Contract Overview
This Performance Work Statement (PWS) for protective services addresses additional requirements for NASA Headquarters (NHQ).
Work under this contract shall be performed in and around the Headquarters facility located at 300 E St. SW Washington, D.C. 20546 and other areas directed by the Government and allowed by law, with primary duties generally performed at NHQ.
Subcontractors shall be accountable solely to the Contractor who, in turn is responsible to the Government.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform comprehensive security services as defined in this PWS except for those items specified as government-furnished equipment (GFE) and services. The Contractor’s performance shall meet or exceed the standards in this contract.
A primary and alternate NHQ Annex Contracting Officer Representative (COR) shall be appointed to provide Government surveillance of services provided at NHQ. Additional alternate CORs may be appointed to provide Government surveillance of services provided at the Center.

5.2 Locksmith Services

1. The Contractor shall provide all tools, supplies, and equipment for the performance of these duties except for those machines and tools listed as GFE.
Locks (Keys, Cores and Pins) requiring widespread (i.e., entire building) replacement are not considered limited bench stock and shall be provided by NASA as necessary. Purchased equipment shall be GFE or purchased by the Contractor as a reimbursable other direct cost and become GFE upon reimbursement to the Contractor.

5.3 Electronic Security System Services
At NHQ, the Contractor shall perform maintenance and new installation work in accordance with the current release of Institute of Electrical and Electronics Engineers (IEEE) Standard 100 National Electrical Manufacturers Association (NEMA) standard, the National Electrical Code (NEC)/National Fire Protection Association (NFPA) 70, Lenel OnGuard instructions, and functional requirements established by the Protective Services Office and NASA Headquarters.
The Contractor shall provide a 24-hour, 7-day a week operation and maintenance of the main computer system(s) and peripheral equipment which comprises the Enterprise Physical Access Control System (EPACS).

In addition to 5.3, A – D, at NHQ, the Contractor shall:

The Contractor shall monitor two workstations to include network video and Alarm Monitoring, install and maintain electronic security systems (ESS) intrusion alarms, closed circuit television, access control, electronic locking devices, turnstiles, bollards and other security barriers, audio alarms, and mobile video systems.
Conduct annual ESS testing for all ESS components as required by NASA to provide assurances that the ESS is in conformance.
F. The Contractor shall maintain the capability to expand existing electronic security systems as new requirements develop. Electronic security systems that are IT based shall adhere to the IT Security policies set forth in NPR 2810.1 Security of Information Technology.
G. Furnish the necessary tools and equipment to successfully support HQ EPACS operations and tagged and non-tagged system equipment. Replacement parts for HQ EPACS shall be supplied as GFE or under terms of the system and component warranties. Unless specifically stated, all purchased equipment shall become GFE or purchased by the Contractor as a reimbursable other direct cost and shall become GFE upon reimbursement to the Contractor.
H. The contractor shall purchase genuine LENEL® parts: Intelligent System Controllers, Reader interface boards, Alarm input/output boards. Readers will be PIV class with dual factor authentication where required.

6.3.1 Criminal Investigations

1. Conduct preliminary investigations and submit incident reports on lost or stolen property, suspicious activity, and other incidents. Preliminary investigations shall be conducted on the reported day and a preliminary report submitted to the GFE reporting system within four hours of clearing the scene of the incident. Final reports shall be submitted for NHQ Annex COR concurrence within 24 hours of incident termination. The Contractor shall ensure reports are detailed and accurate.

In addition to 7.0 A – K, at NHQ, the Contractor shall:
L. Support the processing of Foreign Nationals (FN) as the NHQ Assistant International Visitor Coordinator program by functioning as the Assistant International Visitor Coordinator (IVC). Contractor personnel performing functions as the assistant IVC shall possess and maintain a Secret security clearance.
M. Coordinate and work with the Center FNAM requestors and sponsors to process all FN access requests for onsite visitors, offsite visitors meeting with NASA NHQ organizations, and facilitate Center to Center visit requests.
N. Process access requests through the NASA IdMAX system and review all FN visitor access control plans to ensure the requirements for each visit are captured and accurate.
O. Complete the database checks through Visual Compliance, I-94, Systematic Alien Verification for Entitlements (SAVE), NCIC, Federal Bureau of Investigations File, National Criminal History Check (NCHC), and NHQ Counterintelligence Office checks for each FN access request.
P. Review each FN access request record for accuracy and forward the record to the NHQ Export Control Office for approval for all non-designated country FN visitors and to the HQ NASA Office of International and Interagency Relations (OIIR) Office for FN visitors who are from designated countries.
Q. Provide organizational services to the CCPS and the entire PSO by answering the office telephone, receiving/greeting visitors at secure doors, review correspondence, presentations, and other organizational documents, and tasks when requested or as needed.
R. Maintain hardcopy and/or electronic files for the PSO, including administrative files as well as technical documentation and reports IAW applicable standards and Government-approved procedures. The utilization of Government-provided archival systems for documentation is required.
S. Manage (including proof-reading for grammar and format) and coordinate the update of PSO Center Procedures.
T. Maintain inventory of supplies by identifying PSO stock items that need to be replenished and notifying the appropriate credit card holder of what needs to be ordered, and upon receipt of items, store the supplies in the appropriate location
U. Assist with the new EVAMS visitor management system. There may be times of high volume when assistance may be required.
V. Provide support to the badging office by scheduling badging appointments

b. Provide staffing and when necessary, develop topics for security awareness events in conjunction with other Center-level events. Support shall not exceed five events per calendar year during typical business hours.
