STATEMENT OF WORK

FOR

INSTALL GENERATORS FOR LIFT STATIONS

FTQW 231400: INSTALL GENERATORS FOR LIFT STATIONS

1. DESCRIPTION OF WORK

This Statement of Work (SOW) is to provide the general scope of work to be performed on Eielson Air Force Base (AFB), Alaska. The purpose of this project is to design and replace generators, fuel storage tanks and automatic transfer switches at the French Creek (B74813), Moose Lake (B1207), and Glacier (B4872) lift stations.

The Contractor shall provide all labor, materials, and equipment to facilitate the task outlined below. All work shall all be in accordance with (IAW): This Statement of Work; all applicable UFCs; International Building Code;

national, state, local building codes and standards; Federal, state, and local safety and environmental laws and regulations. If conflicting guidance is provided, the stricter of the two shall be implemented. If standards are contradictory, they will be brought the attention of the Government to provide further guidance.

Once the design has been completed and accepted by the Government, the Contractor shall commence installation of generators, fuel storage tanks, and automatic transfer switches. Overall, this comprises the pouring of concrete pads to support the double walled, belly tank equipped generator (40kW 120/208 VAC) at each station, the anchoring of the new generator, and the mounting of the automatic transfer switches and double throw for bypass capability.

Additionally included is the running of schedule 80/box connectors, pulling new cable to tie the facility into the generator, coordinating any environmental or air quality support, conducting an initial load test and acceptance, and asphalt cutting and repair to run the underground cable and conduit.

2. GENERAL INFORMATION

This project is to be accomplished within the vicinity of each lift station. Those being the previously listed buildings at French Creek (B74813), Moose Lake (B1207), and Glacier (B4872). This need was triggered by an emergency outage at the base power plant, triggered an emergency response, which tested the response times for the 345th Civil Engineer Squadron, Power Production shop. After an hour, the lift stations were already filling up with wastewater, causing them to overflow. If the lift stations are out of commission, the wastewater cannot be transported to the wastewater treatment plant, causing raw sewage to seep out onto the installation.

It takes longer than an hour to deploy Equipment Authorization Inventory Data/Document (EAID) generators to the lift stations to get them back online. With this response time, the lift stations will overflow before the shop can get them on backup power.

Eielson AFB is a secure military facility and access to the Base is controlled. The Contractor will be required to plan, monitor, and execute security specific procedures. The Contractor shall maintain all necessary personnel and equipment access for the ongoing operation and maintenance of the facility and systems.

The Contractor shall carefully plan and coordinate any potential or partial interruptions or out of service requirements with the Contracting Office (CO) in advance. Any partial interruptions or out of service periods while work is being done shall be of limited duration and IAW the limitations and constraints identified by the CO, coordinated a minimum of fifteen (15) days in advance. Coordinate operation or change in status of any systems, equipment, or capabilities with CO. The Contractor shall not operate or manipulate existing facility systems without specific approval.

The Contractor is responsible for verifying all dimension, quantities, and square footages. All dimensions, quantities and square footages included are approximations. Construction and demolition shall be in strict accordance with Eielson AFB Design and Construction Standards. The information provided in this SOW and the provided specifications shall be determined to be the minimum standards required in the project.

2.1. CONTRACT ADMINISTRATION

The Eielson AFB CO and Contracting Specialist (CS) are responsible for the administration of the contract. No change shall be made in the provisions of this contract without written authorization from the CO. The Base Civil Engineer (BCE) monitors the work and services furnished and evaluates the performance of the Contractor as the CO’s Technical Representative (COTR). The COTR is not a CO and has no authority to contractually bind the Government or modify the contract.

2.2. GOVERNMENT DOCUMENTATION

“As-built”, shop drawings, and operation and maintenance manuals that the Government may have, are not guaranteed to be either accurate or complete. It shall be the Contractor’s responsibility to verify any information or data that is given to them by the Government.

3. WORK REQUIREMENTS

The Contractor shall provide all plant, management, supervision, labor, tools, supplies, parts, equipment, related services, and applicable licenses and permits necessary to complete the requirements IAW this SOW and project specification. Once all materials and equipment are on site, and all design submittals and pre-construction submittals are approved by the Government, the Contractor shall proceed with installation of generators, fuel storage tanks, and automatic transfer switches.

