para 4.3.2, it states that "The Non- Architectural/Engineering Positions including the Construction Administrators, Estimators, Schedulers and Safety/Environmental professionals may substitute extensive construction experience and other credentials for consideration. Expertise in the requested discipline must be evidenced by extensive experience and qualifications."
However, in Appendix A Para 8 & 11, it states that the Estimator and Scheduler must hold respective professional credentialing. Is this to be understood that significant experience can be used in place of the professional credentialing for the Estimator and Scheduler?
Response: Experience may substitute extensive construction experience and other credentials for consideration.
106. Question: Given this is an ID/IQ contract and there may be multiple tasks orders at one time, would you like us to submit multiple resumes for each Key Personnel?
Response: Yes, provided page limitations are not exceeded.
124. Question: Past Performance, a. Submission Requirements. Can a PPQ from a prior proposal outreach be utilized?
Response: Yes.
144. Question: Attachment A, Professional Qualifications. All the engineering positions require professional licensing. If a group of FTEs’ are needed for an on-site project effort, will a single licensed professional suffice?
Response: The Licensure for the Senior Architect/Engineer remains a requirement. The licensure for staff architects/engineers will be considered preferable, but not required.
145. Question: Attachment B, Past Performance Questionnaire. The provided PPQ is a standard form used in many solicitations. Rather than continually requesting the completion of this same form by our clients, may we submit a previous PPQ completed by our client for a different solicitation?
Response: No. The owner’s representative most knowledgeable of the project completed shall submit the Past Performance Questionnaires directly to the POC identified on the form no later than the proposal due date.
157. Question: Typically, a CM firm does not have licensed Architects and Engineers in house. Is the expectation that the CM firm team with A/E firms for licensed design professionals?
Response: The Licensure for the Senior Architect/Engineer remains a requirement. The licensure for staff architects/engineers will be considered preferable, but not required.
163. Question: Section 4.3.1 states each Architectural or Engineering professional shall hold a four (4) year Bachelor of Science Degree and a minimum of six (6) years’ experience practicing as an Architect, Engineer, or Construction Manager. Does this meet the minimum requirements or do these individuals need to be licensed?
Response: The Licensure for the Senior Architect/Engineer remains a requirement. The licensure for staff architects/engineers will be considered preferable, but not required.
170. Question: Can this requirement be changed to "The CM-MP shall be a licensed professional with a degree in Mechanical Engineering from an accredited institution of higher learning and 5 years of experience and/or specialization in plumbing."
Response: The Licensure for the Senior Architect/Engineer remains a requirement.
The licensure for staff architects/engineers will be considered preferable, but not required.
179. Question: With the page restrictions, can you please clarify who is considered Key Personnel for the resumes? Are these the people who will manage the contract, or do you want to see personnel from the 14 positions listed?
Response: Those listed in Appendix A.
180. Question: What is expected for the letter of commitment for the Key Personnel? Will one letter of commitment signed by all Key Personnel be acceptable?
Response: No, Letters of Commitment are no longer required.
181. Question: Based on our experience in providing in providing program management to the VA on an IDIQ, will the VA consider adding a rate for a contract liaison position or task order manager to seamlessly manage task orders in multiple locations through a single point of contact for this contract.
Response: This has been considered and determined not to be a needed requirement for this selection/evaluation process.
182. Question: Does the VA require that relevant projects presented are from the Prime Contractor?
Response: Project Prime Contractor and Subcontractors as stated in the solicitation.
183. Question: VA consider overall Construction IDIQ contracts with projects completed in the project value range of this solicitation for relevant experience?
Response: Projects do not have to be immediately within this IDIQ-level range, but should be of similar magnitude.
184. Question: The project value range listed in the RFP for relevant projects is “$4-15M” for the projects. Our understanding is that CFM executes projects with total project budgets of greater than $20M. Can you confirm the term project value means the fee or contract value range is between $4-15M?
Response: Values are for Construction Management contracts.
185. Question: If the responder is a Joint Venture, does the JV need to be CVE verif ied as an SDVOSB before submission?
Response: Yes, certified SDVOSB.
186. Question: Are the title page, cover letter, and table of contents excluded from the page count?
Response: Please see the response to question # 19.
187. Question: The title of Volume III is Factor 3 Price Proposal and Offeror’s Certificate of Corporate Authority, Amendments, and Certification & Representations. On page 28/29, the required items indicate an intro page, Tab 1 requirements identified in: FAR 52.215-1, Instruction to Offerors-Competitive Acquisition, and Tab 2 Printed copy of “Representations and Certif ications.” Page 23, section3.4 indicates; The offeror shall complete the Pricing Worksheet (Attachment C). the information form the Pricing Working shall be incorporated into the labor rate pricing schedule in Section B.2 as well as one data file shall be submitted as an .XLS format as well as PDF files.
Response: Confirmed.
188. Question: Where should the labor pricing schedule in Section B.2 be submitted? As Tab 3, as a separate file or another option?
Response: Along with Attachment C and supporting rationale.
189. Question: Where should the PDF of Attachment C be submitted? As Tab 3, as a separate file or another option?
Response: Submit with pricing proposal.
190. Question: In Attachment C Pricing Worksheet – the pre-entered formulas in Column F “Fully Burdened Hourly Rate” seems to indicate that the proper entry in Colum E “Overhead” is a multiple instead of a dollar value of Overhead Costs. Please clarify which is the expected in Column E, Overhead Cost or a Multiple?
Response: Overhead cost.
191. Question: Since the PPQ’s should be sent directly to the COR, can you please let us know if anything else is expected for Volume II?
Response: No other information is expected.
192. Question: With reference to Attachment A, Item #12 – Independent Environmental Monitor
– The Regulatory experience required is quite extensive and varied for a CM-IEH with a minimum experience level of 3 years of environmental compliance/protection experience/education. Typically, environmental professionals specialize in one area of expertise like Waterway and Wetland Regulations for example. In order to satisfy the requirements listed, would you consider multiple resumes to environmental professionals to meet all the Regulatory requirements listed?
Response: This has been considered and determined to be a needed requirement for this selection/evaluation process.
