1.0 OVERVIEW

1.1 Project Background & Scope:

This project occurs within the Bureau of Land Management’s (BLM) 120-acre Jupiter Inlet Lighthouse Outstanding Natural Area (ONA) in northern Palm Beach County, Florida. The site receives visitors frequently.

Unit D is a 1960’s-era concrete block construction residential unit built by the United States Coast Guard.

The three bedrooms / two-bathroom structure is approximately 1,800 square feet. Interior walls are plaster and lathe with wooden studs. Windows are aluminum frame. The structure was last occupied in 2010 and has since been disconnected from electrical services (although electrical is available with the addition of a new electrical meter in February 2024) and water (which is also available requiring connection to new water meter). The structure is one of 11 similar structures on-site, all of which are considered contributing factors to an eligible Mixed Historic District. As such, limitations on exterior modifications, such as demolition of the structure or changes to the roofline, are in place to preserve the characteristics associated with its contribution to the district.

This project consists of renovating Unit D at the Jupiter Inlet Outstanding Natural Area. The existing building interior walls, plumbing, plumbing fixtures, electrical, outlets, ductwork, ceiling fans, cabinetry, kitchen appliances, among other items will be demolished.

The renovated building will feature new interior walls, a new ABA restroom, a wood/metal shop space, a large storage space, an HVAC closet (in the existing outdoor storage space), a new HVAC system with new ductwork, new exhaust fans, new electrical, new plumbing and fixtures, new windows, and new doors, among other work items. Two new overhead sectional doors will be installed to accommodate side-by-side and attachment storage. A dust collector system will be integrated into the wood/metal shop space. Some 240V outlets will be installed for EV charging in the carport and inside for shop equipment use. Additionally, exterior 120V outlets, lights, and hose bibs will be installed. The existing terrazzo flooring will be kept and repaired where necessary.

There is one Design Alternate, the addition of the exterior restroom door and associated porch and ramp work.

The project scope will be based on the information contained in this Statement of Work, including all attachments.

The Contractor shall furnish all equipment, materials, supplies, and labor necessary to complete the construction of the renovation. All work shall be performed under a single contract.

There is a small potential for lead based paint (LBP) in Unit D, likely in the window frames. The most recent LBP survey report for the Jupiter Inlet Outstanding Natural Area, completed in December 2016, is attached for reference.

Adherence to the BLM Building Codes and Standards (July 2023) is required for this project.

Observance with the Guiding Principles for Sustainable Federal Buildings (December 2020) is not required for this project. However, the document shall be referenced for potential sustainability methods.

Samples of BLM Standard Documents are attached.

Due to the site being designated as a Mixed Historic District, all work must stop if potential historical artifacts are discovered during construction. Work may commence at the direction of the Government.

2.0 DESCRIPTION OF TASKS

This statement of work includes all construction materials, services, and project coordination necessary to complete the work outlined in the project attachments. The list in Section 2.1 is an overview of the scope of work and is not exhaustive.

2.1 Scope of Work Overview:

a. Pre-Construction:

1) After contract award and notice to proceed, attend (not to exceed 8 hours) on-site Pre- Construction meeting with designated BLM project managers and applicable subject matter experts to review existing project conditions, expectations, contract documents (the SOW and attachments), and review contractor questions and concerns prior to commencement of construction / material acquisition.

b. Demolition:

3.0 DELIVERABLES & SCHEDULE

The following deadlines are intended to provide a schedule guideline for the project.

3.1 Kickoff Meeting and Site Visit

(Complete within 20 calendar days from Award):

The contractor shall attend a site visit at the Jupiter Inlet ONA, which shall include the following:

● Review and discussion of project scope, deliverables, and schedule.

● Review of Government provided materials.

● Site familiarization tour.

● Establishment of Contractor staging areas.

● Use of site facilities, including but not limited to: Restrooms, site security, and conduct (badges, contractor ID on vehicles, no smoking, etc.).

3.2 Submission of Contractor’s Scope of Work

(Complete within 30 calendar days from Kickoff Meeting and Site Visit):

Provide electronic copy of the Contractor’s Scope of Work document for the government to review. Allow the Government up to 15 calendar days for review and comment. The Contractor shall attend a meeting via Microsoft Teams with the Government to discuss and review the Scope of Work. Upon approval and issuance of the Start Work Notice, the Contractor shall move forward with the project construction.

Include the following items in the Scope of Work:

• Description of proposed work to be performed under the contract, including breakdown of labor and material.

• Description of proposed products, including manufacturers, product model numbers, and quantities.

• Schedule of dollar values based on the Contract price. Breakdown each lump-sum item into component parts of construction work for which progress payments may be requested. The total cost for the components part of work shall equal the contract line-item amount for that lump-sum item. Include mobilization, general conditions costs, overhead and profit in the total dollar value of unit price items and in the component’s parts of work for each lump-sum item. Do not include mobilization, general condition costs, overhead or profit as a separate item.

• Project schedule, including anticipated duration of construction as well as days and times when work shall be completed.

• A list of subcontractors for this project (must be the same as in the Contractor’s proposal).

• Written statements from subcontractors certifying compliance with applicable labor laws and standard clauses.

• Evidence of liability insurance coverage and workmen’s compensation for the Contractor and all Subcontractors.

• Submit Quality Control Plan, Safety Plan, and other Division 01 Management Plans.

3.3 Construction

(Complete within 200 calendar days from Submission of Contractor’s Scope of Work):

Construction shall not begin until the Government has issued the Start Work Notice. Construction shall include all Tasks outlined in Section 2.0 of this Statement of Work, as well as all work outlined in the Attachments to this Statement of Work. The dates of Construction within the period of performance window shall be agreed upon by the Contractor and the Government prior to commencement of work.

3.4 Project Close-Out

(Complete within 30 days of Construction):

Project Close-Out shall occur directly after completion of project Construction and shall be completed within the overall 280-day period of performance.

4.0 PERIOD OF PERFORMANCE

4.1 Contractor Schedule:

The estimated performance time for this contract is 280 days (approximately nine months) from the Notice to Proceed. Upon award, the Contractor shall submit to the Government a revised schedule of performance with notable milestones and review periods for Government approval. Unit D will not be occupied during construction.

4.2 Estimated Start and Completion Dates:

Estimated start date: September 2024 (date is tentative pending actual contract award date) Estimated completion date: June 2025 (date is tentative pending actual contract award date)
