A. BASIS FOR CONTRACT AWARD
B. PAST PERFORMANCE FACTOR
This is a Value Adjusted Total Evaluated Price (VATEP) source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 and Air Force FAR Supplement (AFFARS) Mandatory Procedure (MP) 5315.3 in which competing offerors' past performance information,technical proposal information (Project Scheduling Plan/Proposed Schedule) will be evaluated on a basis approximately equal to price. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. All offers will be treated equally except for their prices, performance records and technical. Failure to meet a solicitation requirement may result in an offer being determined unacceptable. The evaluation process will include the following:
1. The government will evaluate recent and relevant performance information on all offerors based on the following:
⁃ References provided by the offeror,(maximum of three references) and
⁃ Any past performance information obtained from survey/questionnaires Attch:9 Past Performance Questionnaire, and
⁃ Any data independently obtained by the government. .
2. The evaluation of past performance information will take into account past performance regarding predecessor companies, or sister companies when such information is relevant to this acquisition. Past performance regarding predecessor companies or sister companies of the offeror will be rated as highly as past performance information for the principal offeror.
3. Recent past performance information includes a maximum of three (3) contracts performed and/or being performed for any customer within the last four (4) years from the issuance date of the solicitation. Past performance information for all submissions may not exceed 20 pages (total) in length or three projects for evaluation. Any excess pages/project information will be discarded at the discretion of the contracting officer.
4. Recent and Relevant contracts performance effort involved similar scope (electrical/ generator tie-in, concrete pad etc.), magnitude of effort ($500K-$1M), and complexities(arctic environment, licensed professionals, staffing plan etc.) in relation to this solicitation will be assigned a relevancy rating. The government will assess relevancy for each contract and assign a rating as described in Table 4 below:

Performance Quality Assessment: For each of the recent past performance information reviewed, the performance quality of work will be assessed based on the:
⁃ Evaluation ratings in databases to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic SubcontractReporting System (eSRS), or other databases; and
⁃ Defense Contract Management Agency; and (iv) interviews with Program Managers, Contracting Officers, and Fee Determining Officials
The purpose of the past performance evaluation is to assess the degree of confidence the government has in the offeror's ability to meet the solicitation requirements based on the offeror's demonstrated record of performance.
⁃ Offerors with no recent past or present performance history or the offeror's performance record is so limited that no confidence assessment rating can be reasonably assigned will receive the rating "Neutral Confidence," meaning the offeror is treated neither favorably nor unfavorably.
⁃ A Substantial Confidence or Satisfactory Confidence past performance rating is worth more than a Neutral Confidence rating. As a result of the relevancy and performance quality assessments, offerors will receive an integrated past performance confidence assessment rating as described in Table 5 below:

Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
C. Project Scheduling Plan
Project Scheduling Plan: Proposed Schedule- Contractor is to provide with his proposal an outline of their plan for the design and construction of the project in accordance with 3.2.2 Design Schedule and 3.3 Construction Schedule of the SOW. Graphically represent the integration of all significant elements of design and construction in days of effort as required. The chart shall show the starting and completion dates of all activities on a linear horizontal time scale beginning with the dates of Notice to Proceed and indicating calendar days to completion.
Each significant activity in both design and construction phases of the project shall be represented. Key dates for important features, portions of work or milestone dates and shall be indicated on. the chart. The schedule shall capture all SOW requirements, execution timelines, and critical path items to include the demonstration of coordination of work activities, phasing, adverse weather considerations, and ensure the project will be delivered on time. Offeror may use the AF Form 3064 or similar along with a narrative to demonstrate delivering the project on time.
Scheduling Plans shall be evaluated on an acceptable or unacceptable basis
Acceptable: Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance.
Risk of unsuccessful performance is no worse than moderate.
Unacceptable: Proposal does not meet requirements and contains one or more deficiencies. Proposal is un‐ awardable.
Note: In evaluating past performance, the Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation. This includes, but is not limited to, experience with JOC, Design + Build or SABER contracts, management of multiple trades and subcontractors, management of multiple concurrent construction projects, and experience working in arctic conditions., and experience working above the 60th parallel in a seismically active area (e.g. Alaska ).
The government reserves the right to award a contract to other than the lowest price offer if the difference in the Past Performance Confidence Rating of another offeror justifies the higher price premium. In that event, the Source Selection Authority will make an integrated assessment best value award decision using the Past Performance Confidence Rating. GRATED ASSESSMENT
NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSALS!
