70T04020R9DAP2037, Amendment 0001 Explosives Trace Detection Vendor Questions and Answers
Number Reference Question TSA Response 1 General Would algorithms beyond 6.2 be funded by TSA for development and deployment?
Algorithm development is not included within this effort.
Please see Part I, Section C.2 ETD Basic System (CLIN 0001) for information regarding the Detection Standard that ETD Basic Systems must meet.
2 Part I, Section C.2.1 Consumables Should the bidder assume 1 swab per event when calculating how many swabs to provide for 5,000 events? This question is directly related to the COVID-19 situation.
Yes. Potential vendors may assume one swab per event when calculating the number of swabs to provide for 5,000 events.
3 Part I, Section C.3.3 Warranty and Maintenance Support and Service Level Agreement (SLA) Requirements
Can TSA please confirm the MTBCF threshold listed in Section C.3.3 is correct? It does not align with previous programs.
The Mean Time Between Critical Failure (MTBCF) provided in Part I, Section C.3.3 Warranty and Maintenance Support and Service Level Agreement (SLA) Requirements is correct.
4 Part I, Section E.4 Permits and Responsibilities What licenses and permits are required for airport installations? Field technicians are badged at the airports.
Due to the nature of the ETD units, TSA is not currently aware of any airports which require licenses and permits for ETD installation. In the event that license and permits are needed to install ETD units, potential vendors are required to obtain them.
Please see Part I, Sections C.7 Safety Standards and Code Requirements, E.4 Permits and Responsibilities, and H.8
5200.237.003 Requirements for Contractor Employees Performing at or in Airport Locations (Sep 2018) for additional information regarding permits and safety standards.
5 Part I, Section F.3 Delivery Schedule / Delivery Locations Delivery of the first ETD unit shall occur no later than January 31, 2021 (an earlier delivery start date is permitted).
o Assume minimum of one (1) unit to be delivered by 31 January o Assume earlier delivery and/or quantity > 1 is acceptable.
Is this correct?
o Thereafter, a minimum of 25 and a maximum of 100 units per month shall successfully complete FAT. Assume this requirement begins February 2021 and goes through FAT of final ETD unit. Is this correct?
Pursuant to Part I, Section F.3 Delivery Schedule / Delivery Locations, delivery of at least one (1) ETD unit must occur no later than January 31, 2021. An earlier delivery start date is permitted. The requirement to Factory Acceptance Test (FAT) a minimum of 25 and a maximum of 100 units per month begins no later than February 2021, or the month after the first ETD unit is delivered, whichever is soonest and goes through FAT of the final ETD unit.
6 Part I, Section F.3 Delivery Schedule / Delivery Locations Is it possible to provide delivery locations? In absence of list, assumption is 1/3 to each region across U.S. (100 units East/100 Central/100 West).
The Contractor will be provided specific delivery information by the Contracting Officer, or COR no later than fourteen (14) calendar days prior to the required delivery date. Specific delivery information will include quantities, specific delivery locations, delivery dates for each system, and all necessary points of contact (POC) to complete delivery.
It is up to potential vendors to determine the best way to price CLINs.
Potential vendors are reminded that this will be a Firm-Fixed Price contract, and that the Lowest Price Technically Acceptable (LPTA) evaluation methodology will be used. As provided in Part IV, Section L.5.2.2 Delivery Capability (Factor 2), potential vendors are reminded to explain any assumptions that it makes with respect to Delivery Capability in its written proposal submission.
7 Part IV, Section L.5.4.2 Other Submission Information This is a commercial item contract, yet TSA is requesting OEMs provide the cost of each individual component that makes up the systems. Can TSA confirm component pricing is required for a commercial item contract?
TSA has removed the requirements from Part IV, Section L.5.4.2 Other Submission Information for potential vendors to provide the origin of each individual component that make up the system and the cost of each individual component that makes up the system.
8 Attachment J-4 ITAR Specific Terms and Conditions - Pages 117 through
Request removal. At this time the IT Network connection is not included in the SOW. Should the Government request that existing and/or future systems be connected to the TSA Network, the Government would expect the Contractor to submit a Request for Equitable Adjustment in order to adhere the requirement Scope of Work Increase. There is not enough information provided to be able to include pricing to cover this requirement.
TSA will not remove the requested portion of Attachment J-4 ITAR Specific Terms and Conditions.
Attachment J-4 ITAR Specific Terms and Conditions provides that "[a]s applicable, the Contractor shall follow the following guidelines as they relate to Information Technology…" As the ETD units are not required to connect to the TSA network, the portions of Attachment J- 4 dealing with network connections would not be applicable.
9 Attachment J-4 ITAR Specific Terms and Conditions - Page 145 Request removal on the basis that the ETD, as configured, is approved and follows strict configuration control with changes to form/fit/function requiring extensive testing and approval by the TSA. The equipment is used to screen carry-on checked baggage with trained TSA Security Officers, who are required to view, intercept and interpret bags that may have explosives or other identified threats.
TSA has issued Fundamental Alteration Exception EXC0001248 for the Rehabilitation Act Section 508 requirements. Please see Amendment 0001 for changes.
10 Attachment J-1 - ETD Functional Requirements Document v. 1.4 Can TSA please provide copy of the ETD Functional Requirements Document (FRD) version 1.4, Attachment J- 1?
TSA provided a copy of the ETD Functional Requirements Document (FRD) version 1.4 to vetted potential vendors on August 14, 2020 via email.
11 Section L We request that a two week time extension be granted to the submission date for responses to the subject RFP, to a revised date of 03 September 2020.
TSA has extended the submission due date to August 28, 2020, see Amendment A0001 and A0002 for further information.
12 Small Business Participation In support of small businesses, why doesn’t the government separately compete or set-aside for small businesses, C.2.1 Consumables to insure the government is receiving best value for those products?
TSA has a requirement for initial consumables with the purchase of an ETD system to ensure that the airport is equipped with the proper supplies to begin using the system upon receipt. Once the airport needs additional consumables, there is a list of available ETD consumables on the ETD Consumable Blanket Purchase Agreement (BPA) which is available on DHS’ strategic sourcing page for airports that need to purchase new consumables. This BPA provides a list of both large and small businesses. DHS is currently working on the Explosives Trace Detection (ETD) Consumables II vehicle, please visit the following link for more details: https://www.dhs.gov/in-process-contract-vehicles. Please reach out to SSOInquiry@hq.dhs.gov with inquiries regarding current and in-process Department-wide contract vehicles.
