During the maintenance period, the Contractor shall perform required PM on all ETDs purchased under this contract in accordance with its normal commercial practices as well as with the most recent TSA approved Maintenance Manual, and state and federal environmental and safety regulations. All PM will be conducted onsite as is feasible. PM is periodic scheduled activities that are performed to increase ETD reliability.

There are two levels of PM:

• Level I – This is primarily PM that is performed every shift (1–3 times a day), daily, and weekly. Level I PM is performed without the need to open the machine. These activities are currently performed by the operators and shall not be required under the maintenance periods.

• Level II – Level II PM—This is primarily PM that is typically performed every month, quarter, or year. These activities shall be required under the maintenance period.

C.3.1.1 The Contractor shall coordinate all PM scheduling with local TSA staff as appropriate.

The Contractor shall notify local TSA staff if the scheduled week slips and shall coordinate a new week within the required frequency.

C.3.1.2 Provide the next month’s PM notifications to each location’s POC (with a copy to the COR) no later than seven (7) calendar days prior to the end of the current month. PM notifications shall specify airport code, airport name, manufacturer, model, serial number (SN), barcode, PM due date, and the week preventive maintenance is scheduled to be performed.

C.3.1.3 The Contractor shall make every effort to schedule PM actions during non-operational hours or non-peak operational hours with approval of local TSA officials.

C.3.1.4 The Contractor shall not perform PMs during the calendar month in which a unit is installed.

C.3.1.5 The Contractor may contact local TSA to conduct the PM on an earlier date than scheduled; however, if the earlier date is not convenient for local TSA this shall not be reflected as a lack of access to the facility and the Contractor shall adhere to the original schedule to perform the PM.

C.3.1.6 The Contractor shall request COR approval to waive the requirements for performing monthly PMs in the month when TSA decommissions an ETD system.

C.3.1.7 The Contractor shall reschedule PM on impacted machines during the same month in the event a scheduled maintenance activity cannot be completed due to factors outside of the Contractor’s control, or the performance of Corrective Maintenance prevents the Contractor from completing a PM.

C.3.1.8 The Contractor shall recommend adjustments to PM schedules, with supporting rationale, that have the potential to improve ETD reliability or reduce costs without degrading ETD reliability.

C.3.1.9 The Contractor shall record PM actions in local maintenance logbooks provided by local TSA and in the Contractor’s database. If there is no logbook available at the location, the Contractor shall notify local TSA at the location. If a logbook is not provided by TSA, the Contractor is not required to wait for the logbook. If the logbooks are not available and local TSA is not present, then the Contractor will continue with his or her scheduled work. In both cases, the Contractor will note the non-availability of the logbook in the remarks section of the PM ticket. If there is no local maintenance logbook available, the Contractor shall record this in the database along with date the PM was conducted. Entering the date conducted indicates that the FST completed the PM in full on that date according to the applicable checklist.

C.3.1.10 PM Periodicity Requirements

The following parameters shall be applied when scheduling PM:

• For ETD units requiring monthly PM, the Contractor shall ensure that at least one PM is performed within each calendar month, regardless of number of days in that month.

o PMs are not required if the unit is in storage greater than 90 days.

o If the Contractor is denied access to TSE to perform PM, then the COR shall be notified at that time and provided with airport code, model TSE, serial number, and local TSA POC that denied access.

o There shall be a minimum of 6 calendar days between PMs (e.g., if a PM is completed on October 27th, then the next PM can be completed no earlier than November 3rd).

• Annual PMs shall have a maximum of 364 calendar days between PMs.

C.3.2 Corrective Maintenance (CM)

During the maintenance period, the Contractor shall perform required Corrective Maintenance (CM) on delivered ETDs in accordance with normal commercial practices and in accordance with the TSA approved maintenance manual, if applicable. All CM will be conducted onsite as is feasible, or at the repair depot.

If Field Service Technicians (FST) are not located on site but are needed to correct a failure, they shall be dispatched within 15 minutes of receipt of a service request.

The definition of Corrective Maintenance (CM) and the associated levels are as follows:

Corrective Maintenance—Unscheduled maintenance activities performed to repair failed ETD’s. These actions usually expend consumable and spare parts. The Contractor shall maintain a complete record of all CM actions performed on all SE EI and shall report all CM actions performed to the COTR on a monthly basis. There are three discrete levels of CM (see the following three items).

• Level I CM—This is CM that is performed as needed to effect repairs that do not require trained FSTs (e.g., replacing jammed printer paper, etc.). These activities are performed by FST personnel and shall not be required under the maintenance period.

