About this file

This is a Justification and Approval (J&A) document for a Class acquisition using other than full and open competition authority.

The Air Force Installation Contracting Center seeks to procure facility generators from a limited selection of manufacturers for multiple U.S. Air Force locations through September 30, 2026. The estimated contract cost is $54,000,000, covering all facility generator purchases during this period. Generator purchases during the next five years are expected to total 1,181 units, with an estimated end-of-life replacement cost of approximately $54M. The acquisition is structured as a Class J&A to support multiple contracts at various CONUS and OCONUS locations. The contracting activity is the Air Force Installation Contracting Center (AFICC), 772 Enterprise Sourcing Squadron, located in Port San Antonio, Texas. The statutory authority for non-competitive acquisition is 10 U.S.C. 2304(c)(1), permitting acquisition from a limited number of responsible sources when only one source can satisfy agency requirements.

The J&A justifies the brand-name exception based on standardization and interoperability requirements. The Air Force requires pre-planned brand-name facility generators to reduce training costs, improve maintenance efficiency, and eliminate duplication across multiple locations. Standardization is projected to reduce training requirements by $50M and 91,000 hours over the five-year period. The acquisition also improves mission performance by enabling in-house repairs as the primary option, reducing downtime, and increasing technician expertise. Market research was conducted through a Notice of Proposed Contract Action posted on SAM.gov on June 1, 2021, with a 15-day posting period. The two sources expressing interest were not generator manufacturers. Competition among distributors and decentralized purchases is encouraged at the dealer/distributor level when feasible. The document was approved by the PEO/Head of Procuring Activity on December 17, 2021.
