About this file
This is an Additional Instructions attachment for a rebid Invitation for Bid (IFB) issued by the Illinois Department of Innovation and Technology for Fiber Construction Services in the North Region (B-50657). The solicitation seeks a multi-award Primary and Secondary Vendor to provide fiber construction services across the designated North Region counties, which include Jo Daviess, Stephenson, Winnebago, Ogle, Carroll, Whiteside, Lee, Lasalle, Bureau, Henry, Rock Island, Mercer, Henderson, Warren, Knox, Stark, Marshall, and Putnam. Bidders must submit pricing for all line items to be considered for award. The North Region is specifically defined by the attachment's accompanying map.
Pricing shall be structured with labor hour costs entered as per-hour rates inclusive of prevailing wage, fringe benefits, FICA, Workers' Compensation, liability insurance, and unemployment insurance. Machinery and equipment costs are to be entered as hourly rates, and system patrolling and inspection costs are similarly calculated hourly. Material costs and equipment costs are reimbursable at vendor cost with commercial invoices required; placeholder amounts of $500,000 for materials and $100,000 for equipment have been designated in BidBuy as billing mechanisms and are not guaranteed or part of the evaluation criteria. Each bidder must submit three similar or greater-scope projects with contact information and contract values. The award will be granted to the responsive, responsible vendor with the lowest price, though the attachment notes an apparent discrepancy by referencing the South Region in the award language.
