Dear Ms. Campbell:
A survey for Lead-Based Paint (LBP) and PCBs was performed at the above referenced facility, on October 18, 2016 by Mr. Steven A. Lipson, a Certified Industrial Hygienist (CIH) who is also an accredited lead Inspector and Risk Assessor.
Measurements of lead in paint and lead in soil content were made using an Olympus Alpha X-Ray Fluorescence (XRF) device. Additionally, three confirmatory paint chip samples and 18 bulk soil samples were collected and forwarded to EMSL Analytical, Inc., in Cinnaminson, New Jersey for analysis via Atomic Absorption Spectrometry (AAS) in accordance with Method SW 846 3050B/7000B. Paint chip samples were collected of materials found to contain inconclusive concentrations of lead via XRF measurement. A single composite soil sample was collected for each structure with subsamples collected from all sides. Lastly, a total of two bulk samples (paint and window caulk) for polychlorinated biphenyls (PCBs) were collected for laboratory analysis by EPA Method 3540C/8082A, in locations including the Radio Beacon Building, Laundry Building, and four housing facilities identified by the client at the time of the survey.
this project was formulated and completed to meet and exceed requirements of BOTH the OSHA Lead in Construction standard (29 CFR 1926.62) and the EPA's Renovation, Repair and Painting (RRP) Program.
The scope of work performed by NV5 on this project included sampling of accessible interior and exterior components of thirteen residential structures occupying between 1,200 and 1,400 square feet each; plus benches, a lighthouse, three bay garage, laundry building, and a radio beacon building occupying between 100 and 1,000 square feet each.

1.0 Scope of Work
NV5 performed a lead-based paint inspection of the facility. During the evaluation, XRF testing was performed on accessible painted surfaces throughout each sampled area.
The facility contains former U.S. Coast Guard housing and associated buildings and was constructed between 1905 and 1962. The XRF testing was conducted using an Olympus Alpha XRF lead paint analyzer. A surface-by-surface visual assessment of the painted and/or finished surfaces was also conducted to determine overall material condition and the potential for risk to occupant and/or worker health.
Confirmatory paint chip samples were collected and forwarded to EMSL Analytical, Inc., in Cinnaminson, New Jersey for analysis via Atomic Absorption Spectrometry (AAS) in accordance with Method SW 846 3050B/7000B. Samples were collected of materials found to contain either inconclusive or highest concentrations of lead via XRF measurement.
LBP (Lead-Based Paint) is defined under the US Department of Housing and Urban Development (HUD) and the Environmental Protection Agency (EPA) as paint or other surface coating with lead content equal to or greater than 1.0 mg/cm² of surface area by XRF or 0.5 percent lead by weight (5,000 parts per million (ppm)) by paint chip analysis.
Multiple XRF measurements and three paint chip samples were collected throughout the facility. Of the XRF measurements collected, several locations measured lead content greater than 1.0 mg/cm2, and therefore -ssed using an XRF instrument. Additionally, paint chip samples were collected for any XRF results found to be inconclusive.
Additionally, a single composite soil sample was collected for each structure with subsamples collected from all sides. Lastly, a total of two bulk samples (paint and window caulk) for polychlorinated biphenyls (PCBs) were collected for laboratory analysis by EPA Method 3540C/8082A, in locations including the Radio Beacon Building, Laundry Building, and four housing facilities identified by the client at the time of the survey.

None of the samples were reported with a lead content greater than 5,000 ppm. The samples documented lead concentrations of 260 to 490 ppm. Although not designated as Lead-Based Paint (LBP) under the EPA definition, workers impacting these materials may be subject to OSHA regulations.

