Recovery Coordination Program Key Personnel Attachment 9 Senior Program Manager – Recovery Coordination Program (RCP) Duties and Responsibilities
· Manages highly technical, complex, and/or large programs ensuring financial, technical, and administrative aspects of contract requirements are met.
· Obligates contractor resources and coordinates the obligation of subcontractor team member resources.
· Responsible for overall costs, schedule, and performance of all delivery orders under the contract.
· Discusses performance, proposes initiatives, and establishes priorities resulting from frequent meetings with the government program manager.
· Serves as contractor’s authorized interface with the Government’s Contracting Officer Representative (COR) or equivalent.
· Supervises contractor personnel and operations by formulating and enforcing work standards, assigning work schedules, allocating resources, reviewing work discrepancies, and communicating policies, purposes, and goals of the organization to subordinates.
· Plans and directs program execution.
· Assigns, schedules, and reviews the work of subordinates.
· Demonstrates a high level of communication skills with all levels of management.
· Monitors and reports on progress.
· Ensures that outcomes metrics, versus process metrics, are measured and reported.
· In collaboration with the Services, supports standardization across locations and Services for best practices and outcomes.
Minimum Years of Experience
· 15 years demonstrated experience in program management or project management.
Degree/Education/Certification
· Master’s Degree in Business Administration
· Project Management Professional (PMP) required
· Lean Six Sigma required.
Senior Project Manager- Education and Employment Initiative (E2I) Duties and Responsibilities
· Serves as a technical or functional expert and applies expert functional knowledge and experience to plan and execute the Education and Employment Initiative (E2I).
· Plan, direct, organize, control, and coordinate with E2I Regional Coordinators to establish and maintain relationships with private, public and nonprofit organizations to provide education and career opportunities available to transition to civilian life.
· Coordinate with E2I Regional Coordinators and develop functional guidance.
· Established processes and procedures to facilitate the accomplishment of tasks and defines the standards for quality and timeliness to ensure results.
· Conducts hiring of team personnel and ensures that all personnel assigned to the task meet government qualification standards and receive necessary training.
· Directs program activities to meet client and organization work objectives.
· Ensures compliance with relevant corporate and government policies and standards.
· Reviews opportunities for breadth and scope, and makes recommendations for change, to ensure that opportunities are appropriate and best suited for military service members.
Minimum Years of Experience
· 10 years demonstrated experience in human resource management Degree/Education/Certifications

Senior Project Manager- Operation Warfighter (OWF) Duties and Responsibilities
· Serves as a technical or functional expert and applies expert functional knowledge and experience to plan and execute activities related to Operation Warfighter (OWF).
· Coordinates with regional coordinators and develops functional guidance.
· Plan, direct, organize, control, and coordinate regional coordinators activities to include reviewing and approving work products; ensuring compliance with management policies, plans and procedures; interfacing with the Government; and reviewing and making recommendations to the government regarding the efforts of the regional coordinators so that the proposed efforts are consistent with cost, schedule, and performance requirements.
· Established processes and procedures to facilitate the accomplishment of tasks and defines the standards for quality and timeliness to ensure results.
· Conducts hiring of team personnel and ensures that all personnel assigned to the task meet government qualification standards and receive necessary training.

Senior Project Manager- Caregiver Support Duties and Responsibilities
· Serves as a technical or functional expert and applies expert functional knowledge and experience to plan and execute activities related to Caregiver Support.
· Coordinates with Peer Support Coordinators and develop functional guidance.
· Plan, direct, organize, control, and coordinate Caregiver Support activities to include reviewing and approving work products; ensuring compliance with management policies, plans and procedures; interfacing with the Government; and reviewing and making recommendations to the government regarding the efforts of Caregiver Support so that the proposed efforts are consistent with cost, schedule, and performance requirements.
· Established processes and procedures to facilitate the accomplishment of tasks and defines the standards for quality and timeliness to ensure results.
· Conducts hiring of team personnel and ensures that all personnel assigned to the task meet government qualification standards and receive necessary training.

