1. The Contractor shall provide vehicles for use to support the following East Region Centers;
GSFC, GRC, LaRC, WFF and IV&V. These Contractor provided vehicles shall conform to the following:
A. Vehicle Specifications of Emergency Response Vehicles (Marked Patrol Vehicles):
(1) Description: The vehicles used for emergency response shall be white in color and equipped with blue or blue/white lights, siren, public address, basic first aid kit, and vehicle fire extinguisher. Radio equipment, speed detection devices, and pillar mounted spot/take-down lights shall be installed as specified by the manufacturer. The contractor shall provide the number and mix of vehicles as listed in the annex and operate all vehicles required to meet the performance requirements of this PWS and the Center Annex. Each vehicle provided must be new or less than three (3) years old at the beginning of the contract. No vehicle may have more than 10,000 miles of usage when accepted into service under this contract. All vehicles will be equipped with equipment needed to meet the National Traffic Incident Management (TIM) requirements and NFPA 1091. All personnel shall be TIM certified. All vehicles shall conform to a standardized visual pattern and present a uniformed and professional image.
(2) The contractor shall, to the maximum extent possible, standardize the vehicles used for marked patrol across the East Region. Sedans shall be of large size and SUVs shall at a minimum be of medium size. The contractor shall provide four-wheel drive vehicles, ATV, trailers, and bicycles, as required to perform as specified in the Annexes. Such vehicles shall conform to a standardized visual pattern and present a coherent and professional image. The Annex COR shall concur with the appearance standards for unusual vehicles used to support this PWS. Sedans shall be of large size and SUVs shall, at a minimum, be of medium size. Vehicles shall be capable of performing all daily operations as described in the PWS, accounting for climate, geography, and terrain to be patrolled. Vehicles shall have heavy duty components for electrical, cooling and suspension systems for the rigors of police and security patrol. All contractor provided emergency response vehicles shall new and within one-year of the model and make year of the Center transition.
Size: Large sedan, large or medium SUV Type: Sedans/Passenger cars shall be a “large car” as defined in 40 Code of Federal Regulations (CFR) 600.315-82(a)(1)(vi), i.e. (greater than or equal to 120 cubic feet (3398 liters). Example of acceptable vehicles are Dodge Charger or an American made vehicle of like size, quality, and fit and finish.
Pickup Trucks shall be a minimum of full-size, i.e. having a Gross Vehicle Weight Rating (GVWR) pickup truck of 6,000-8,500 pounds. Trucks shall have on and off- road capability (e.g. four-wheel-drive system that includes low-range gearing or equivalent that can operate on varying terrain).
Vehicle must be capable of towing a mobile traffic sign, and carrying traffic cones, collapsible barriers, and other law enforcement equipment.
Examples of acceptable vehicles are Chevy Silverado, Dodge Ram, Ford F- 150, or an American made vehicle of like size, quality, and fit and finish.
Sport Utility Vehicles (SUVs) shall be a minimum of mid-size, i.e. having a Gross Vehicle Weight Rating (GVWR) of 4,500 – 6,500 pounds. SUVs shall have on and off- road capability (e.g. four-wheel-drive system that includes low-range gearing or equivalent that can operate on varying terrain). Vehicle must be capable of towing a mobile traffic sign, and carrying traffic cones, collapsible barriers and other law enforcement equipment. Examples of acceptable vehicles are GM Tahoe, Dodge Durango Pursuit, Ford Explorer, or an American made vehicle of like size, quality, and fit and finish.
Law Enforcement Technical Specifications: Vehicles shall be designed and intended for law enforcement use.
B. Non-Emergency Response Vehicles (i.e., locksmith, training, etc.):
(1) Description: The vehicles used for non-emergency response shall be white in color.
They shall conform to a standardized visual pattern and present a uniformed and professional image. SUVs shall, at a minimum, be of medium size. Vehicles shall be capable of performing all daily operations as described in the PWS, accounting for climate, geography, and terrain. Vehicles shall be capable of towing a small trailer.
Size: Medium SUV, light duty truck, or utility van
Type: Work Vans shall be a minimum of full-size; i.e. having a Gross Vehicle Weight Rating (GVRW) of 8500-9900 pounds. Vans shall have storage capability for various tools and miscellaneous parts and be equipped with a roof rack capable of carrying multiple work ladders and other miscellaneous materials. Examples of acceptable vehicles are Ford Transit, Chevrolet Express Cargo Van, Dodge Ram ProMaster® Cargo Van, or an American made vehicle of like size, quality, and fit and finish. Where a center annex requires a small van for a particular function, the contractor may offer a smaller edition of a van represented above (e.g. Ford Transit Connect or Ram ProMaster® City).
Year/age: Mileage/hours/operational usage must sustain 5 years of continuous operational use with contractor provided general maintenance to OEM specifications. Law Enforcement Technical Specifications is not required.
Non-Emergency Response Vehicles: Shall not have decals/markings or company logo or markings.
C. Fueling
Fueling requirements are outlined in Center Annexes.
D. Maintenance
Contractor shall maintain vehicles and emergency equipment in accordance with the manufacturer’s usage-based specifications and recommendations. Vehicles police mobile radios will be maintained by NASA.
E. Insurance Certification

