Contract Overview

This Performance Work Statement (PWS) for protective services addresses additional requirements for NASA Goddard Space Flight Center, Greenbelt (GB), Wallops Flight Facility (WFF), Katherine Johnson/ Independence Validation and Verification (IV&V) and Goddard Institute for Space Studies (GISS) all four locations collectively constitute NASA Goddard Space Flight Center (GSFC).

Work under this contract shall be performed in and around the NASA Goddard Space Flight Center, Greenbelt (GB) located at 8800 Greenbelt Road, Greenbelt, Maryland 20771, Wallops Flight Facility located at (WFF) 34200 Fulton Street, Wallops Island, Virginia 23337, Katherine Johnson/ Independence Validation and Verification (IV&V) located at 100 University Drive, Fairmont, West Virginia 26554 and the Goddard Institute for Space Studies (GISS) located at 2880 Broadway, New York, New York 10025 and other areas directed by the Government and allowed by law, with primary duties generally performed at GB, WFF, IV&V and GISS.

Subcontractors shall be accountable solely to the Contractor who, in turn is responsible to the Government.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform comprehensive security services as defined in this PWS except for those items specified as government-furnished equipment (GFE) and services. The Contractor’s performance shall meet or exceed the standards in this contract.

A primary and alternate GSFC Annex Contracting Officer Representative (COR) shall be appointed to provide Government surveillance of services provided at GSFC. Additional alternate CORs may be appointed to provide Government surveillance of services provided at the Center.

a. For GSFC, the Contractor shall possess and maintain a Top Secret Facility Clearance under guidelines established by the National Industrial Security Program (NISP). The Contractor shall maintain the secret facility clearance throughout the life of the contract. The Contractor shall provide evidence of a Secret Clearance or an interim Security Clearance for each employee prior to beginning work at GSFC. If working under an interim clearance the Contractor shall ensure the final clearance is granted within 180 calendar days of employment. The Contractor shall immediately remove from the contract any employee that receives a declination, suspension, or revocation of clearance. The

Contractor’s employees, performing work in support of this contract shall have been granted the personnel security clearance commensurate with the required access identified.

In addition to 1.8, A – H, at GSFC, the Contractor shall:

• The Government will provide onsite fueling at GB and WFF for contract provided vehicles.

• Contractor vehicles at IV&V and GISS will fuel off site. The Contractor shall plan for all fuel costs for Contractor provided vehicles.

• Provide a monthly report to the COR, delivered no later than the fifth (5th) business day of the following month, that shall include the following vehicle information: vehicle identification number, position assigned, fuel used (in gallons), miles driven, and current mileage.

• Marked Contractor provided vehicles are permitted to travel off GSFC sites for maintenance, for travel between GSFC sites, and for special events when directed by the GSFC Annex COR.

• At GSFC GB, WFF and IV&V the contractor shall provide an adequate number of gate, patrol, technical support, and other necessary vehicles to support the security requirements and conditions at the Greenbelt, WFF and IV&V locations, to include, but not limited to: security patrols; locksmiths; electronic security support; perimeter fence inspections; K-9 and emergency response. Security patrol vehicle types shall include routine vehicular patrol, all-weather/all-terrain, emergency response, and equipment and material transports.

2.0 Information Security (INFOSEC) and Communications Security (COMSEC)

At GSFC, this not required. The Contractor shall adhere to all applicable NASA and Federal regulations and Law as cited in the PWS.

a. At GSFC, the Contractor shall provide oversight of the emergency notification and emergency communications systems, including inspection, testing, reporting needed repairs.

b. At GSFC, the Contractor shall develop and maintain emergency SOPs, and other implementing instructions as may be necessary to inform and prepare Contractor personnel of the nature of their duties. These instructions shall include policies and procedures to be followed in emergency situations. All SOPs and other instructions in support of the GSFC Emergency Operations Plan, shall be approved in advance by the GSFC COR before their distribution and implementation.

c. At GSFC, the Contractor shall develop, maintain, and conduct operational and process verification reviews of existing plans, procedures and other documents annually and as necessary to ensure these documents adequately address functional target capabilities, such as: evacuations; post-disaster response and recovery operations; deployment of resources; interoperable communications, notifications, alerts and warning systems.