Samples collected from painted surfaces on the exterior of the Radio Beacon Building were found to be LBP and contain PCB concentrations. The EPA states that the
Jupiter Inlet Outstanding Natural Area Page #9 is designated by a finding exceeding 50 ppm (mg/kg). These results therefore document that the sampled materials are not regulated under EPA standards as PCB, however;
the material IS designated as LBP.
3.0 CONCLUSIONS, DISCUSSION AND RECOMMENDATIONS
None of the sampled materials were found to contain excessive levels of PCBs.
NV5 has no recommendations regarding PCB in caulk or exterior paints.
Soil sampling documented elevated lead concentrations around the 3-Bay Garage and the Lighthouse, as compared to the HUD standard (24 CFR part 35 and 40 CFR part 745) for bare soil in playground areas (<400 ppm). Notably, a standard also exists in this regulation for bare soil in non-playground areas (<1,200 ppm).
Neither of these sampled areas meets The noted standards are published for HUD housing and areas where children congregate. As the facility does not fall under either category, the standards are not applicable from a regulatory standpoint. Additionally, no State of Florida regulations exist, that would be applicable to lead in soils within the facility. As such, the client has no regulatory requirement for abatement of soils within the facility. Should the client choose to engage in abatement of the soils for reasons other than regulatory requirements, a cost estimate for such abatement is included in section 5.0 below.
A total of 919 XRF measurements were collected throughout the facility. Of the XRF measurements collected, several measurements yielded a lead content greater than 1.0 mg/cm2, as noted in the tables provided in Section 2.0. As previously noted, HUD regulatory standards do not apply to this facility, and there are no applicable State of Florida standards with respect to lead-in-paint at the facility. As such, only the EPA Renovation Repair and Painting (RRP) Rule and OSHA standards for worker exposure would be applicable to the identified lead-based paints and lead-containing paints.
Some of the collected measurements indicated detectable concentrations of lead below involving these materials may fall under OSHA regulations.
NV5 recommends that the materials be handled under safe working protocols, as established and published by applicable governing agencies.

For buildings designated to remain in place: stabilization of peeling and chipping painted surfaces must be performed by a properly trained contractor working under the EPA RRP (Renovation, Repair and Painting Program) rule or an EPA licensed lead-paint abatement contractor. NV5 further recommends that stabilization activities should be monitored under the direction of a Certified Industrial Hygienist (CIH). Although complete abatement of these materials is an available option, NV5 does not recommend such work at this time due to cost and lack of regulatory requirement.
Stabilization of painted surfaces requires the following:
Work must be performed by individuals trained as either EPA lead abatement workers, or EPA RRP trained workers.
Workers must undergo pre- and post- abatement lead blood level monitoring.
Workers must use personal protective equipment (PPE) including, but not limited to: eye protection, P-100 filtered respirators, protective clothing, and gloves.
OSHA personal exposure monitoring for workers is required to lower respiratory protection levels.
HEPA vacuuming for decontamination is adequate but must include washing of hands and faces with soap prior to eating, drinking, smoking or application of cosmetics.
Work practices should be designed by a CIH, and should include such items as debris containment, proper disposal and safe work practices.
No regulations currently in-place would require removal of soils from the areas identified discretion.
For buildings scheduled to be demolished: no physical abatement or removal of leaded paints prior to demolition activities is required, although worker protection rules regarding worker exposure monitoring and/or protection of workers during the demolition process do apply. All demolition work may be performed by any Florida Licensed General Contractor. Work requiring the disturbance of lead-containing materials fall under OSHA protection requirements. These requirements may include:
worker awareness training, safe work practices, worker personal exposure monitoring, personal respiratory protective equipment, and worker blood lead level monitoring. Air sampling during demolition procedures may limit the scope of these requirements.
As none of the facilities are scheduled to be occupied by children or financed by HUD, no Risk Assessment is required.
When conducting construction, renovation or demolition activities which disturb lead in any amount or create a potential for elevated lead exposure to workers, the employer is required to provide worker protection and conduct exposure assessments. Employers
Jupiter Inlet Outstanding Natural Area Page #11 standards for complete requirements prior to construction or demolition activities.
Notification must be given to all other contractors at the work site prior to the start of activities that may create a lead hazard. Characterization and disposal of lead-containing waste materials (LCWMs) must comply with federal, state and local authorities. As such, for any areas where lead paint abatement is conducted, TCLP waste sampling must be performed prior to disposal of generated waste.
For buildings scheduled to be demolished, TCLP sampling would not be necessary in accordance with Florida and EPA standards for all buildings with the exception of Cable Building #2. This building contained high lead levels on all exterior surfaces, representing a significant portion of the overall building. As such, Cable Building #2 presents a potential risk for hazardous waste content and should be sampled accordingly prior to disposal.
Contractors must maintain current licenses as required by applicable state or local jurisdictions for the removal, transport, disposal of LCWMs, or other regulated lead-based paint activities.
Damaged paint or deteriorated paint containing any lead should undergo corrective action to stabilize the paint, if and wherever found, for buildings not subject to demolition. This work should be conducted by an EPA Licensed Abatement Contractor, or RRP certified contractor utilizing lead-safe work practices. Paint stabilization usually involves removing loose and flaking paint, and repainting with a layer of protective non- LBP. If any construction or renovation work is conducted on the subject property, contractors and tenants should be notified about the presence, and location of identified lead-based paint.
Work activities impacting materials containing lead concentrations may pose a potential exposure risk for workers and/or building occupants. Workers trained in proper safety and respiratory protective techniques should perform renovation activities that may impact any lead-containing materials. Under the EPA Lead Renovation, Repair, and Painting Rule, contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination.
Applicable HUD regulations also require this practice.
The potential exists for additional suspect lead-containing materials to be exposed during demolition and/or renovation activities. Such materials should be sampled and analyzed for lead content prior to any renovation and/or demolition activities that could impact these materials.

