About this file

This document is an attachment that provides detailed specifications for the materials and installation requirements for water troughs, spring collection boxes, and fencing that will be used in a federal contract opportunity.

The key details are:

  • Water troughs are to be 500-gallon aluminum troughs, 10'x4'x19" deep, with four 1.5" female pipe fittings, a bird escape ramp, and a float valve to control water flow.
  • Spring collection boxes are 18"x18"x24" aluminum boxes with two 1.5" fittings, a mesh back panel, and a hinged lid.
  • Trough decks or crushed rock pads will be used as the base, depending on truck access.
  • Plumbing components include 100' of 1.5" black poly pipe, galvanized fittings, and a float valve.
  • Exclosure fencing will be constructed using either buck-and-pole or 4-strand barbed wire fencing, depending on the size, with steel posts, larch stays, and a minimum 10' wide gate.
  • All materials will be provided at the LaGrande Ranger District, and the contractor will be responsible for transporting them to the 25 project sites.

The related federal contract opportunity is Solicitation Number 12048924R0011, "LeGrande Water Development", which involves the construction or reconstruction of 25 water developments to be completed by November 1, 2025.

Material List for Typical Spring and Trough Development

Water trough:

Aluminum; 500 gallons; 10’X4”X19” deep; with four 1.5” female pipe fitting openings, 2 openings on each end at top edge, and 2 openings at bottom of each end of the trough; one bird escape ramp.

Collection Box:

Aluminum; 18” Width X 18” Length X 24” deep; with two 1.5” female fittings; mesh back panel; hinged lid with hasp.

Base Materials: Pressure treated wood or crushed rock will be used at each installation site.

A trough deck will be used where access by truck is not possible. Trough decks will be set level on or into the native surface where the tough will be installed. The deck will not be placed on fill material, excavation may be required to allow 36” of level surface around all sides of the trough. The trough deck will be placed flush with the level surface.

Where truck access is possible, placement of 3” minus crushed rock (20 cyd) in a pad 20’x20’ will be used. This rock will be placed on a leveled area and spread to create a flat and level pad for installation of the trough. Rock will be located at a nearby USFS quarry site.

3- 2”x12” x 10’ decking 4- 4”x4”x 48” cross ties 30d nails

Plumbing components:

1-100’ black plastic poly pipe’ 1 1/2” dia; 80psi (may require more or less for each installation) 3-1.5” galvanized plugs 20-1.25”-2.25” hose clamps (2 boxes) 2-1.5” plastic couplers 1-1.5” galvanized Tee 3-1.5”X 3” galvanized nipples 2-1.5” galvanized elbows 1-1.5” x 24” galvanized pipe 1- Float valve 1- 1.5-1” reducer for float valve Installation:

Troughs will be installed in an area marked by the USFS. Trough location will be leveled with hand tools or light equipment to allow no less than 36” of level ground around the trough. (See description of base materials).

Spring boxes will be installed in area marked by the USFS. The spring collection box will be placed a minimum of 18” in depth or at a level that allows water to collect and exit through one of the 1.5” outlets.

The unused outlet will be plugged. The spring side of the spring box will have 1.5” dia drain rock placed against the mesh screen (12” spacing) to prevent soil from entering the spring box. The outlet side of the spring box will have a bentonite seal made around the pipe and against the sides of the spring box to prevent water from chasing the delivery pipe.

The delivery pipe will be buried approximately 12” below the soil surface and backfilled with rock free soil if possible to prevent damage to the delivery pipe. The delivery pipe will be connected to allow water to enter the trough through the bottom inlet. A float valve will be installed at the entry fitting to control water flow into the trough.

The overflow will exit from either end. A galvanized “T” will be used on the inside of the trough to prevent debris from entering the outlet. A 24” galvanized down pipe will be used outside the trough and connected to the overflow pipe. The overflow pipe will be buried approximately 12” below the soil surface and backfilled with rock free soil if possible to prevent damage to the overflow pipe. The overflow pipe will be daylighted no less than 25’ from the trough in an area that allows water to re-enter any natural drainage. The end of the overflow pipe will be secured to a steel post as a marker.

All poly pipe connections will be clamped with two stainless steel hose clamps tightened to prevent leakage. All fitting connections will be installed with pipe sealant and tightened to prevent leakage.

Troughs will be secured by setting one 60” treated 5-6” post at each end of the trough 30” deep. Posts will be left full height above the trough. The trough will be wrapped with a double loop of 12.5 gauge barbless cable around the perimeter of the top lip and secured to the posts. If setting posts is not possible due to rocky ground, a double rock jack will be built at each end to secure the trough.

Spring Exclosure Fence

Exclosure fences will vary in size depending on area to protect. All wet areas will be included within the exclosure unless otherwise described by the USFS.

Exclosures equal to 20’x20’ will be made from buck and pole materials collected on site or provided from the USFS. Native materials will be lodgepole pine or larch only. See Specs.

Poles- 14-16’ 3-4” on the small end Bucks- 6-7” x7’ 6” helix nails

Exclosures greater than 20’x20’ will be constructed with same specifications as a four-wire barbed wire fence. 40” top wire, 18” bottom (smooth) wire. Steel posts will be spaced 16’-18’ apart with double larch stays spaced evenly between steel posts/tree/rock jack. One gate no less than 10’ wide will be installed.

See Specs.

Barbwire-12.5 gauge Barbless cable- 12.5 gauge 5.5’ 1.33 steel posts and clips 1 ¾” barbed fence staples 6” helix nails Split larch 48” stays Split larch 60” jack sticks (as needed)
