Section/ Sheet/ Page Question Government Response
1 We would like to confirm if the awarded contractor is required to be licensed to perform the work and also will the awarded contractor be required to obtain any permist for this project?
Please reference clause FAR 52.236-7 Permits and Responsibilties
2 Was any of the materials to be demolised or removed tested for asbestos?
Yes. Asbestos and Lead Based Paint testing has been completed for the Unit and the report is available as part of this Solicitation package.
3 Limitations on Subcontracting Breakout Form
Do we fill this form with estimated values This form should be filled out completely to demonstrate intent to comply with FAR 52.219-14. Estimated values are acceptable.
4 33053 Will BLM be responsible for all the testing including but not limited to concrete
The Contractor is responsible for concrete testing and for providing testing results to the Government for confirmation that samples meet specifications. (NOC A&E)
5 General Question As it stands, the building is full of many various items.
• Will the unit be void of all materials, equipment, debris, waste, etc. not included within the demolition or actual construction process, or will the removal of said items be the contractor’s responsibility? And if so, is there a storage container provided to the contractor for said items or will the ktr be responsible for this as well?
The building will be free of equipment, materials, debris, and waste upon issuance of the Notice to Proceed. The BLM is responsible for the removal of these items and storage elsewhere on-site.

6 General Question The unit at this point has no useable power without some modifications. • Will the government be providing a temporary source of power, or will this be the responsibility of the ktr?
• If the temporary source of power is to be provided by the government, please provide the information here, in it’s entirety, so that we can determine whether or not the power will be sufficient enough to run all the equipment needed to fulfil the contract requirements. • In addition, will there be a continuous water source provided to the ktr to use the entirety of the project?
There is Power to the Meter. The BLM will not be providing any tempoary source of power. It is the contractor responsibility to coordinate power with Florida Power and Light as needed to complete the project. With reguard to Water; there is Water to the Meter which can be turned on locally and will provide water to Unit D. The condition of the interior and exterior plumbing beyond the Unit shut-off value are unknown..
7 General Question At the site visit there was talk of possible contaminants (HAZMATS) underneath the flooring as this has been the case in other units on site. • Are there contaminants under Any of the flooring that would lead the ktr to need an abatement plan to be submitted or any abatement procedures that need to be implemented and or accounted for within the price proposal?
Prior HAZMAT testing has not found there to be any contaminents under the tile flooring within Unit D. No abatement Plan is needed for this Unit.
8 Drawing A-102 Keynote #2
Storm Shutters are to be stored for safe keeping. • Will the government be supplying said storage area or will the ktr need to incur the cost of storage?
The government will remove and store all Storm Shutters prior to the issuance of the Notice to Proceed.

9 Drawing A-102 General Demolition Note #3
General Demolition Notes pg. A-102 3. G.C. SHALL ENSURE
THAT ALL DEMOLITION IS DONE IN A SAFE AND PROTECTED
AREA. G.C. SHALL PROVIDE TEMPORARY STRUCTURAL
BRACING AS NECESSARY AND ENSURE THE NEW
STRUCTURE IS STABLE PRIOR TO REMOVAL OF BRACING.
• The last project at the BLM called for a rather stout LVL be used to support the load of the structure along with a chase wall between the restrooms. Keeping everyone’s safety in mind and this being of a similar natured structure, we are inquiring if the government will be providing an engineered design confirming which walls are deemed structural and which areas are in need of bracing and/or shoring? Will any load bearing walls be required to be installed to ensure sound and safe construction?
No drawings exist of the original building, so the Government has made certain assumptions regarding the existing roof structure. It is the Government's understanding that the existing roof structure consists of pre-engineered wood trusses that span the entire width of the existing structure and bear on the exterior walls. There are no indications in the layout of the existing interior wall partitions that there is an intermediate bearing component on the inside of the house. As such, the Contractor does not need to anticipate installing any load-bearing walls during construction. It should be noted that during the demolition phase, the Contractor should investigate the existing attic and truss layout as much as feasible to confirm these assumptions. (NOC A&E)
10 Drawing A-102 Demolition Keynote #6
Terrazzo Flooring •Due to the nature of the surface flooring that has been installed over top of the terrazzo, (one or more coatings of tile and unforeseen conditions) and the age of the flooring, (1960’s) we anticipate that there is a “possibility” of somewhat extensive damage to the floor. Since there will be scraping of the floor, thin-set removal, removal of walls from floors and the use of carpet tack strips used in the past, there will most likly be some unforeseen conditions under the present flooring that will/have caused damage. Is the government aware that unforeseen conditions may exist? Does the government have a proposed method of floor repair to be used should extensive damage exist?
The intent of maintaining the existing terrazzo was to reduce the cost of new material. If extensive damage does exist, or if the existing terrazzo becomes too damaged to retain then the method of flooring installation should be to
1) Remove all existing flooring in the building down to the base concrete slab and 2) Install polished concrete flooring throughout the entire building and will supercede the information contained in the spec/drawings. (NOC A&E)

