Contract Overview

This Performance Work Statement (PWS) for protective services addresses additional requirements for both Lewis Field (LF) and Armstrong Testing Facility (GRC-ATF), which collectively constitute NASA Glenn Research Center (GRC).

Work under this contract shall be performed in and around the Lewis Field located at 21000 Brookpark Road, Cleveland, Ohio 44135 and the Armstrong Test Facility located at 3899 E.

Scheid Road, Sandusky, Ohio 44870 and other areas directed by the Government and allowed by law. Primary duties will generally be performed at LF and GRC-ATF.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform comprehensive security services as defined in the PWS and PWS Annex, except for those items specified as government-furnished equipment (GFE) and services. The Contractor’s performance shall meet or exceed the standards in this contract.

A primary and alternate GRC Annex Contracting Officer Representative (COR) shall be appointed to provide Government surveillance of services provided at GRC. Additional alternate CORs may be appointed to provide Government surveillance of services provided at the Center.

3. At GRC, the Contractor shall become familiar with and use the GFE InfoBase Information System to identify the locations of hazardous chemicals.

Security Police Officers when responding to environmental emergencies and alarms. The Contractor shall be responsible for ensuring Security Police Officers are capable of using the gas monitors, the monitors are properly working, and are calibrated to industry standard. The Contractor shall keep a log of all gas monitor maintenance and calibration. The Government is responsible for the cost of maintenance, calibration and testing of gas monitors. The Annex COR reserve the right to request and audit gas monitor maintenance and calibration logs.

1. At GRC, the Contractor shall provide and maintain at a minimum 3 patrol vehicles at GRC-ATF and 5 patrol vehicles at LF meeting the requirement outlined in the PWS Vehicle Standards Attachment. The Contractor is responsible for transportation of their employees to facilities at LF and GRC-ATF to perform the duties of the PWS. Vehicles purchased for GRC-ATF and LF shall be operable during inclement weather conditions common to Northeastern Ohio, such as heavy rain, heavy snowfall, ice, and negative wind chill. Some roads at GRC-ATF are narrow, unpaved and include rough terrain, requiring a four-wheel drive SUV during inclement weather. The Contractor will also be required to tow two GFE provided speed detection trailers at both LF and GRC-ATF.

2. At GRC, marked Contractor provided vehicles are permitted to travel off GRC for fuel, maintenance, travel between LF and GRC-ATF, and for special events when directed by the GRC Annex COR.

3. At GRC, the Contractor is responsible for outfitting all patrol vehicles with the required emergency services equipment described in Attachment P. Any modifications from Attachment P must be approved by the Annex COR.

Note: The Contractor shall plan for all maintenance and fuel costs for Contractor provided vehicles at GRC LF and GRC-ATF. No onsite fueling stations are available for Contractor use.

1. At GRC, the Contractor shall also review all accountable and incoming CNSI to ensure proper classification markings in accordance with Information Security Oversight Office directives.

2. At GRC, the Contractor shall also maintain and update the database of accountable material which records receipt of, annual inventory, and transmission or destruction records of CNSI.

3. At GRC, the Contractor shall also be appointed as and serve as a NASA Declassification Authority and shall conduct automatic and systematic declassification reviews annually.

4. At GRC, the Contractor shall also maintain operation as an alternate distribution point for the Defense Courier Service (DCS) and maintain the Center’s account for transmitting incoming and outgoing material through DCS.

The Contractor shall:

i. Conduct a preliminary inquiry into the events that may have caused the loss or possible loss or compromise of CNSI and report findings to OPS within one working day of assignment as Inquiry Official.

ii. Submit a final incident report within 21 calendar days of the incident.

Formal reports to PSO shall contain no more than two spelling, grammatical, or technical errors.

In addition to 2.0, A – L, at GRC, the Contractor shall:

M. The Contractor shall support the Industrial Security support function:

1. Maintain a classified contracts database annotating the contract number, contract name, identification of the awarded contractor, performance period, NASA Contracting Officer (CO) name and phone number, and awarded contractor’s Facility Security Officer name and phone number.

2. Conduct an annual 100% review of all DD Forms 254 to ensure relevancy of DD Forms 254, the status of the contracts (active or closed).