5.2 Locksmith Services

At GSFC, the Contractor shall:

a. At GSFC, the Contractor shall provide locksmith “on call” emergency services at both locations GB and WFF during all non-duty hours, with timely (maximum 2-hour; 1-hour, if “locked in”) a limit of 4 times per calendar year response.

In addition to the above, at GSFC the Contractor shall:

a. Administer the door key issuance and recovery system at the Greenbelt and WFF facilities. Requests for issuance and door key access shall be resolved within 5 business days of submission.

b. Be responsible for the planning, establishment, and maintenance of the master keying systems, coordinating same with the COR, assuring that no interchanges occur, assembling and performing operational and visual checks of locks for wear and defects, the issuance and control of locking devices, (e.g., mortise, rim, key-in-knob, deadbolt, office equipment, padlocks, and emergency exit (“panic”) locks), and independently applying standard trade practices of locksmithing in the installation, disassembly, and replacement of worn or damaged locking equipment or parts.

c. Be responsible for the maintenance, repair, modification, overhaul, testing, and installation of a variety of locking devices typically found on doors, desks, compartments, mobile equipment, automobiles, and secured locations, for both mechanical and electronic locking devices, including key-in-knob locks, mortise locks, mortise and rim cylinders, padlocks, deadbolts, cipher locks, emergency/ “Panic” devices, electronic and electric key switches, and the like, for manufacturers such as: Best Access Systems, Yale, Russwin, S&G, Medeco, Schlage, VonDuprin, and Adams Rite.

d. Manufacture and duplicate keys and be able to “key” and “pin” locking mechanisms, as well as program, install, maintain, and repair stand-alone electronic and electro-mechanical locking devices.

e. Be responsible for the repair, maintenance, and proper operation of the locking security containers “safes”, including performing preventive maintenance (e.g., lubricating all locking parts, checking container drawer tracks for wear, and generally ensuring the container and locking mechanisms are in proper order and condition) on security containers with single or multiple locking drawers, vaults, ciphers, padlocks, and the like.

f. Perform all tasks, duties, functions, and operations relative to the repair, maintenance, proper operation of all locking mechanisms, such as, neutralizing security container, room, vehicle, or facility “lockouts” by manipulation, drilling, cutting, or using whatever appropriate industry standard methods that are acceptable to enter a locked facility, container, or vehicle when all other “normal” methods and means have failed.

g. Be familiar with and have a working knowledge of the Mas-Hamilton series of electro-mechanical combination locks, including installation, repair, and maintenance, as well as a familiarity with and working knowledge of electronic door hardware, as integrated with the mechanical locking hardware of the door, including installation, combination changes, maintenance, and repair.

h. Change combinations on security containers (e.g., GSA certified), vaults, ciphers and padlocks ensuring they are changed when approved by the COR.

i. Record changes on Standard Form (SF) 700 and filing combinations with GSFC PSD within 3 business days. The Contractor shall maintain in a serviceable condition the necessary equipment and materials for the locksmiths to satisfactorily complete their assigned duties and tasks (necessary supplies, equipment, and materials will be provided by the Government when notified by the Contractor).

j. Monitor, provide and maintain an inventory of parts and materials satisfactory to provide typically same-day support for routine installations and service.

k. Process all requests for lock installations, locking devices, lock repairs, safes, locking security (GSA certified) containers, and other related locking devices.

Complete routine work within 5 business days upon receipt of a request.

