1.0 Uniforms and equipment requirements

The Contractor shall purchase and provide all uniforms, equipment, and materials, except as otherwise specified in the contract as necessary to successfully perform the requirements set forth in this NPS-ER

PWS.

Provide a sufficient quantity of uniforms to support multiple consecutive workdays, environmental conditions and appearance. Uniforms and equipment that are faded, frayed visibly stained or deemed unpresentable by the Annex COR shall be replaced.

1.1 Security Police Officers

The Contractor shall, consistent with the requirements of the Annex:

A. Issue standard, high quality, traditional styling uniforms that provide for superior appearance, comfort, durability, stain resistance, safety, and performance. Appropriate uniforms are to be worn by all uniformed officers when on duty or as directed. The full standard uniform shall be LAPD BLUE, also called LAPD NAVY, MIDNIGHT BLUE, and MIDNIGHT NAVY (RGB color 0, 51, 102 or CMYK color 100, 50, 0, 60 is a very dark blue color, the websafe version is hex 003366). The SPO duty uniform and duty equipment (duty gear) are considered items of Personal Protective Equipment (PPE) and shall be of the best quality for serviceability, durability, and protection as required given the riggers and hazarders of the security police mission.

B. Ensure every security police officer is attired and equipped to a single standard throughout East Region. Consideration for climate and geography is authorized by adjustments of fabric type and weight. The uniform selected by the contractor, shall conform to the highest quality manufacturing standards (double needle construction and shall provide for the officer’s professional appearance (sewn-in-creases), safety (flame resistant and antimicrobial), comfort (breathability and freedom of motion), durability (micro rip stop), stain resistance (silicone finish), and performance (communication ready wire pass throughs). No contractor identification, logo, or trademark shall be worn or displayed on any uniform at any time.

Inappropriate wear of the uniform while off duty is prohibited. Uniforms, other than those specified will be reviewed prior to submission and approved by the Annex COR prior to implementation.

C. Provide non-standard special uniforms: K-9 patrols, vehicle inspection posts and other specialized details (as authorized by the Annex COR) and for special events) shall be permitted to wear a unique uniform to meet the requirements of these assignments. Non-standard uniforms will be approved by the Annex COR prior to implementation. Non-uniformed officers shall wear appropriate and standard civilian attire that meets the needs of the mission and complies substantially with the provisions of this attachment. Contractor identification on civilian attire is not authorized when civilian clothing is worn in lieu of a standard uniform or a special non-standard uniform. These uniforms shall be of the same standards as above and differ only in color and have a more serviceable tactical style meeting the purpose of managing special equipment.

D. Provide sufficient quantities of uniforms, including the Outerwear Body Armor Vest (OBAV) carriers, issued to provide officers with clean serviceable uniforms for daily use. Old or damaged uniform items shall be replaced and not worn on duty. The uniform shall present a favorable public image; be well fitted (not baggie), clean, neat, and appear well pressed.

Footwear shall be serviceable (not appear unduly worn), clean, and polished at all times.

E. Uniforms, Patches, Name tags, Rank and Department Pins for security police officers shall consist of the minimum requirements listed below in (1)–(11). Items considered for geographical and climate condition adjustment, e.g. extreme cold, hot, arid, or humid climates, shall be approved by the Annex COR. SPO uniforms shall be standard across the entire force, coming from one manufacturer (manufactured in the United States). All duty gear shall be fully serviceable and professional in appearance. The uniforms provided as examples below are approved, other manufacturers, brands, or types of uniforms or parts of uniforms must be reviewed before submission and will be approved by the Annex COR unless the Annex COR identifies specific uniformity, serviceability, quality, or safety deficiencies between the alternative uniforms and the uniform parts provided as examples.

(1) Trousers: The standard uniform duty trousers for male officers shall be the First

Tactical®, Midnight Navy, Men's V2 Pro Duty Uniform 6 Pocket Pant (#114042-729).

The standard uniform duty trousers for female Officers shall be the Women's V2 Pro Duty Uniform 6 Pocket Pant (#124042-729). The duty trousers shall match the look and appearance of the standard uniform shirt and the OBAV. Trousers shall have no side seam stripe and shall have no cuff. Trouser shall be tailored with a “no break” hem, where the pant leg touches the top of the front facing of the shoe and the back of the hem does not pass the back collar of the shoe. A military or “guardsmen’s” hem or a “full or medium break” hem shall not be considered acceptable. The fabric shall be from the same manufacturer as the standard uniform shirt, hat, and OBAV. These high standards are required due to the requirements of this PPE item. (The attached image shows to uniform trouser but does not represent proper tailoring.)

