Friant-Kern Canal Middle Reach Capacity Correction Project Phase 1 Offeror’s Questions and Answers
Amendment 0001 – Section J Attachment # 14
Question 1: In review of the contract documents provided for the Friant-Kern Canal Middle Reach Capacity Correction, cross sections for the project could not be found. Will cross sections and earthwork calculations be provided?
Response 1: Cross sections available as a part of this solicitation are located on Drawings C-703 through C-711 (Sheets 87 through 95 of 203).
The relevant data information available for this project can be obtained upon written request to the Contracting Officer as described in the Section C-Specifications/Appendices, Section 01 10 00 SUMMARY OF WORK Subpart 1.7 A, as revised by this Amendment.
Question 2: The SF 1442 states the bid date as June 17, 2021 at 1300 local time, and an acceptance time period of up to 90 calendar days. Box 11 states the performance period of 1200 calendar days from NTP.
Based on this information we calculate a completion date around mid-January 2025. Section F - Deliveries or Performance, FAR 52.211-10 states: The Contractor shall be required to (a) commence work under this contract within 7-calendar days after the date the Contractor receives the Notice to Proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than September 1, 2024. Section H – Special Contract Requirements. Has additional time constraints of November 30, 2023 and January 26, 2024.Please clarify the completion date and other schedule milestones and constraints.
Response 2: The notice to proceed and the date of completion for the entire work ready for use is no later than September 1, 2024. Please review Section F, H, L, and Specification Section 01 14 00 when developing the proposal. Per Specification Section 01 14 00, The offeror shall review the entire specification and make their own determination of all the constraints for the development of their proposal and in planning of the work.
Question 3: We are interested in the subject solicitation and would like to request access to Kiteworks in order to submit a proposal.
Response 3: Please refer to Section J attachment #10 regarding access expirations. Each access is available for a limited time (7 days); plan accordingly for proposal submittal.
Question 4: Will a prospective bidder’s list (i.e. list of plan holders) be made available for the subject project?
Response 4: This requirement is being solicited under FAR Part 15 and no prospective bidder list is available. However, the site visit attendance sheet with be provided in a forthcoming amendment.
Question 5: Considering the size and complexity of this project and a forth coming addendum, we are requesting this project bid date be postponed 4 weeks. This would provide sufficient time to analyze the cross sections and earthwork calculations once they are received. A postponement would provide a better proposal benefitting the agency.
Response 5: The Government is not anticipating postponing the proposal due dates.
Section J – Attachment #14 - Page 2 of 2
Question 6: Please refer to contract drawing GC-17 on page 29 of 203. The detail drawing C-916 Drainage Culvert lists 6 drainage culverts to be constructed at specific stations along the project. The Schedule of Prices provided does not provide payment items for this work. Please clarify.
Response 6: Section C - Specifications/Appendices, Section 01 29 00 MEASUREMENT AND PAYMENT Subpart 1.13 B. 4th paragraph states in part that drainage culvert installations below the canal are included in CLIN's 12-20 based on the drainage culvert station.
Question 7: Do we have to include outreach efforts for MBE/WBE subcontractors with our proposal? Will a generic bid guarantee bond form from our Surety suffice or do you provide your own form?
Response 7: No. Please refer Section J attachment # 2 (subcontracting plan). Please refer to FAR Clause 52.228-1 when submitting your bid bond.