Testing Specialist (Intermittent Verification and Validation (IV&V)/Government Acceptance Testing (GAT).
Duties and Responsibilities
· Serves as a technical or functional expert and applies expert functional knowledge and experience to design and execute IT software tests and evaluating results to ensure compliance with applicable regulations.
· Prepares test strips and all required test documentation.
· Designs and prepares all needed test data.
· Analyzes internal security within systems.
· Reviews test results and evaluates for conformance to design.
· Maintains current knowledge of relevant developments in software testing and design, system hardware and software engineering.
· Provide technical/administrative direction for personal performing software development tasks.
· Ensure that client requirements are clearly understood and facilitate the translation of those requirements into the development cycle.
· Serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
· Prepares and provides various reports and technical reviews to senior management as requested.
· Ensures compliance with relevant corporate and government policies and standards.
Minimum Years of Experience
· Minimum 6 years demonstrated experience in executing IT software tests and evaluations.
Degree/Education/Certification
· Bachelor’s Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, or Business
Quality Assurance Analyst
Duties and Responsibilities
· Responsible for providing technical and administrative direction for personnel performing program development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, review of program documentation to assure government standards and requirements are met, and for progress in accordance with schedules.
· Provides independent assessments of how a project's process is being implemented relative to the defined process and recommends methods to optimize the organization’s processes and efficiency.
· The QA Analyst coordinates with the Project Manager and/or Quality Assurance Specialist to ensure that problems are solved to the government’s satisfaction.
· Prepares status reports and presentations on assigned projects.
· Responsible for developing quality assurance plans and implementation of quality assurance with requirements.
· Responsible for verifying that each functional component of the project follows a defined process that conforms to the requirements as well as best industry practices.
· Ensures that outcomes metrics, versus process metrics, are measured and reported.
· In collaboration with the Services, supports standardization across locations and Services for best practices and outcomes.
Minimum Years of Experience
· Minimum 5 years demonstrated experience in applying quality control and quality assurance management procedures
Degree/Education/Certification
· Bachelor’s Degree in Business Management.
· Quality Assurance certification is required.
Senior Project Manager- Military Adaptive Sports Program (MASP) Duties and Responsibilities:
· Serves as the senior policy and Subject Matter Expert for the DoD Military Adaptive Sports Program.
· Provides guidance and support to government lead in the development and promotion of program policies.
· Participates in development and implementation of goals and objectives for the program in collaboration with subject matter experts from the interdisciplinary/inter-professional team.
· Communicates with senior military, government, Non-Governmental Organizations, and program management leadership involving the totality of DoD’s Military Adaptive Sports programming and operations.
· Assists with the development and coordination of Memorandums of Understanding with non-governmental organizations (NGOs) and government agencies that promote Military Adaptive Sports.
· Responds to government lead’s need for support to include conducting research, developing reports and briefing slides, and attending meetings and participating in conference calls.
· Directs program activities to meet client and organization work objectives.
· Serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
· Prepares and provides various reports and technical reviews to senior management as requested.

· Must have demonstrated experience working with individuals that require sporting equipment modifications to participate in physical activity.
Degree/Education/Certification
· Master’s Degree in sports management.
· Certified Adaptive Recreation & Sports Specialist (CARSS) is desired, but not required.
· Project Management Professional (PMP) certification required.
Senior Program Manager- Warrior Games Duties and Responsibilities:
· Manages highly technical, complex, and/or large programs ensuring financial, technical, and administrative aspects of contract requirements are met.