A pre-construction meeting will be held with Contractor and Government representatives. The Government shall schedule the meeting prior to the construction. This meeting shall discuss all construction requirements and any other construction issues the Contractor may have to discuss.

3.1. ENVIRONMENTAL PROTECTION

3.1.1 Asbestos

The project work area is not known to contain asbestos, but it is possible it may be encountered in the relevant facilities. If the Contractor finds asbestos, they must follow the following procedures.

a. All asbestos waste manifests shall be signed by the Government prior to removal of such waste from the base. A copy of the completed manifest (signed by the receiving landfill) shall be submitted to the Government.

b. The Contractor is responsible for identifying asbestos containing material (ACM) prior to conducting maintenance, abatement, renovation, or demolition activities.

c. The Contractor is responsible for making proper notification and providing copies to the 354th Civil Engineer Squadron (CES).

d. Prior to final approval of job completion, a copy of asbestos removal procedures, amounts removed, type of product removed, location of removal actions and residual product left in place shall be provided to 354 CES.

e. The U.S. Environmental Protection Agency requires demolition notification for all buildings that are to be destroyed regardless of the amount of asbestos contain in the building.

3.1.2 Lead-based Paint

Lead based paint is not known to exist in the project area but it is possible it may be encountered in the relevant facilities. Any painted waste that must be tested for lead must be tested for PCB as well.

3.1.3 Hazardous Materials

Contractors are required to list any hazardous materials to be delivered under the contract in Excel format. The appropriate Safety Data Sheets (SDSs) shall be submitted and a list of corresponding identification numbers such as National Stock Numbers or Special Item Number prior to construction.

Contractor Hazardous Materials Usage Tracking Form is required to be completed by the Contractor. The Contractor must provide the government the following info: material to be used, material unit of issue, quantities, frequency of use, location of us, process description, intended disposal, and storage location.

Each request must be accompanied by the SDS. This includes any material in a liquid, gel, semi- solid or gaseous state. Any contract that is less than six-months in duration will be reported at the end of the contract period, and any contract over six-months in duration will be reported no less than monthly.

3.2 LIFT STATION GENERATOR DESIGN

3.2.1 DESIGN REQUIREMENTS

The Contractor shall provide the Government with sufficient technical, supervisory, and administrative personnel to ensure a design and construction plans to install generators, fuel storage tanks, and automatic transfer switches to support lift stations in the event of a power outage. The design work for this includes all design services necessary to fully develop the construction documents required to accomplish the work described within this SOW and construction plans for any modifications necessary to accommodate the new equipment, remove the necessary equipment from the existing facilities, and install the updated equipment in the lift station facilities. The design plans shall meet all relevant Unified facilities Code (UFC) and Department of Defense (DOD) standards, including any additional referenced material.

The Contractor shall meet the following requirements at a minimum:

• The Contractor shall provide a design and produce plans for the work to be performed to accomplish the installation of generators, fuel storage tanks, and automatic transfer switches to support lift stations. The plans shall show the existing conditions and site layout, and the limits of any changes.

• The Contractor shall provide any additional specifications required to complete the construction phase of the contract and, if required, the additional specifications shall be submitted with the design calculations and plans to be reviewed and accepted by the Government. The Contractor shall provide any updates to the submittal register required to complete the construction phase of the contract.

• At all three lift stations (French Creek, Moose Lake, and Glacier), the Contractor shall design the construction of new concrete pads to support double walled, belly tank equipped generators (40kW 120/208 VAC).

• The Contractor shall plan on coordinating any necessary environmental or air quality support when construction is ongoing.

• The Contractor shall plan on performing initial load tests and final acceptance.

3.2.2 DESIGN DELIVERABLE REQUIREMENTS

The Contractor shall provide the Government with all the design documents necessary to construct the new pump house. The design phases shall include a 65%, 95%, and 100% construction set. For each design phase, the Contractor shall submit two (2) hard copies of the construction plans on ANSI B sheets, and digital copies of the plans, design calculations, and updated specifications. As-built set drawings shall also be submitted following the completion of the project. The design shall be submitted as follows:

Design Minimum Submittal Requirements

65% Submittals shall include, but not be limited to:

1. Initial DD Form 1354.

2. Any initial submissions of design, calculations or equipment submittals deemed necessary by the Contractor to allow construction to begin. This includes updates to Government provided design drawings.