• Level II CM—This is CM that is performed as needed to effect repairs that always require trained FSTs. These services shall be required under the maintenance period.

• Level III Depot Maintenance (DM)—Unscheduled maintenance activities performed to repair failed ETD’s that are performed by shipping the ETDs back to a Depot.

C.3.2.1 The Contractor shall be responsible for any repairs resulting from ineffective PM or

CM.

This includes the handling, storage, and disposal of hazardous materials.

Some ETD systems contain a sealed radioactive source which is encased in a capsule to prevent leakage or escape of the radioactive material. This capsule is located in a source holder (housing or assembly) internal to the system to facilitate the handling and use of the source. The sealed radioactive sources are governed by Nuclear Regulatory Commission (NRC) Regulations at 10 CFR Part 31. Not all explosives trace detection systems that contain a sealed radioactive source require a Radiation Leak Test (RLT). For units containing a sealed radioactive source, the Contractor shall:

• Perform an RLT and document the results on each required system in accordance with 10 CFR § 31.5 unless the Contractor has received an exemption from the NRC that the unit does not require an RLT. This exemption notification is specified on a label on each system.

• Conduct RLTs on all applicable deployed systems at the required frequencies. Systems that are not in active use may, upon approval of the designated TSA representative, be considered to be “in storage” and an RLT is required only every two years.

• Ensure the wipe of a sealed source is performed as specified. The wipe sample must be taken from the nearest accessible point to the sealed source where contamination might accumulate. The wipe sample must be analyzed for radioactive contamination. The analysis must be capable of detecting 185 Becquerel (0.005 microcurie) or more removable radioactive material on the test sample and must be performed by a person holding a specific license pursuant to 10 CFR Part 30 and 10 CFR Part 32 or from an Agreement State to perform such analyses.

• Notify the designated TSA representative and local TSA if an RLT reveals the presence of removable radioactive material that exceeds the regulatory limits (185 Becquerel (0.005 microcurie)) so the sealed source may be removed from service immediately and have it decontaminated, repaired, or disposed of by a U.S. NRC or Agreement State licensee that is authorized to perform these functions. The Contractor must submit a report to the designated TSA representative within five (5) calendar days of receiving the test results. The report must describe the equipment involved in the leak, the RLT results, any contamination which resulted from the leaking source, and the corrective actions taken up to the time the report is made.

• Maintain a record of leak test results and retain the record for inspection by the U.S.

NRC for three years after the next required RLT is performed or until the sealed source is transferred or disposed of.

• Ensure each ETD system containing a sealed radioactive source has an RLT performed at intervals in accordance with the governing regulation. In the absence of a certificate from a transferor that an RLT has been made within the six (6) months before the transfer, the ETD system shall not be used until tested.

• Provide the designated TSA representative access to the test reports upon request.

For ETD units containing a sealed radioactive source, the Contractor shall prepare and deliver by the RLTs in accordance with the following:

Radiation Surveys (RS) and Radioactive Leak Tests The Contractor shall:

• Deliver all RSs and RLTs by posting to a TSA or Contractor SharePoint site, via email, by disk, or by another method, as decided by the Government.

• The Contractor shall use a file naming convention that includes at minimum: RS/RLT date (formatted so that files line up chronologically); the unit serial number; airport code;

and, if more than one is performed on the same date, a differentiator (e.g., 1, 2, pre/post- CM, etc.). Examples: 2016-06-05_40310_PHX .PDF; 2016-06- 20_7080809_EWR_preCM.PDF

• Achieve 100% on-time compliance for all RSs and RLTs. RSs and RLTs are considered complete when the Contractor provides the documentation to the Government. If documentation is not provided within 2 CDRL cycles, then the Contractor shall conduct another RS or RLT. If the missing documentation is a RS, then the Contractor shall conduct another RS and shall provide RS documentation within 14 calendar days. If the missing documentation is a Radioactive Leak Test, then the Contractor shall conduct another RLT and shall provide RLT documentation within 28 calendar days.

o Example 1: an RS is due May 17th and the documentation is not submitted with CDRL C007, Radiation Survey and Radioactive Leak Test Report Submittal, on June 10th or July 10th. The Contractor shall conduct an RS in July and provide the radiation documentation to the COR and Radiation TM by July 24th.

o Example 2: an RLT is due May 17th and the documentation is not submitted with CDRL C007, Radiation Survey and Radioactive Leak Test Report Submittal, on June 10th or July 10th. The Contractor shall conduct an RLT in July and provide the RLT certification to the COR and Radiation TM by August 7th.

• Provide the CO access to the test reports upon request.