Operations Research System Analysis (ORSA): (Quality Assurance) Duties and Responsibilities
· Introduces quantitative and qualitative analysis to the decision-making processes by developing and applying probability models, statistical inference, simulations, optimizations, and economic models
· Leads a team of analysts in the selection and application of analytical methods from mathematics, science, and engineering disciplines to solve management problems though optimal allocation of capital, materials, equipment, and people resources.
· Guides all aspects of the analysis life-cycle, including business process mapping activities, method development and implementation, and quality control of results.
· Authors complex documents and briefs describing and visualizing results for senior leaders.
· Ensures that outcomes metrics, versus process metrics, are measured and reported.
· In collaboration with the Services, supports standardization across locations and Services for best practices and outcomes.
Minimum Years of Experience
· 9 years’ demonstrated experience in utilizing operations research methods to conduct complex analyses of systems and operations.
· Minimum 5 years of demonstrated experience in operations research methods with SAS or “R” statistical programming language software
· Minimum 5 years of advanced techniques such as: optimization, data mining, statistical analysis and mathematical modeling, to develop solutions that help businesses/organizations operate more efficiently and cost-effectively
· Demonstrated experience managing a team that utilizes analytic applications/software (some examples are: Office Suite, Adobe Pro, Visio, R/R studio, Visual Basic for Applications (VBA), SQLite, SPSS, HTML/CSS/JavaScript, Duplicate File Detector, MiKTeX (free/open source typesetting software), Rtools, AnyLogic Professional, Python, Angular/React, AWS, PowerBI/Tableau, Github, and Microsoft Project)

Web Content Analyst: (NRD) Duty and Responsibilities
· Responsible for creating and/or acquiring content for websites, email newsletters, and other online communication media.
· Provides for development and content that will motivate and entertain users so that they regularly access the website and utilize it as a major source for information and decision-making.
· Provides managing/performing website editorial activities including gathering and researching information that enhances the value of the site.
· Provides for textual content for websites (including feature articles, advertising copy, links, FAQs, etc.) to include but not limited to: Managing the creation/acquisition of content in accordance with the schedule; Prepare textural content for e-newsletters; Design web forms; Specify the multimedia content needed to support or work alongside textural content; Locate and select appropriate, existing multimedia content, including still images; Liaise with multimedia specialist in the creation of any new multimedia content; Edit copy received from additional content contributors; Clear copyright for the use of any existing content; Respond appropriately to user enquiries, comments, and suggestions; Maintain menus, indexes, and directories within the site: Compile and analyze website usage statistics; Obtain and analyze user feedback; Recommend changes in editorial policy and site design.
· Works closely with analytic personnel to identify and track metrics to evaluate the effectiveness of the content produced.

· 5 years’ experience in system analysis with demonstrated experience analyzing web interaction, impressions and followers using Urchin 6 and Google Analytics and Simply Measured.
· 5 years’ experience managing content with demonstrated experience of graphic design, computer programming, and proficiency in web design using HTML, CSS, JavaScript, and editors (examples are: Photoshop, Illustrator, etc.).
· 5 years’ demonstrated experience working with high-traffic websites.

· Certification in web content management required Senior Computer Systems Analyst- National Resource Directory (NRD) Duty and Responsibilities
· Translates user requirements into functional requirements and solutions.
· Writes documentation to describe and develop installation and operating procedures of programs.
· Performs system, equipment and software analysis as well as engineering support functions.
· Analyzes and tests computer programs or system to identify errors and ensure conformance to standard.
· Consults with staff and users to identify operating procedure problems.
· Formulates and reviews plans outlining steps required to develop programs to meet staff and user requirements.
· Reads manuals, periodicals, and technical reports to learn how to develop programs to meet staff and user requirements.
· Devises flowcharts and diagrams to illustrate steps and to describe logical operational steps of the program.

Senior Communications Specialist- Communications Duty and Responsibilities:
· Assists in the creation of a communications programs that effectively describes and promote the organization and its products including graphics, brochures, company or product fact sheets, logos, or other promotional products.
· Assists with the implementation of a strategic, fully integrated line of products that complement strategic communications goals and objectives.
· Manages the research and development of content for publication of products.
· Supports building and sustaining successful cross-team structure capable of providing a broad range of media and communication support.
· Meets regularly with government program lead to discuss performance, propose initiatives, and establish priorities.
Minimum Years of Experience
· 10 years of demonstrated experience in marketing communications, media relations, or in public relations experience.
Degree/Education/Certification
· Bachelor’s degree in communications, journalism, or public affairs.
