About this file
This document provides specifications for reinforcement steel for a federal construction project. The specifications outline requirements for spacing of bars, splicing of reinforcement, and bending or straightening of reinforcement. Bars must be spaced at least 1.5 times their diameter or maximum aggregate size, and at least 1.5 inches apart. When placed in multiple layers, bars must have at least one inch or one diameter of clear spacing between layers. Splices are only permitted at indicated locations, and splice lengths must meet minimum ACI 318 Class B requirements or, for structures supporting public roadways, AASHTO LRFD specifications. Welded wire reinforcement laps must also meet ACI 318, with adjoining sheets securely tied with tie wire. Bends in reinforcement should not damage the material. The related federal contract opportunity is for the FKC Middle Reach Capacity Correction Project Phase 1, solicited by the Department of the Interior Bureau of Reclamation.

Solicitation No: 140R2020R0009 Specifications No. 20-C0907
3.4 SPACING OF BARS
A. The clear distance between parallel bars (except between multiple layers of bars in beams or girders) shall be not less than 1-1/2 times the nominal diameter of the bars, nor less than 1- 1/2 times the maximum size of the coarse aggregate, nor less than 1- 1/2 inch.
B. Where reinforcement in beams or girders is placed in 2 or more layers, the clear distance between layers shall be not less than one inch or the nominal diameter of the bars, whichever is greater.
C. The clear distance between bars shall also apply to the distance between a contact splice and adjacent splices or bars.
3.5 SPLICING
A. General
1. Reinforcement bar splices shall only be used at indicated locations.
2. When it is necessary to splice reinforcement at points other than where indicated, the character of the splice shall be as reviewed and accepted by the CONTRACTING
OFFICERS REPRESENTATIVE.
When is it necessary or preferred for constructability to splice reinforcement at points other than where indicated, the character of the splice shall be as shown on the Structural Standard Notes and Details (GS Drawings). All proposed splice locations shall be shown and detailed on the reinforcement shop drawings.
3. Unless otherwise indicated, dowels shall match the size and spacing of the spliced bar.
B. Splices of Reinforcement
1. The length of lap for reinforcement bars, unless otherwise indicated, shall be in accordance with ACI 318 for a Class B splice.
2. Length of lap for reinforcement bars for structures supporting loads from public roadways shall be in accordance with the more strict requirements of ACI 318 and AASHTO LRFD Bridge Design Specifications for a Class B Splice.
3. Welded Wire Reinforcement
a. Laps of welded wire reinforcement shall be in accordance with ACI 318.
b. Adjoining sheets shall be securely tied together with No. 14 tie wire, one tie for each 2 running feet.
c. Wires shall be staggered and tied in such a manner that they cannot slip.
4. Splices in column spiral reinforcement, when necessary, shall be made by welding or by a lap of 1-1/2 turns.
C. Bending or Straightening
1. Reinforcement shall not be straightened or re-bent in a manner which will injure the material.
