About this file
This is a Bid Form and Pricing Information attachment for a state and local contract opportunity with West Virginia for the Mineral Resource Building Core Lab Renovation Phase II on the Evansdale Campus in Morgantown, WV. The solicitation requires bidders to submit detailed cost breakdowns organized by MasterFormat 2018 divisions, including separate line items for labor and materials across thirty distinct construction categories spanning general requirements, existing conditions, concrete, masonry, metals, woods and composites, thermal and moisture protection, openings, finishes, specialties, equipment, furnishings, special construction, conveying systems, fire suppression, plumbing, HVAC, integrated automation, electrical, communications, electronic safety and security, earthwork, exterior improvements, and utilities. Bidders must provide a total base bid calculated from all applicable division costs, with the University reserving the right to accept or reject any or all bids in its sole discretion. The award will be issued to the lowest responsive and responsible bidder.
The bid form requires contractors to provide comprehensive labor rate schedules inclusive of all burden costs for multiple labor categories, including supervisors, foremen, and three tiers of laborers at regular, non-regular, and holiday/Sunday rates on an hourly basis. Bidders must also specify a percentage markup for subcontractor work or indicate zero if all work is self-performed. The form serves as backup documentation for purchase order adjustments and allows for flexibility in rate structure, permitting bidders to exclude unnecessary labor categories or add additional rates as project requirements dictate. All cost entries must be completed by the bidder's authorized signatory with printed name and title, with the form version dated February 2024.