If any other uniform trouser is recommended it shall be approved as required in B.

above and meet the salient features: 65/35 polyester/cotton blend with ARMS (double dye fabric for superior color fastness), Teflon® stain repellent finish, 2mm x 2mm double micro rip-stop, YKK® zipper (high production standards and quality control processes), Prym snap (silent fastening system in functional clothing vital for military and police), Melamine buttons, comfort stretch waist band, button waist stay, 7 fused 2.5” belt loops, 360 degree silicon gripper inside waistband, Welted zipper cargo pockets w/ 2 inner tool pockets, 4 inner pocket lanyard loops, fused hand pocket openings, permanent Supercrease® lint track (professional crease retention finishes repel oil, water and stains), besom back pockets (welted slit opening) with button closure, gussets from knee to knee, Triangle hand pocket bartack w/ coin holder stitch, If any other uniform duty shoe is recommended it shall be approved as required in B. above and meet the salient features: Full grain leather toe w/ side-zip (Polish and Fast on-off zipper), YKK® zippers (high production standards and quality control processes).

Lightweight, 3D spacer air mesh and perforations, full length, compression molded EVA midsole (lightweight cushioning, cooling, and reduces fatigue), TPU Heel Clip (stability, additional support through the heel cup and during heel strike), performance insole dual compound Polyurethane insole (improved breathability, cushioning, and shock absorption) and open cell foam top layer (breathable, moisture wicking and anti-microbial), and fiberglass reinforced composite shank (lightweight). 100% waterproof and breathable membrane for wet conditions.

(6) Rain Suit & Cold Weather Clothing:

a. Rain Pants, the First Tactical®, Midnight Navy, Tactix Rain Pant (114037-729), waterproof shell of 100% Polyester with 37.5® Technology, fully seam-sealed with pocket pass through on both sides. Velcro® closure access to uniform pant worn underneath. Two-button adjustable waistband elastic waistband. Articulated knee and gusseted crotch. Knee high waterproof zippers for easier donning and doffing over boots. High standards required due to this PPE item.

b. Rain Boots same as (5) above.

c. The standard uniform glove for officers shall be the First Tactical® Slash & Flash Hard

Knuckle Glove (#150012-019) BLACK. A Kevlar® lined palm that is Level II certified with flame resistant Nomex® jersey. Finished with a hard, TPR knuckle protection, and TouchTac™. These high standards are required due to this PPE item.

(8) Headgear: A standard, high quality, First Tactical®, Midnight Navy, Flex Fit Hat (#142062-729), fitted look, traditional buckrim lined crown, sewn eyelets, and blank front panels, baseball style (no button) hat, with NASA Protective Services, department patch (2.5” X 2.5”) embroidered or sewn on the front of the hat and appropriate cold weather First Tactical® Beanie cap (#142007- 729), where/when necessary, shall be worn while on duty. The Flex Fit Hat made of the same fabric as the duty uniform and shall have Teflon® Shield+ stain repellent finish. Beanie shall have a double layer headband. To avoid mismatched color fade, the fabric shall be from the same OEM as the standard uniform shirt, trousers, and OBAV. These high standards are required due to these PPE items.

(9) US Flag Patch: Cloth full color (red, white, and blue) standard American flag, sewn on the RIGHT shoulder of the sleeve of all upper body garments (shirt, softshell jacket, and parka), with blue field facing forward. The Protective Services uniform department patch shall be worn on the LEFT shoulder of the (shirt, softshell jacket, and parka) and on the uniform headgear.

(10) Nametag: Smith & Warren One-Piece Nameplate. Gold Color with black lettering and include the “serving since” date of the officer. Salient features: gold electroplate Mfg# C600 for gold color metal finish, 7/8"High x 2-1/2"Wide, combine nameplate and serving since attachment in one piece, and pin or clutch back. Worn on the OBAV name tape, softshell jacket & parka shell.

(11) Department and Rank Insignia: Smith & Warren Custom Collar Pins (C501L), 3 Letters (9/16" High) “N.P.S.” with periods (NASA Protective Services).

Worn by all Security Police Officers, on both Shirt collars, and on the storm fly of the Parka.

Sergeants (C542), Lieutenants (C538), Captains (C540) shall also wear rank pins in gold (Gold Electroplate). One worn to the RIGHT of the Name Tag on the name tape of the OBAV, and one on the storm fly of the Parka 3” below the breast pocket flap.

F. Duty equipment: All duty equipment (duty gear) shall include the equipment specified or be an equivalent, by manufacturer name, make, and model number offered prior to the proposal which shall be approved or rejected by the ANNEX COR. Uniform duty gear shall be standard across the force, coming from one manufacturer (Manufactured in the United States), and plain black in color. All duty gear shall be fully serviceable and professional in appearance. The duty gear provided as examples below are approved, other types of duty gear must be reviewed before submission and will be approved by the Annex COR unless the Annex COR identifies specific serviceability, quality, or safety deficiencies between the alternative duty gear and the duty gear provided as examples. Metal items shall be hidden, subdued black or gold in color.

