About this file
This document is official guidance from the Air Force Civil Engineer Center (AFCEC) Operations Directorate establishing the standardization of backup generators to a single manufacturer at each Air Force installation.
Base Civil Engineers (BCEs) must submit a Memorandum of Request (MOR) to AFCEC/CO specifying the requested single manufacturer and providing justification based on two required evaluation criteria. The Selective Inventory Control Analysis requires evaluation teams to analyze current backup generator inventory data from the BUILDER Sustainment Management System (SMS) or conduct physical investigations to identify manufacturer representation, percentage of inventory, total Component Replacement Value (CRV), and mean Remaining Service Life (RSL). When two manufacturers share relatively equal representation or diverse manufacturer representation exists, BCEs must consider CRV and RSL to ensure the Air Force's best interest. The Supply Chain Analysis requires extensive market research by the Material Control representative to determine availability of third-party vendors and suppliers in the local area, ensuring the local economy can meet future demand and adequate vendor competition exists to mitigate pricing fluctuations. Evaluation teams should minimally include the Installation Electrical Systems Sub-AMP Manager, a qualified Power Production technician, and a Material Control representative, though BCEs may augment the team as necessary. AFCEC/CO will issue an Official Memorandum approving or disapproving the requested manufacturer and will provide explanation for disqualifications and engage directly with BCEs to identify suitable alternatives. The comprehensive inventory analysis must be repeated after five years from AFCEC/CO approval to document standardization progress and confirm no external factors warrant reconsideration. All MORs should be routed to Mr. Efrem Rivers at efrem.rivers.1@us.af.mil.

Backup Generator Standardization, Single Manufacturer Selection
1. The Air Force Civil Engineer Center Commander (AFCEC/CC) serves as the Air Force Category Manager (CM) for the Facilities and Construction Category and he has mandated the standardization of backup generators to a single manufacturer at the installation level. The AFCEC/CC has further delegated the authority and responsibility of administering the single manufacturer approval process to the AFCEC Operations Directorate (AFCEC/CO).
2. Standardization of all facility backup generators allows the Air Force to significantly reduce the total cost of ownership which includes the initial procurement, subsequent maintenance, and associated training costs to operate the system over its lifecycle. Since standardization is a long-term strategy, Base Civil Engineers (BCEs) must perform their due diligence during the selection process to mitigate any prolonged adverse effects. This memorandum serves as AFCEC/CO’s official guidance for the evaluation, recommendation, and subsequent approval of a single manufacturer for backup generators at each installation.
3. BCEs are required to submit a Memorandum of Request (MOR) to the AFCEC/CO that clearly specifies the requested single manufacturer for backup generators at the respective installation as well as provide reasoning and justification per the guidance set forth by this document. In turn, AFCEC/CO will issue an Official Memorandum approving or disapproving the requested manufacturer. Should disapproval be merited, AFCEC/CO shall provide explanation for all disqualifications as well as engage with the BCE directly to identify a suitable alternative. Please route all MORs to Mr. Efrem Rivers, efrem.rivers.1@us.af.mil.
4. The BCE shall assign a team to perform a comprehensive inventory analysis to identify a single manufacturer for backup generators. It is recommended that at a mimum, the team be comprised of the Installation Electrical Systems Sub-AMP Manager, a qualified Power Production technician, and a Material Control representative. However, BCEs may elect to augment and/or enhance the composition of the evaluating team as necessary.
5. The required criteria for evaluation is as follows and shall be discussed in the narrative section of the MOR to support the selection of a single manufacturer for all backup generators at the respective installation:
a. Selective Inventory Control Analysis: The Evaluation Team shall perform a selective inventory control analysis of the most current data contained in a BUILDER Sustainment Management System (SMS) report. Should these data not be available, the evaluation team shall conduct a physical investigation, employing any expedient methods as determined appropriate, to gather the information required. The inventory control shall be the backup generator subset with variables being (1) the manufacturer, (2) the percentage of said manufacturer represented in the overall existing inventory, (3) the total Component Replacement Value (CRV) of said manufacturer’s components, and (4) the mean Remaining Service Life (RSL). This information will be used to support the selection of a single manufacturer. If two manufacturers share relatively equal representation, or if there is diverse manufacturer representation, the BCE must consider the CRV and RSL for selecting a manufacturer to ensure that the best interest of the Air Force is met.
b. Supply Chain Analysis: The Evaluation Team, in particular the Material Control representative, must perform extensive market research to determine the availability of third party vendors and/or suppliers in the local area in order to ensure (1) the local economy is able to meet future demand requirements once standardization is fully implemented and (2) there exists adequate competition amongst vendors to mitigate fluctuations of component and servicing pricing.
6. The comprehensive inventory analysis is to be repeated after five years from the date of AFCEC/CO approval for a single manufacturer. The purpose of this secondary analysis is to document the installation’s progress in standardizing backup generators, consider any changes in the decision facts, and confirm no external factors exist that may drive a reconsideration of the approved single manufacturer. Should the BCE determine that a change in single manufacturer is required, a new MOR and analysis will be accomplished.
7. Please direct any questions and/or concerns regarding implementation of this guidance to my POC, Maj Patrick Grandsaert, DSN 523-6931, patrick.grandsaert.1@us.af.mil or to the AFCEC Reachback Center, AFCEC.RBC@us.af.mil. Please route all MORs to Mr. Efrem Rivers, efrem.rivers.1@us.af.mil.