4.0 SAMPLING METHODOLOGY & XRF PROTOCOL
The scope of work employed in the XRF testing of these areas was performed in accordance with HUD protocols listed in the Guidelines for the Evaluation and Control of Lead-based Paint Hazards in Housing, published June 1995, Chapter 7, revised 1997;
and 40 CFR Part 745 Lead-Based Paint Poisoning Prevention in Certain Residential Structures. Combined with the Paint Chip sampling, the scope of work was generated to comply and exceed applicable standards presented by both OSHA and the EPA RRP Rule.
During the course of the property visit, the NV5 representative performed a review of accessible areas of the subject buildings for the presence of suspect LBP.
As part of the survey, NV5 inspected surfaces throughout each sampled area to determine which surfaces were coated with paint. Painted surfaces were sampled via XRF to determine lead-based paint presence. Additionally, confirmatory paint chip samples were collected and forwarded to EMSL Analytical, Inc., in Indianapolis, Indiana for analysis via Atomic Absorption Spectrometry (AAS) in accordance with Method SW 846 3050B/7000B. Samples were collected of materials found to contain either inconclusive or highest concentrations of lead via XRF measurement.
In order to collect a measurement, the XRF aperture is held flush (as possible) against the sampled surface and held in place until the meter provides notification of a completed measurement. This task generally takes from seven to thirty seconds. The XRF uses an X-
-ray fluorescence radiation energy. The radiation detector within the XRF then translates these x-rays into a quantitative measure of lead concentration. If present, the XRF will determine the amount of lead in paint with a 95% confidence level. The lead concentrations are reported in milligrams per square centimeter (mg/cm2).
With respect to the protocol employed by NV5 on this LBP inspection, measurements were collected within building units on representative accessible painted building surfaces.
XRF analysis yields the total lead content of a painted surface, thereby not distinguishing between individual concentrations of painted layers. The XRF was calibrated with a National Institute of Standards and Testing (NIST) calibration surface prior to and post analysis of painted surfaces. Additional calibration measurements were collected periodically, at the discretion of the surveyor.

Therefore, under Title X, intact LBP on most although the paint should be maintained and its condition monitored to ensure that it does not deteriorate and become a hazard.

5.0 ESTIMATED ABATEMENT COSTS
Per the project scope of services, as outlined by the Owner, the below includes estimated costs to remove LBP and lead-contaminated soils in buildings that are expected to remain and be renovated. Abatement estimates are not included for buildings expected to be demolished. Per correspondence from the client, only the structures noted below are to be renovated, and therefore, only in these facilities will identified LBP will be abated.
The following are cost estimates for abatement by a Florida Licensed Lead Abatement Contractor, with specification development and air and project monitoring performed under the direction of a Certified Industrial Hygienist (CIH). It should be noted that costs for abatement and monitoring can vary widely; depending upon time of year, local conditions, recent weather patterns, insurance requirements and abatement crew size. As such, the following is an estimate only and should not be taken as a bid or an offer to perform the services. The below estimates assume that all areas are awarded and can be abated concurrently. Estimates also assume that results of the required TCLP testing (cost included) does not require materials to be disposed as hazardous materials. Estimates assume that the work would include stabilization of LBP in non-residential buildings, as opposed to complete abatement (not required).