3. The Contractor shall assist the OPS Industrial Security Specialist in developing contract clauses and assisting Program Managers and COs with the development of security clauses for classified contracts.

N. The Contractor shall support National Security Systems (NSS) function:

O. The Contractor shall provide certification and accreditation (C&A) support for classified computer systems. The Contractor shall prepare and maintain C&A documentation and System Security Plans (SSPs) for all CNSI computer and network systems that address and ensure protection measures commensurate with the classification of the system, the threat, and the operational requirements associated with the environment of the information systems. The SSPs shall be reviewed annually and approved every three years. Currently, GRC maintains two classified NASA NSS. C&A documentation and SSPs submitted to OPS shall contain no more than two grammatical, spelling, or technical errors. The Contractor shall support Classified Visit Management:

1. The Contractor shall Serve as the focal point for processing incoming and outgoing visitor certifications.

2. The Contractor shall process GRC visitor quests and certifications for attendance to conferences and related collateral and SCI activities.

3. The Contractor shall receive and maintain incoming visitor requests and certifications from outside agencies and industrial Contractors in support of collateral and SCI conferences, meetings, and activities occurring at GRC

P. The Contractor shall serve as the Alternate SCI Site Security Manager/Special Security Representative:

1. The Contractor shall assist the OPS SCI Program Manager/Site Security Manager in maintaining SCI Facility operations.

2. The Contractor shall develop and standard operating procedures and emergency action plans, and conduct annual reviews of documentation.

3. Host meetings, both collateral and SCI, ensuring all attendees meet the minimum access requirements.

4. Process program access requests and access revalidation requests.

5. Complete quarterly Office of the Director of National Intelligence reports on revalidation requests.

6. Conduct physical security surveys of NASA security areas when area modifications and facility accreditations are requested.

7. Due to the unique duty schedule with security operations, duty hours may shift to include after business hours and weekends when necessary to accommodate GRC senior manager use of the facility. Senior managers are expected to provide advanced coordination if the need exists to access the SCI Facility outside of normal business hours. The need for afterhours support is not expected to exceed two annual occurrences.

1. At GRC, the Contractor shall provide a newly or updated written GRC Pandemic Plan within 90 calendar days of the request and an annual review to include stakeholder involvement.

2. At GRC, the Contractor shall develop Emergency Exercise Documents in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) standards. All documents, with the exception of the Improvement Plan, shall be developed 15 working days before the exercise is scheduled. The Improvement Plan shall be submitted within 15 working days after the exercise.

3. At GRC, the Contractor shall provide Emergency Management Program Briefings within 30 calendar days of contract award date and as requested by the GRC Emergency Manager.

4. At GRC, the Contractor shall provide Emergency Management Training Course Lesson Plans. Plans and supporting documentation shall be developed within 180 calendar days of contract award date and updated annually.

1. At GRC, the Contractor shall maintain an inventory and status of all radios issued from the Protective Services Office to civil servants and contractors across GRC.

2. At GRC, the Contractor shall ensure all records pertaining to emergency preparedness communication tools are kept current.

In addition to 3.0, A – G, at GRC, the Contractor shall:

H. Ensure the serviceability and readiness of emergency response equipment vehicles and communications systems. Personnel shall be properly trained and proficient in the use of equipment.

I. Conduct operational readiness checks of the GFE response truck and contents, incident command trailer and contents, and decontamination trailer and contents. The Contractor shall notify the NASA GRC Emergency Manager of the need for and initiate a work order to address repairs.

J. Provide all emergency medical equipment needed to operate a BLS emergency medical first responder program at GRC LF and GRC-ATF, to include equipment, personal protection equipment (PPE), and emergency expendables such as cleaning supplies, gloves, masks, and medical supplies.

3.2 Emergency Operations

At GRC an Emergency Operations Center (EOC) is located at LF and GRC-ATF. Under certain circumstances as authorized by the NASA GRC Emergency Manager or PSO Chief, a virtual EOC may be activated utilizing GFE provided software.