Completion of work requests within the prescribed time is contingent upon availability of locking hardware, locks, and/or keys and availability of support from the Government.

l. Operate and maintain a Government provided LENEL® Access Control System (ACS) system.

m. Be responsible for maintaining the NAMS approval workflows for the EPACS.

n. Be responsible for the issuance of access control levels on Federal PIV or NASA Smartcards, programming, provisioning and record maintenance of keys and keycards for facilities and equipment within 5 business days of NAMS or GSFC Management Operations Services and Information (MOSI) request sponsorship.

o. Be responsible for generating and assigning PIN numbers to facilitate two factor access through card readers within 5 business days of request.

p. Maintain accurate records, both electronic and manual (signature receipt forms), to account for all keys/keycards issued in the key shop.

q. Ensure that only authorized individuals receive keys or keycards, and that issued keys and keycards only permit access to authorized areas, facilities, buildings, and rooms, maintaining both manual and electronic records of keys/keycards issued to individuals/organizations.

r. Track security work requests issued by the Government to the EPACS and/or Locksmith, ensuring completion of all security work, providing monthly reports no later than the fifth (5th) business day of each month to the COR reflecting all work requested, work completed, keys/keycards issued, keys cut, access levels established, deleted, or changed, EPACS and NAMS access level and admission reports completed.

5.3 Electronic Security System Services

In addition to the above:

The Contractor shall provide a 24-hour, 7-day a week operation and maintenance of the main computer system and peripheral equipment which comprises of the Enterprise Physical Access Control System (EPACS) at all GSFC locations.

The Contractor shall:

a. Optimize, maintain, and repair the Enterprise Physical Access Control Systems (EPACS) which include: Access Control, Intrusion Detection, Closed Circuit Television, duress systems, electronic locking devices, and audible alarms.

b. Optimize and troubleshoot badging and dispatch EPACS workstations and peripherals.

c. Be trained and certified to install, repair, and perform maintenance on all EPACS systems, to include LENEL On Guard Hardware & Software Fundamentals, Advanced Access Control, Digital Video, Intrusion and Distance Learning courses. Minimal training requirements can be found in section 3.3 of this SOW.

d. Maintain the capability to expand existing EPACS as new requirements develop. EPACS that are Information Technology (IT) based shall adhere to the IT Security policies set forth in NPR 2810.1.

e. Solve system problems involving EPACS, both on and off -site; prepare estimates for installations of EPACS equipment; coordinate with appropriate organizations for smooth, efficient, timely, and complete installations (installations will be requested in an IDIQ task) of EPACS equipment and components.

f. Maintain accurate records and diagrams of EPACS wiring, installations, data points, etc., for all facilities.

g. Repair and maintain electronic hardware to include card readers, intrusion keypads, input boards, output boards, door control boards, motion detectors, glass breaks, troubleshoot and correct system and component problems; program information into the EPACS database; establish schedules for and perform preventive maintenance; and prepare and produce system and special reports upon authorized request.

h. Meet the varied needs of this function in providing parts and materials, maintenance, upkeep, emergency response, and reports. (e.g., installations of keycard readers, alarms, electronic locking devices, emergency exit devices, integrating electronic exit devices with exit devices installed for people with disabilities). These requirements have historically been cyclical, in that there are periods of “high” (greater) and “low” (fewer) requirements which must be met equally.

i. Anticipate the travel of two ESS Technicians for up to three days to the IV&V, GISS and WFF locations a minimum of two times per calendar year. Travel, lodging and per diem will be at the Contractor’s expense.

Table 6.0 WFF Security Operations Positions suspicious materials at the GSFC Central Delivery (Building 35 Warehouse), ensuring that least one team is present during its hours of operation which are 6:00 am to 5:00 pm Monday - Friday, excluding Federal Holidays.

• Vehicle inspection searches at the Center's gates and JPSS gate to be carried out as randomly scheduled through the established algorithm and approved by the COR. This work is to be performed during the hours of 9:00 am to 5:00 pm Monday - Friday, excluding Federal Holidays.

