About this file

This is an Executable Scope of Work (SOW) for the replacement of a 50-ton outdoor air-cooled chiller and related controls at Building NH-30, Naval Support Activity, Norfolk, Virginia. The project is managed by NAVFAC MID-ATLANTIC under eProjects Work Order No. 1809193 and was approved on December 22, 2025. The customer is Commander, Navy Installation Command (CNIC), with primary points of contact including Project POC Melissa Eley and Contracting Officer Natalie Augsburger.

The scope encompasses both demolition and new work. Demolition requirements include shutting down and evacuating the existing chiller, disconnecting electrical power and controls, disconnecting and capping chilled water piping, and removing the unit via crane. Electrical demolition includes disconnecting the 250A power connection, demolishing associated conduit and wiring, and removing the 250A circuit breaker from switchboard DP. New work requires installing a new 50-ton air-cooled chiller on the existing concrete pad, reconnecting chilled water lines, connecting manufacturer-specified controls, opening supply and return valves, bringing the unit online with functional verification, connecting to the building automation system, and performing testing and balancing of flow rates, pressure, and temperature. Electrical new work includes installing a 300A three-phase circuit breaker in switchboard DP, providing a 400A three-phase NEMA 4X fused disconnect with 300A fuses at the chiller location, and connecting the disconnect to both the circuit breaker and chiller using 4-#350kcmil plus 1-#4 ground wire in 3-inch RGS conduit. The contractor must perform work during regular government hours (Monday–Friday, 8.5-hour days, excluding holidays), submit an Accident Prevention Plan and Activity Hazard Analysis 15 calendar days before the pre-performance conference, dispose of all demolition materials off-base, and maintain daily site cleanup. Standard industry practices, applicable local, state, and federal codes, and the Unified Facilities Criteria apply to all work.