(1) Duty Belt, PLAIN BLACK LEATHER, Safariland® Model 87 Suede Lined Belt w/ Buckle 2.25 inch or standard duty belt with a suede lining, double-tongue buckle and center belt stud fastener and w/ a free-sliding tip keeper.

(2) Duty Holster, plain black level III retention holster (Safariland® Model 6360 ALS®/SLS Mid- Ride, Level III Retention™ Duty Holster, forward cant, top thumb break, middle finger release and ejection port lock,) Right Hand Model 6360 SKU1120861 Part6360-83-491 and Left Hand

MODEL6360 SKU1121565 PART6360-83-492.

(3) Pants Belt: Shall be black in color, 2.25” wide to match the belt loops on the duty trousers, with hook and loop closure or buckle, single-tongue.

(4) Belt Keepers: Shall be plain black in color. Each SPO shall be issued four (4) hidden snap belt keeper with two (2) snaps, such as the Safariland® Model 62 Belt Keeper Hidden snaps.

(5) Magazine Pouch: Shall be plain black in color. A “face-out” double magazine pouch with vertical and horizontal belt slots for a 2.25” duty belt with hidden snaps and edge stitching, such as a Safariland® Model 78 Slim line Double Magazine pouch.

(6) Radio Carrier: Shall be plain black in color. A universal fit radio carrier with adjustable edged stitched band without visible snaps and a solid bottom retainer, such as a Safariland Model 763 Portable Universal Radio Carrier.

(7) Collapsible Baton: Shall be a standalone metal 21” friction lock expandable baton, such as the ASP 21’ Friction Loc Expandable Baton or a metal 21” expandable baton.

(8) Baton Holder: Shall be plain black in color. An expandable baton holder that can re-holster an extended baton that fits 16”-26” sized batons, has reinforcing rivets or screws at the opening, and edge stitching such as the Safariland Model 35 Baton Holder for expandable Batons.

(9) Oleoresin Capsicum (OC) spray Pouch.

(10) Flashlight small: Shall be plain black in color, First Tactical Small TRITAC Light (141004) CR123 cell, pocket clip, pocket carry.

(11) Flashlight Large: Shall be plain black in color. A large 5 C cell rechargeable flashlight with dual halogen/LED capability with at least 200 lumens output in halogen mode, constructed of aircraft grade aluminum such as the Streamlight SL-20X-LED Rechargeable Aluminum Flashlight.

(12) Handcuff: Shall be plain black in color. Hinged handcuffs with double lock slot and inner perimeter measurement of 5-3/4” to 8” with 22 locking positions, such as the Smith & Wesson Model SW300B Black Finished Hinged Handcuffs.

(13) Handcuff case (Hinged): Shall be plain black in color. A handcuff case for hinged handcuffs with a top flap cover, with hidden snap, or a handcuff pouch with top flap cover with edge stitching and hidden snaps compatible with 12. Above.

(14) Whistle Metal: Appropriate whistle and pocket hook, gold color.

(15) Security Police Shield: As required and consistent with the 8649338

(16) Center Annex, the Contractor shall ensure the purchase and application to the OBAV, softshell jacket, and the parka shell, SPO Shield patches or fabric embroidering in a design approved by the ANNEX COR. The consistency of patches being of importance in standardization requires that a single OEM be used for all needle work for a realistic appearance. Metal Security Police Officer Shields may be required if a Center Annex requires them and will be approved by the Annex COR.

H. Ensure additional patches, pins or other items not authorized for wear are displayed on any part of the uniform without authorization from the Task Monitor.

I. Ensure non-uniformed officers wear professional attire that meets the needs of the mission and complies with the provisions of this attachment in color scheme and readily identifies the wearer as Protective Services Staff. Contractor identification on civilian attire is not authorized when civilian clothing is worn in lieu of a uniform.

J. Ensure any proposed changes or modifications to the standard uniform are approved by the ANNEX

COR.

1.2 Soft Uniform for Non-officer Contractor Employees

The Contractor shall, consistent with the requirements of the Center Annex:

A. Issue a standard soft uniform duty polo style shirt for non-officer male and female employees.

B. Issue the First Tactical®, Midnight Navy, Men’s Performance Long and Short Sleeve Polo (112509-729) and Women's Performance Short Sleeve Polo (122509-729).

If any other soft uniform duty polo style shirt is recommended it shall be reviewed prior to submission and approved as required in 1.1,B. above and meet the salient features: 100% polyester jersey, snag, fade, shrink, and wrinkle resistant, wicking fabric with an antimicrobial finish and industrial strength melamine buttons, C. Ensure that Contractor identification is not displayed or affixed to civilian attire when civilian clothing is worn as a soft uniform.

D. Ensure the shirt presents a favorable public image. Soft uniforms shall fit well and be clean, neat, and appear well pressed.

E. Ensure footwear is clean, serviceable.

F. Pants or slacks shall be worn with the soft uniform (no shorts, dresses, or jeans).