• Ensure availability for response to emergency and/or unscheduled incidents on Center wherein explosive detection services would be necessary, used, or of assistance. "Emergency" and incident support shall take precedence over routine, random inspections. Hours are from 9:00 am to 5:00 pm Monday - Friday, excluding Federal Holidays.

• Teams shall be able to work independent of, but in support of, other uniformed operations described herein, with the ability to direct GSFC-coordinated uniformed operations using these services.

• K-9 Training requirements includes Certification and training of explosive detection teams shall be from/by a nationally recognized K-9 training organization or association, which meets or exceeds the following specifications: Dogs shall be certified to at least a 90% "find rate" for black powders, primer cords, TNT, RDX, nitrates, and chlorates in buildings, open areas, vehicles (including sedans, vans, trucks, etc.), and baggage (packages, briefcases, purses, and the like).

• Additionally, the Contractor shall provide appropriate vehicles/transportation to ensure that the teams can respond to calls and incidents in a timely manner. The Contractor shall be completely responsible for any training, care, housing/kenneling, maintenance, and veterinary services/requirements of the animals in order to establish and maintain the level of performance required to maintain their certifications. Provide certified Uniformed Security Police Officers and certified K-9 Explosive Detection Dogs. Vehicles adequate for the K-9 Team shall be provided by the Contractor.

c. WFF K-9 Operations, the Contractor shall provide, at a minimum, sufficient full-time, qualified, trained, and certified explosives detection services, including the use of dogs and handlers. The Contractor shall schedule the teams' presence on Center for duty in a manner that will assure the most expeditious and efficient level of security against explosive-related criminal or terrorist threats or emergencies at the Center. The Contractor shall schedule and provide adequate explosive detection services to meet the following requirements:

• Truck inspection searches will be carried out in the truck inspection parking area located at Building N-1. Inspections will be conducted on all truck deliveries to the center during the hours of 6:00 am to 5:00 pm, Monday through Friday excluding holidays. One team will be available to respond as needed to conduct the searches.

• Searches of all packages and bulk delivery inspections that are not run through x-ray machines and of such packages and bulk delivery items that are run through the x-ray machine and are discovered to include suspicious materials at the Wallops Flight Facility Warehouse, if needed during its hours of operation, 8:00 am to 4:00 pm, Monday through Friday excluding holidays.

• Vehicle inspection searches at the Center's gates to be carried out as randomly scheduled through the established algorithm and approved by the COR, 9:00 am to 5:00 pm, Monday through Friday excluding holidays.

• Ensure availability for response to emergency and/or unscheduled incidents on Center wherein explosive detection services would be necessary, used, or of assistance. "Emergency" and incident support shall take precedence over routine, random inspections. Hours are from 9:00 am to 5:00 pm Monday - Friday, excluding Federal Holidays.

• Teams shall be able to work independent of, but in support of, other uniformed operations described herein, with the ability to direct GSFC-coordinated uniformed operations using these services.

At GSFC (Greenbelt, IV & V), the Contractor shall also coordinate and oversee the GSFC Emergency Medical First Responder (EMR) Program under the direction of a local licensed medical director secured by the Contractor.

• The Contractor shall be responsible to maintain at all times a level of trained Security Police Officers as defined by the state the work is being performed, ensuring minimum staffing of at least one 24/7 at Greenbelt and at least one during business hours at IV & V.

• The Contractor shall provide all Medical First Responder equipment and supplies. The Contractor shall ensure before every shift all medical supplies and equipment are serviceable and available. The Contractor shall prepare reports of medical incidents and document all medical emergencies utilizing an Emergency Medical Service (EMS) Run Report for Pre-hospital Patient Care as approved by local licensed medical director secured by the Contractor.

• Provide all emergency medical equipment, personal protection equipment (PPE), and emergency expendables such as cleaning supplies, gloves, masks, and medical supplies
