About this file

This document contains the Reservoir/Pond Cleanout Specifications for a federal contract opportunity. The key details are:

The specifications outline requirements for the control of noxious weeds, access to sites, clearing and grubbing, pond/reservoir cleanout, overflow/spillway cleanout, and dam reconstruction. Equipment must be cleaned to prevent the spread of invasive species. Sediment is to be removed to the original depth and diameter of the reservoir/pond, with side slopes and dam faces maintained at specific ratios. Overflow spillways must be cleaned and located on native surfaces. Breached dams are to be repaired with moist soil and compacted.

This specification is related to Solicitation Number 12048924R0011 for the LaGrande Livestock Water Development Project, which involves the construction or reconstruction of 25 water developments to be completed by November 1, 2025. The contractor will be responsible for supplying all equipment, transportation, personnel, tools, and supervision, as well as picking up and hauling materials from the LaGrande Ranger District.

Reservoir/Pond Cleanout Specificaons 9/5/2023

Control of Noxious Weeds

Equipment shall be clean of all soil, seeds and other foreign material prior to mobilization onto National Forest lands. Equipment will be cleaned prior to moving from one work location to another if invasive species are known to occur at the site.

Access Some sites may require opening of roads closed by earth berms. Any berms removed for access will be reconstructed to the original condition following cleanout work. Any trees removed from the access road will be placed to the side of the road.

Clearing and Grubbing

The area within the footprint of the reservoir/pond including the dam and overflow/spillway, must be cleared of all trees, brush and down logs. All clearing and grubbing materials will be moved at least 50 feet from the perimeter of the reservoir.

Pond/Reservoir Cleanout All accumulated sediment will be removed to the original depth and diameter of the reservoir/pond.

The upstream/upslope entry to the reservoir will be maintained no steeper than 3:1. Side slopes and dam face will be maintained at a 2:1 ratio. All sediment shall be removed and spread evenly over an approved area as to not affect the performance of the dam and overflow. Material can be cast over the dam face, however sediment shall not be left on the foundation area to a depth of more than 6 inches above undisturbed foundation material.

Overflow/Spillway Cleanout The overflow/spillway will be cleaned of all trees, brush and down logs. As constructed, overflows will be located on native surfaces, never over the dam face. Depth of the overflow will allow a minimum of 12” of freeboard for the dam.

Dam Reconstruction Some dams may have been breached due to various causes. If a dam has been breached, the dam will be repaired with moist soil (not wet pond sediment) and compacted with a bucket in lifts of no more than 8 inches. If moist soil is not available, pond sediment can be mixed with dry soil to allow for appropriate compaction. Dams will be reconstructed to the original height and width and be level.
