SECTION L ‐ INSTRUCTIONS, CONDITIONS, and NOTICES TO OFFERORS
This solicitation is set‐aside for 100% Small Business concerns.
Provide an electronic copy via email and all information required by this RFP to Contract Personnel. Email subject line shall read: FTWQ 23-1400 Install Lift Station Generators.
The Contractor shall provide a cover sheet/letter which clearly states the proposal effort title, project number, summarizes the total price for all CLINs and provide Time Schedule for Design and Construction.

Questions are due on 18 April 2023 at 2:00 PM, AST. Proposals are due no later than 2:00 PM AST, on 05 May 2023. Recommend all Offerors (via telephone call to appropriate Government POC) confirm receipt of all emailed proposals and revisions. Ensure you acknowledge all amendments in your proposal.

Date: 13 April 2023 Time: 09:00 AM, AST Location: BLDG 2310 Central Ave, Eielson AFB, AK Directions: Each prime contractor is allowed to bring two personnel. If you are attending, contact Forrest Browne at forrest.browne@us.af.mil AND Cristopher Pennock at cristopher.pennock@us.af.mil with the name(s) of the individual(s) who are planning on attending by 10:00 AM, AST on 10 April 2023.
PROPOSAL PREPARATION INSTRUCTIONS
To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Proposals must be complete, self‐sufficient, and respond directly to the requirements of this solicitation. Alternate proposals will not be accepted. Format for proposals shall be as follows:
1. Electronic Copy
Proposals are to be submitted via email. If your email package exceeds 20MB, please send an email requesting a DoD SAFE link to upload files. Distributed material will be identified as source selection sensitive, and distribution will be strictly limited to appropriate personnel. Should you object to your proprietary information being shared between source selection evaluators and advisors via commercial email as described above, please advise Contracting Personnel using the contact information above.
2. Offerors are cautioned that Eielson Air Force Base can experience lag in internet services from time to time therefore Offerors should allow sufficient time for electronic delivery. Late proposals will be.

3. Type face shall not be less than 12 font, with 1" margins on all sides. Smaller, legible font size, no smaller than 6 point, may be used for charts and tables.
4. Elaborate formats or color presentations are not desired or required.
5. The electronic copies of the proposal shall be submitted in formats readable by Microsoft (MS) Office Applications 2016 and Adobe Acrobat DC, as applicable.
6. The estimated magnitude of construction for this project is between $500,000.00 and $1,000,000.00.
7. Specific Instructions:
- Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
VOLUME I ‐ Technical and Past Performance
Offerors must meet all sub factors of the Technical Factor in order for their technical proposal to be determined "technically acceptable." The following are required of submissions.
Past Performance
A. Recent and Relevant past performance information includes a maximum of three (3) contracts performed and/or being performed for any customer within the last four (4) years from the issuance date of the solicitation. Relevant contracts performance effort involved similar scope (electrical/generator tie-in, concrete pad etc.), magnitude of effort ($500K-$1M), and complexities (arctic environment, licensed professionals, staffing plan etc.). Contractors must submit one completed copy of Attachment 9: Past Performance Worksheet with each contract submitted for Past Performance Evaluation.

Technical - Project Scheduling Plan
B. Project Scheduling Plan: The Project Scheduling Plan should describe how the contractor intends to manage the project from design through construction with emphasis on how a quality product will be produced, on schedule, within budgetary or contract restraints with emphasis on safety.
Project Scheduling Plan Management Approach: The offerors must demonstrate their qualifications (including subcontractors’) with respect to the criteria listed below. Specific evaluation criteria include:

Professional qualifications and experience necessary for satisfactory performance of required design‐build contract. The Air Force will consider any information, which maybe pertinent to this criterion, including the following: proposed key personnel (reference primary discipline list below), professional registration, and competence, related experiences to accomplish this work, education, and years with the company. The Offerors shall identify key personnel, teaming partners, and subcontractors, their roles in this project, their applicable qualifications, certifications, and specialized experience, and how they will ensure the requirements within the RFP, SOW, and attachments are met. The Offerors team to include staff members licensed in the State of Alaska in the following disciplines.
-Civil Engineer –Experience with concrete pad work and generator installation -Electrical Engineer –Experienced with CUMMINS generators installation -Project Manager – Experience managing projects of similar magnitude/complexity
2) Specialized Experience:
Specialized experience and technical competence in the type of work requirements of this RFP, Statement of Work (SOW), and attachments. The Air Force will consider any information which may be pertinent to this criterion, including the following: specialized experience and technical competence in the performance of design‐build services similar to those anticipated under this contract.
3) Organization and Management Organization and Management, including the Prime Contractor, Design Firm and Key Subcontractors. Government will evaluate the responsibilities and lines of authority between the construction firm, design firm, and key subcontractors. The Government will evaluate the Offeror’s approach to design coordination and review and the Offeror’s approach to support during design, construction and after project turnover. The Offeror is required to select and commit to design firms to achieve an “acceptable/satisfactory ” rating in regards to the Project Scheduling Plan. Joint venture participant’s contribution to the organization should be commensurate with their skills and background.

****All offerors are required to employ Alaska personnel in accordance with DFARS 252.222- 7000.
Technical - Project Scheduling Plan : Proposed Schedule- The Offeror shall provide a detailed proposed project schedule that is complete, realistic, reasonable, and traceable to the work specified in the SOW, to include design (Offeror must provide hard dates for 35%, 65%, 95% and 100% design submittal. ). The schedule shall capture all SOW requirements, execution timelines, and critical path items to include the demonstration of coordination of work activities, phasing, adverse weather considerations, and ensure the project will be delivered on time. Offeror may use the AF Form 3064 or similar along with a narrative to demonstrate delivering the project on time.
Additionally, the Project Scheduling Plan should describe how the contractor intends to manage the project from design through construction with emphasis on how a quality product will be produced, on schedule, within budgetary or contract restraints with emphasis on safety. Submittal requirements should address the following areas
PoP shall be 365 days total. Design shall be 105 days after the Design Notice to Proceed is issued and construction shall be 260 days after the Construction Notice to Proceed is issued.

VOLUME II ‐ PRICE PROPOSAL
1. Complete blocks 14 (to include CAGE code), 15, 16, 17, 19 (if applicable), and 20A‐C of the SF 1442, Solicitation, Offer, and Award. An authorized official of the firm must sign and date the SF 1442 in Block 20AC. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract.
2. Complete the necessary fill‐ins and certifications in Sections I through K. For Sections I, the Offeror shall submit only those pages that require a fill‐in. Section K shall be submitted in its entirety.
3. Offerors shall acknowledge receipt of any amendment in SF 1442 Section A, Block 19. Any unacknowledged amendments in the Offeror's proposal may be considered non‐responsive and thus ineligible for award.
4. Offerors shall provide both the SF 1442 Section B and a completed bid schedule (attachment 12 Bid Schedule).
5. Extreme care should be exercised to ensure that no price data of any kind are included in any other Part of the proposal.