3. Any items deemed necessary by the Contractor to allow for the continuation of the design.

95% Submittals shall include, but not be limited to:

1. Interim DD Form 1354.

2. Any and all updated submissions of design, calculations or equipment submittals with comments addressed and incorporated from the 65% design review.

3. Any items deemed necessary by the Contractor to allow for the continuation of the

100% Submittals shall include, but not be limited to:

1. Any and all remaining design, calculations or submittals that are necessary to provide a complete and construable design with comments addressed and incorporated from the 95% design review.

2. Updated drawings to provide a constructible pump house as stamped construction plans by a registered Alaska Professional Engineer.

The Contractor shall submit a design schedule for approval to the Government. The total Design Time shall not exceed 105 days. Contract performance will start after the issuance of Notice to Proceed for the

3.3 INSTALLATION OF LIFT STATION GENERATORS

The Contractor shall install generators in the lift stations at French Creek (B74813), Moose Lake (B1207), and Glacier (B4872), to support the systems in the event of an extended power outage. The construction plans shall meet all UFC and DOD standards. The Contractor shall meet the following requirements as a minimum:

• The Contractor shall provide a construction plan that shall show installation of generators, fuel storage tanks, automatic transfer switches, and all necessary support equipment and connections to the existing equipment.

• IAW the plans produced by the Contractor and approved by the Government, the Contractor shall install the new generators, fuel storage tanks, and automatic transfer switches.

shall pour concrete pads to support the generators, anchor the new generators, mount the transfer switches, tie the facility into the generator, and run all necessary connections for full functionality.

shall coordinate any necessary environmental or air quality support during construction.

shall perform initial load tests and final acceptance.

3.3.1 Construction Deliverable Requirements

As-Built Provide after construction completion (electronic):

1. All O&M manuals

2. Completed DD Form 1354, including all costs and quantity breakouts.

3. All design and construction documents including all as-built drawings, field modifications and design corrections made during the process of construction.

Drawings are to be provided with standard architectural dimensions. All drawings will be IAW all federal, state, and local building codes and regulations. All drawings shall meet the Eielson AFB design standards and in be in AutoCAD V2017 or later format.

The Contractor shall submit a construction schedule for approval to the Government. The total Construction Time shall not exceed 260 days. Contract performance will start after the issuance of Notice to Proceed for the construction.

4 REFERENCE SPECIFICATION AND STANDARDS

Any reference to State Government, Federal Government, or Industry Standards or specification made herein shall form a part of this specification to the extent referenced thereto, and all materials and workmanship under this contract shall comply with or exceed these standards and references. All referenced standards shall be the latest edition. All work shall be done in strict accordance with UFC, Unified Facilities Guide Specifications (UFGS), the International Building Code (IBC), International Plumbing Code (IPC), National Electrical Code (NEC), National Electrical Safety Code (NESC), National Fire Protection Association (NFPA), National Electrical Contractors Association (NECA) and Eielson Air Force Base Standards.

All manufactured equipment and products shall be new materials in good condition and installed as per manufacturer's latest printed instructions, unless specified otherwise herein.

The Contractor is responsible for protection of existing facilities equipment from damage during installation and testing operations.

The Contractor shall take into account the special treatment of hazardous waste, as well as any environmental implications. Every effort shall be made to recycle eligible materials, and those not suitable, shall be disposed of off base IAW all Department of Health and Environmental Control regulations.

The Contractor shall include make, model number and inherent operational characteristics on all major equipment supplied for the facility. The Contractor shall supply manufacturer’s cut sheets with the submittal where the component is identified.

If any submittal doesn’t, in the opinion of the CO, meet or exceed the requirements contained within this SOW, or in any referenced design guidance or nationally recognized code, then it shall be considered unacceptable and returned to the Contractor for correction and resubmission. The CO has the option, in lieu of disapproval, to provide acceptance of a submittal with required corrections identified if it is determined the submittal is substantially complete and correct.