** All offerors are required to employ Alaska personnel in accordance with DFARS 252.222-7000. All design must be stamped with an AK PE (Alaska Professional Engineer) stamp.
D. Project Scheduling Plan Management Approach Project Scheduling Plan Management Approach:
1. Contractor shall provide a personnel management plan that addresses the following areas.
a. How will management oversee operations?
b. How will the contractor ensure that work is performed by qualified/licensed/certified individuals? (i.e. electrical engineer, project manager, hazardous material surveying etc)
c. Contractor must provide a list of key personnel that will oversee operations on this project.
d. Contractor will be evaluated with higher confidence ratings on proposals which display specialized experience and professional qualifications of key personnel, subcontractors and design firm as specified on Attachment 8: Instructions, Conditions and Notices to Offerors:
Section G Management Approach
i. **Note - project superintendent is required to be on-site any day on which construction work is being performed.
ii. The Offeror is required to select and commit to design firms to achieve an “satisfactory' rating in regards to the Project Scheduling Plan
DI. The Project Scheduling Plan Management Approach will be assigned a confidence assessment of Satisfactory Confidence, Unknown Confidence or Unsatisfactory Confidence
DII. Contractors will be evaluated with higher confidence ratings on proposals whose project scheduling plan displays specialized experience in relation to design-build services that are similar to those anticipated under this contract. See Table Below Satisfactory Confidence - The government has a reasonable expectation that the offeror will successfully address workforce and qualification management to achieve this effort in accordance the criteria listed in the Project Management Plan: Management Approach
Unknown Confidence - Some but not all of the criteria listed in the Project Management Plan:
Management Approach was adequately addressed. There is low to no confidence that the offeror will successfully address workforce and qualification management to achieve this effort
Unsatisfactory Confidence - The government was unable to assign a Satisfactory or Unknown Confidence rating due to critical failures to meet criteria listed in the Project Scheduling Plan:
Management Approach . The government has no expectation that the offeror will be able to successfully address workforce and qualification management to achieve this effort
Instructions to Offerors 1.Format for all Volumes of this proposal shall be as follows:
a. Cover Pages, Table of Contents, and Tabs will not be counted against the page limits
b. Pages depicting tables, charts, graphs and figures will count toward the page limit
c. Page Layout shall be 8 1/2" x 11" Letter, except for fold-outs used for charts, tables, or diagrams, which
_ may not exceed 11" x 17"
d. A page is defined as one face of a sheet of paper containing information
e. All printing shall be single-spaced
f. Spacing characteristics are applicable to charts and graphs
g. Font Size shall not be less than 10 pitch
h. Size of print is applicable to charts and graphs
i. Font Type shall be either Times New Roman or Arial
j. Page margins shall be a minimum of 1 inch top, bottom, and each side
k. Scanned copies are acceptable
l. Price data of any kind shall be presented only in the Price Proposal Part including the Pricing
Schedule, (RFP Attachment Attachment 12, SF1442)
m. Indicate the Part numbers and title in each file
n. Page 1 of a Part is defined as the first page after the Table of Contents
o. All pages shall be numbered
p. Elaborate formats and color presentations are not desired or required
q. Each Part shall be complete in itself and shall not reference information contained in other
Parts
The entire offer shall be submitted by emailing forrest.browne@us.af.mil and helbees.tawadrous@us.af.mil requesting drop-off request via DoD SAFE (Secure Access File Exchange) Service.
a) ONLY one electronic version of each proposal Part will be accepted
b) The electronic version shall be submitted in a format readable by Microsoft Office 2016, which includes software programs such as WORD, EXCEL, or PowerPoint
c) Pages of the proposal that cannot be submitted using Microsoft Office, such as the SF 1442, Offerors shall include those pages electronically using Adobe Acrobat portable document files (.pdf) format
d) Use separate files and folders to permit rapid location of all portions including exhibits and Attachments, if any e)Replacement electronic files will be required to update the final proposal resulting from any discussions and _ updates, if applicable
1. Telegraphic, facsimile, and/or paper copies are NOT ACCEPTABLE for submission of offers.
2. Hand carried or mailed proposals are NOT ACCEPTABLE.
3. Offerors are cautioned that Eielson Air Force Base can experience lag in internet services from time to time
____therefore offerors should allow sufficient time for electronic delivery. Late proposals will be processed in ____accordance with FAR 52.215-1(c) (3), "Submission, modification, revision, and withdrawal of proposals."