At GRC, the Contractor shall:

2. At GRC, the Security Police Supervisor will also serve as the initial IC in accordance with NIMS until relieved by the Emergency Management Specialist, PSO Official, or the incident is terminated. The Contractor shall direct and/or monitor incident response to all emergencies, threats, alarms, and hazards. For larger scale incidents, a transfer of Command or establishment of Unified Command to the local fire department or a member of the Emergency Response Team may be needed. Fire and advanced life support emergency medical services are provided through mutual aid support from local jurisdictional fire departments and not GRC. The Contractor shall:

i. Assess and conduct scene size up of the incident and contain and control the area.

ii. Upon transfer of IC, continue to provide emergency management support for the response within the ICS command structure.

iii. Make or direct internal and external emergency notifications.

iv. Implement the incident command post, staging areas, ICS position assignments and the Incident Action Plan. The Contractor shall activate and staff the incident command trailer.

v. Conduct annual equipment training with Emergency Response Team (ERT) and support members.

5.3 Electronic Security System Services

At GRC, the Contractor shall provide maintenance and support for the existing and future Security Management Systems (SMS). The Contractor shall perform maintenance and new installation work in accordance with the current release of Institute of Electrical and Electronics

Engineers (IEEE) Standard 100 National Electrical Manufacturers Association (NEMA) standard, the National Electrical Code (NEC)/National Fire Protection Association (NFPA) 70, Lenel OnGuard instructions, and functional requirements established by the GRC Protective Services Office and NASA Headquarters.

The Contractor shall be responsible for identifying and coordinating all materials and labor necessary to replace cables that have been installed improperly or damaged in installation and working with installation vendors or Facilities Division SSC to correct.

6.2 Traffic Enforcement

1. At GRC, the Contractor shall control and enforce all parking regulations on GRC, direct and control traffic, and provide continuous surveillance and enforcement of GRC traffic regulations as specified in GRC Safety Manual, Chapter 19 and/or as directed by the GRC Annex COR.

C. At GRC, the Contractor shall issue and process traffic citations, update daily the traffic citation database, investigate traffic accidents, and complete detailed accident reports.

1. Note: GRC has approved and is currently using WatchGuard 4RE In-Car Video System & WatchGuard VISTA WiFi Body Camera systems.

2. The Contractor shall also be responsible for the purchase of all dash and body camera software, software maintenance agreements, and software upgrades as required to maintain security and functionality.

3. The Contractor shall be also be responsible for purchasing any hardware for the transfer of data from the camera systems to the GFE server.

In addition to 6.2 A – H, at GRC, the Contractor shall:

I. At GRC, the Contractor shall operate speed radar check points at least five hours per week or as directed by the GRC Annex COR. Speed Detection in sensitive areas shall be coordinated with the GRC Annex COR. The Contractor shall notify the GRC Annex COR and appropriate center management of any unusual or unsafe traffic, road and weather conditions. The Contractor shall deploy traffic control/safety devices to prevent access to unsafe areas. The Contractor shall provide all traffic control safety devices for Traffic Incident Management, to include high-visibility vests for all employees operating in the roadway.

J. At GRC, the Government shall provide two speed monitoring trailers. The Contractor is responsible for the deployment of the speed monitoring trailers and responsible for coordinating maintenance as directed by the GRC Annex COR.

6.3 Criminal Violation Enforcement

At GRC, the Contractor shall:

6.3.1 Criminal Investigations

1. At GRC, the Contractor shall only conduct preliminary investigations and submit incident reports on lost or stolen property, suspicious activity, and other incidents.

Preliminary investigations shall be conducted on the reported day and a preliminary report submitted to the GFE reporting system within four hours of clearing the scene of the incident. Final reports shall be submitted for GRC Annex COR concurrence within 24 hours of incident termination. The Contractor shall ensure reports are detailed and accurate.

2. At GRC, the Contractor shall also make notification to the GRC Annex COR, or designee, of any incidents involving outside law enforcement support.

1. GRC does not have a Firearms Range on Center. At GRC, the Contractor provided Security Police Protection Force Training & Development Officer is responsible for coordinating with local ranges for weapon training and qualification times for both Security Police Officers and Special Agents. All associated costs such as range time, labor, targets, safety equipment, and ammunition shall be paid for by the Contractor. Range ammunition shall meet range requirements and NASA standards.