Any demolition, utility cut and capping, and debris removal service performed as a part of the proposed project shall be completed in such a manner that will restore a neat and professional appearance of base areas.

The facility/area shall be cleaned in its entirety, including exterior areas, before being returned the government.

During construction, the Contractor shall take care not to damage existing structures, etc. that will not be replaced as part of this contract. The Contractor shall be responsible for the temporary support of all devices as required to perform work. Any demolition work that needs to be accomplished to complete the contract is the responsibility of the Contractor. All material shall be installed per manufacturers’ recommendations. All items listed are to be supplied and installed by the Contractor unless otherwise noted.

5 WORKING CONDITIONS

The Government’s normal duty hours are five (5) days per week, Monday through Friday, from 7:30 a.m. to 5:00 p.m. However, the Command Post functions on a 24/7 operations schedule. The Contractor shall take all precautions to ensure that his operations are conducted in a manner as to minimally interfere with the normal operations of the base and the safety and convenience of the base personnel.

5.1 RECOGNIZED HOLIDAYS

Any of the below holidays falling on a Saturday will be observed on the preceding Friday; holidays falling on a Sunday will be observed on the following Monday.

5.2 SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS

The following security requirements sections are required for the proposed project when contract work does not involve access to classified information.

5.2.1 LISTING OF EMPLOYEES

The Contractor shall maintain a current list of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force controlled/restricted areas, or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agency’s Security Manager. An updated list shall be provided when an employee's status or information changes.

5.2.2 SECURITY TRAINING

The Contractor shall ensure all contractor employees are made available to receive initial and recurring security education training from the sponsoring agency’s security manager. Training must be conducted IAW DoDM 5200.1, Information Security Program. This includes Contractor personnel who work in Air Force controlled/restricted areas.

5.2.3 PASS AND REGISTRATION ITEMS

5.2.3.1 The Contractor shall ensure that pass and registration items required for contract performance are obtained for employees. Contractors cannot sponsor other contractors on base. Only Government employees (military or civilian) are authorized to sponsor contractors. The Contractor shall comply with all requirements and procedures IAW Air Force Federal Acquisition Regulations System (AFFARS) 5352.242-9000, Contractor Access to Air Force Installations.

5.2.3.2 The Contractor shall submit an Entry Authority List (EAL) to 354th Contracting Squadron (CONS) for any contractor employees requiring frequent access. An EAL template may be obtained from 354 CONS. Please allow up to seventy-two (72) hours for EAL verification and approval from the 354th Security Forces (354 SFS/S3). The contractor will be responsible for ensuring their employees are added to the Security Forces EAL to facilitate their servicing within the flight line perimeter.

5.2.3.3 All contractor employees shall undergo a background check conducted by 354 SFS prior to issuance of base access credentials.

5.2.3.4 Up until 1 Oct 2021, Eielson AFB accepted identification cards or driver's licenses from all states and territories except ones marked "NOT VALID FOR FEDERAL IDENTIFICATION”, or “FEDERAL LIMITS MAY APPLY”, or any other words to that effect. Effective 1 Oct 2021, only REAL ID identification cards or driver's licenses are accepted. For a full list of REAL ID Act and compliant and non-compliant states, please visit https://www.dhs.gov/current-status-states-territories.

Contact the 354 SFS for alternative forms of acceptable identification to conduct background checks.

5.2.3.5 Contractor personnel shall obtain and wear specific Contractor base passes. Contractor personnel who have personal Department of Defense (DoD) retiree or dependent identification cards (ID), shall not use those personal ID cards for base access when performing contract work.

5.2.3.6 All Contractor personnel who operate a vehicle in performance of this contract shall possess a valid driver’s license, current registration, and insurance. Entry controllers will conduct random checks of vehicles entering the installation to ensure compliance with Alaska state law.

5.2.3.7 Failure to turn in a base credential when requested can result in a non-recommend from 354 SFS for future base access. The Contractor is responsible for employee inability to obtain base access required for contract performance.