2. All emergency response vehicles provided by the Contractor shall conform to the following equipment requirements:
A. Warning Equipment: The Contractor’s marked patrol vehicles shall be equipped with warning equipment (emergency lights, sirens, and public address systems). All marked patrol vehicles in the East region shall be configured to the same standard and have identical equipment from a major OEM. Regardless of manufacturer, the Light Bar, Siren and Public Address System, and Controller shall be from the same OEM. The light bar shall present the same general appearance as the clear lens, low profile, Whelen Justice™ WeCan “WC” Series LED light bar and be configured as shown in the image below. The Whelen Justice™ light bar in the below configuration is approved for use when sized appropriately for the vehicle. Any light bar OEM and any configuration other than that shown below shall be approved by the COR prior to offer and shall include, flashing Blue and White lights to the front and Blue flashing lights to the rear, Blue corner lights (showing to the corners (approx. 45%) of the vehicle), White alley lights (showing to the sides (approx. 90%) of the vehicle), and White takedown or scene light(s) (showing to the front of the vehicle).
(1) The light bar shall have a front facing light setup and a rear facing light setup.
(2) The front facing setup shall utilize Blue LED modules alternated with White LED modules and “center based” or “end based” White “takedown or scene” spotlight(s) (center based is approved as depicted below).
(3) The corner lights shall be Blue in all four (4) corners and the side “alley” lights shall be White only floodlights or selectable Blue/White multi-color floodlights.
(4) The rear facing setup shall be several segmented Blue only (approved as shown below) or selectable warning Blue/traffic tracing Amber multi-color LED modules.
(5) Using the OEM controller, the light bar shall be capable of several flashing patterns.
(6) The alley lights shall operate together (both on) and separately (one or the other on), and independent of, and in conjunction with, the rest of the light bar.
(7) The takedown or scene light(s) shall operate together (both on) and separately (one on) with the alley light(s), and independent of, and in conjunction with, the rest of the light bar.
(8) The four (4) corner lights shall flash all together (simultaneously) when the light bar is in warning mode (flashing to warn traffic).
(9) The several segmented rear-facing LED lights shall be capable of “tracing” right, left, or center out, to direct traffic around the vehicle in Blue only or Blue/Amber multi-color.
B. Siren and Public Address (PA) system, and Controller: The Contractor shall select and install a siren and PA system, and a controller, from the same OEM as the light bar or an OCM that integrates such equipment, if the OEMs are different. The siren/PA system shall be a minimum 100 Watt three-tone siren with a PA microphone. The controller panel shall have adjustable backlighting, a three-position switch with indicator lights, and be capable of controlling the selected light bar, siren, and PA.
C. For marked patrol vehicles, the Contractor shall provide and install a Center Console for the mounting of all necessary electronic equipment, including GFE provided, mobile radios. As an example, see the image below.
D. Available Equipment: The Contractor shall purchase and ensure the following equipment is available in each marked patrol vehicle: Basic first aid kit, vehicle fire extinguisher, mobile radio equipment including antenna, and in-car video. As required by the Contracting Officer (CO), the Contractor shall also purchase and install other equipment such as weapons racks/safes, ballistic shield, force entry tools (bolt cutter, sledgehammer, and Halligan bar), speed detection devices, and pillar mounted spotlights.
E. The Contractor shall, as required by Center Annex: purchase and install prisoner cages, K-9 automatic remote-control door opener (similar to a K9 Hot-n-Pop pro), and a temperature monitoring system that monitors temperature in the vehicle via Bluetooth connectivity, for marked patrol vehicles (see examples below).

F. Decals/Markings: The Contractor shall purchase and install decals and markings on each marked patrol vehicle in conformance to the following specifications:
(1) A vehicle decal system (day and night reflective), of adhesive application, shall be used to identify all marked patrol vehicles.
(2) The NASA Protective Services Logo (Protective Service Department Patch) shall be incorporated in the design (approximately 14” x 14”).
(3) The decal system shall include vehicle numbers, side and door panels, rear trunk/hatch panels, and a rear bumper panel, and shall include emergency call numbers decal on the rear quarter panels and the rear of the vehicle.
(4) Each vehicle shall be individually numbered on the left and right front quarter panel below the windshield.
(5) Each vehicle shall be individually lettered and include a moderately sized (about 3” letters) and large sized (about 4” letters) “NASA SECURITY POLICE.” The size of this marking shall be clearly visible and recognizable to pedestrians and vehicle operators.
(6) All lettering and numbering shall be appropriate for the size of the vehicle and coordinated and approved by the Annex COR prior to installation. If applicable-vehicle designs and decals shall remain on existing vehicles until end of service life or contract performance, whichever comes first.
(7) All vehicles shall identify the Center’s emergency phone number on both sides of the vehicle’s upper rear fender. Phone numbers to be provided by Annex COR’s upon contract award.

G. Administrative Vehicles:
(1) Contractor administrative vehicles (i.e. Locksmith and ESS) shall not have NASA decals/markings and shall not be marked with or display company logos or markings.
(2) Administrative vehicles shall not be used as emergency response vehicles.