10 Specification Section 081613 Paragraph 2.1 General Door Requirements
Doors • Do the doors need to be commercial grade or fire rated?
As fiberglass doors usually run about 3 times the cost of metal doors, can metal doos like the doors used in the public restroom building be used in lieu of fiberglass?
Doors do not need to be commercial grade or fire-rated.
The doors shall be fiberglass. (NOC A&E)
11 Specification Section 055200
Railings • Specs.
Call for Steel Railings. Are we using Steel or black powder coated Aluminum as administered on the last project?
Black powder coated Aluminum is an acceptable material substitution. The use of black powder coated Aluminum will be an addendum to the information contained within the specs/drawings.
12 Drawing A-102 Chimney • It appears as though only two of the four sides of the chimney’s plaster/lathe is to be removed and replaced. Is this the case, or will all four sides be removed and replaced?
All four sides of the chimney's plaster / lathe are to remain in as much is feasible. There may be some confusion that the two dotted lines plan South and plan East of the chimney are indicating the removal of the plaster / lathe on those sides. Those dotted lines are related to the Demo Keynote 5. The Government does anticipate some patching of the walls surrounding the chimney, but not overall removal of entire portions of wall. (NOC A&E)

13 Drawing M-102 Ductwork/HVAC Air Handler Placement Ductwork: The drawings call out for 18”12” rectangular ductwork within the trusses. On the previous job for the Public Restrooms that we renovated for the BLM at the same site, the trusses would not accommodate such ductwork as the space was too confined and congested so a round flex duct was used. Will a round flex ducting be allowed as long as the same CFMs are achieved?
HVAC Air Handler Placement: The Air Handler placement is in a very precarious spot. It is very close to an exterior wall and just below two intersecting points of the roof line. This will not allow enough room within the attic space to accommodate the box needed to receive the duct work. This situation is not ideal and there will be unforeseen conditions involved with this portion of work until the demolition is complete and we can evaluate the situation. A change Order may be required once we can properly assess what is required. We will rely on the governments proposed plan to proceed further. In addition, there are certain criteria for spacing around electriacl panels that may want to be taken into consideration. Does the government have a suggestion on how to proceed with this portion of work and or is another location for the Air Handler a viable option?
The main supply duct shall be hard duct, but can be circular to accommodate trusses, if necessary (so long as the design supply and return air values are still met).
Another location for the AHU may be proposed if the ductwork cannot make the required turns without impeding the electrical panel clearances, due to the trusses and / or roof line. Any changes to the drawings must be approved by the Government. (NOC A&E)
14 General Question Disposal/Site Work
• Since we will need several dumpsters for this project and some portions of the grounds will be disturbed, will any sodding or regrading be required?
Yes. There will be minimal sitework around the garage concrete aprons and the entry ramp. Grading should largely remain the same and the intent should be to minimize disturbance. Sodding and very minor regrading will be required where those areas of disturbance occur.
(NOC A&E)

15 Drawing A-102 Flooring • If no terrazzo flooring is under the tile flooring, what concrete finishing is required? • On page A- 102 within the Demolition Keynotes, Keynote number 6 denotes that “REMOVE FLOOR FINISHES ABOVE EXISTING TERRAZZO BASE-EXISTING TERRAZZO TO REMAIN”. This keynote is shown throughout every room except the main Livingroom/foyer area.
Please clarify that we are, in fact, removing the tile from this area and leaving the terrazzo as the floor finish in Room #102
The tile flooring in the main living room / foyer area is to be removed. If no terrazzo flooring exists under the tile flooring, then the demo should remove everything down to the slab, prep for installation of a polished concrete throughout that space, and will supersede the information contained in the specs/drawings. (NOC A&E)
16 Drawing M-102 Please cofirm if the pink box on pg. M-102 is the "return" for the Air Handler that protrudes through the wall into room #102
Confirmed. (NOC A&E)
17 Do the Superintendent, SSHO and QC Masnager need to be 3 separate individuals
Negative. (NOC A&E)
18 Are there any phasing requirements? Negative. (NOC A&E) 19 If the building remains occupied, how many people will be in the building?
The building will NOT be occupied for the duration of the construction.
20 Are there any temporary heating/cooling requirements? No; however, ventilation shall be provided as required to keep workers and staff safe during construction. The Contractor shall also abide by Specification 015000-2 3.1, regarding temporary heating and cooling for curing and drying or for protecting installed construction, as needed.
(NOC A&E)
21 Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
At this time there is no plan to extend the period of performance.
22 Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
There are no soil boring reports available specifically for this unit. Contractors are reminded to protect underground utilities through use of Florida's Sunshine Service to mark them.