NOTICE: All contract employees shall submit to a criminal background check accomplished by Eielson AFB, 354 SFS prior to the employee being issued base access credentials. Contractors must submit request for installation identification no later than one (1) week following the contract award and five (5) days prior to the individual requiring entry to installation. Failure to submit requested information as indicated can result in denial or delay of issuing base access credentials.

5.2.4 RETRIEVING IDENTIFICATION MEDIA

The Contractor is responsible for retrieving all identification media from employees who depart for any reason before the contract expires: e.g., terminated for cause, retirement, etc. The contractor shall return retrieved items to the 354 SFS, Pass and Registration Office.

5.2.5 WEAPONS, FIREARMS, AND AMMUNITION

Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Eielson AFB.

5.2.6 FOR OFFICIAL USE ONLY (FOUO)

The Contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

5.2.7 REPORTING REQUIREMENTS

Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

5.2.8 PHYSICAL SECURITY

The Contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

The Government and their representative shall have access to the work area for inspection at all times.

Entry into the work area by unauthorized individuals shall be reported immediately to the project supervisor and the Government representative.

The Contractor shall remain in compliance with all rules, codes, standards, and regulations governing the safety of all individuals at the worksite and shall be solely responsible for any injuries, accidents, exposures, or liabilities occurring due to non-compliance or failure to secure the work area.

6 HAZARDOUS MATERIALS

The Contractor shall have approval from the Hazardous Material Management Program (HMMP) team prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that require a Safety Data Sheet (SDS). The Contractor shall identify these materials on a Contractor Hazardous Material Inventory list.

The Contractor shall provide this inventory list and one copy of the SDS for each item to the HAZMAT Office for review and HMMP approval prior to any chemicals being brought onto Eielson AFB, or within fifteen (15) days of the start of this contract. This inventory is also used by the Contractor to annually report hazardous material usage.

By 30 January of each calendar year, the Contractor shall submit two (2) copies of the completed Contractor Hazardous Material Inventory list to 354 CES/CEIE. The Contractor shall maintain one copy of the SDS for each hazardous material line item used within the work center.

The generation of hazardous waste may result from this contract. It is the responsibility of the Contractor to determine if hazardous waste is generated from Contractor operations. 354 CES/CEIE will assist with determination if requested by the Contractor. The Contractor shall manage and dispose of universal waste IAW with the base Hazardous Waste Management Plan and 40 CFR Part 273, Standards for Universal Waste Management.

7 MATERIAL RECYCLING

The Contractor shall comply with all federal, state, and local recycling and solid waste diversion requirements in addition to base-specific Solid Waste Management plans and procedures. Participation shall include maximum use of recycled paper products and replacement parts.

8 CLEAN UP

The Contractor shall keep interior and exterior of the Contractor’s office/maintenance location and all work areas and storage areas free from accumulation of waste material and rubbish. Upon completion of the job, the Contractor shall leave the work area and surrounding premises in a clean, neat, workmanlike condition and IAW commercial practice.

9 COORDINATION WITH OTHER CONTRACTORS

The Government may undertake or award other contracts for additional work. The Contractor shall cooperate with the other Contractors and Government employees and adapt scheduling and performing the work under this contract to accommodate the additional work, heeding any direction that may be provided by the CO. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other Contractor or by Government employees.

10 FIRE PREVENTION

The Contractor is responsible for following fire prevention practices and procedures. The Contractor shall provide approved storage facilities meeting NFPA 30, Flammable and Combustible Liquids Code, requirements for storage of flammable materials.

11 NO SMOKING POLICY

The Contractor and employees shall comply with policies stating that smoking is prohibited within any Air Force Facility and use designated outdoor smoking areas.

12 PERFORMANCE OF WORK DURING NATIONAL CRISIS

IAW DODI 3020.37 "Continuation of Essential DoD Contractor Services During Crises”, all services or any specifically designated portions of the functions accomplished under this contract shall be performed during all wartime operations. Wartime operations are those actions including wartime commitments and contingency planning and exercises necessary to support current or future United States Air Force wartime commitments.

Contractor personnel will be advised of the functions that will be continued during wartime-related contingencies.

The Government shall have the unilateral right to extend performance of this contract as long as the wartime contingencies exist. Contract payment will be IAW the existing contract rate.
